Yorba Linda Personal Injury Attorney
Orange County

Yorba Linda’s streets are among the safest in California for a city of its size. In 2023, 124 people were killed or injured there, which placed the city 95th of 103 comparable cities in the state’s rankings, where first place is the worst. Only 4 pedestrians were hurt all year, 100th of 103 (OTS). One figure points the other way: deputies made 76 DUI arrests, ranking 31st in the group.
As a result, a Yorba Linda personal injury attorney spends less time on neighborhood intersections and more on the state highways that surround this city of 66,190 residents (California DOF). This guide takes those corridors one at a time, describing what tends to go wrong on each and what evidence each one leaves behind.
| Corridor | Where it runs | Who usually writes the report |
|---|---|---|
| SR-91 (Riverside Freeway) | Southern edge, through Santa Ana Canyon | California Highway Patrol |
| Imperial Highway (SR-90) | State highway serving the city | Depends on the exact location; check the responding agency |
| SR-241 toll road | Eastern side, connecting to the 91 | California Highway Patrol |
| Residential streets and arterials | Citywide | Orange County Sheriff’s Department, Yorba Linda Police Services |
SR-91 through Santa Ana Canyon
The 91 runs along the city’s southern boundary as it passes through Santa Ana Canyon (Wikipedia). It is the main commuter route between the Inland Empire and Orange County (Wikipedia), so heavy weekday traffic is compressed into a narrow canyon.
The CHP’s Santa Ana Area office lists SR-91 among the freeways it patrols (CHP), so a crash in the canyon will normally produce a Highway Patrol report rather than a Sheriff’s report.
What the CHP report records
The analysis of fault begins with that report. It records each vehicle’s lane position, the statements of the drivers and witnesses and any citation issued, and it notes whether a commercial vehicle was involved.
After a crash in the canyon, keep the following:
- The CHP report number
- Photos of your lane and the debris on the road
- The name of the company that towed your car, and where the car is now stored
- A copy of the dashcam file, saved before the loop erases the canyon drive
Stop-and-go traffic between the canyon walls produces multi-car rear-end pileups, and three or four insurance companies may end up disputing which impact caused which injury.
Imperial Highway and the 241 toll road
Imperial Highway (State Route 90)
Imperial Highway is a state route that serves the city (Wikipedia). Because it is a state highway, a problem with the road itself, such as a failed signal or a dangerous pavement edge, may point toward Caltrans rather than the city. That changes the first deadline considerably: a written claim to a state or local agency is generally due within six months (Gov. Code §911.2), whereas a suit over another motorist’s carelessness on the same road has a two-year window.
On Imperial Highway, three details matter most: which agency responded, what the signal showed as you entered the intersection, and photographs taken at a driver’s eye level from the point where you crossed the stop line.
Toll records on the 241
State Route 241, part of the Eastern Transportation Corridor, serves the eastern side of the city and connects to the 91 (Wikipedia). Toll roads keep electronic records of when a transponder or license plate passed each gantry, which can establish the timing and the speed of a vehicle between two points.
Your own transponder statement for that day, the nearest location marker and the CHP report form the core of the evidence. A Yorba Linda car accident lawyer can send a preservation letter to the toll operator before its routine retention period ends.
Watch out: Where the 241 meets the 91, two streams of fast traffic merge. If you were cut off while merging, a witness’s name and phone number are worth more than anything you could tell an adjuster afterward.
Cyclists, motorcyclists and e-bike riders
In all of 2023, only 9 cyclists and 5 motorcyclists were hurt in Yorba Linda, ranking 84th and 94th of 103. Two of those cyclists were children under 15. That count ranked 50th, the one category where Yorba Linda sat near the middle of its group rather than near the bottom.
E-bikes are enough of a local concern that the city runs a “Ride Ready, Yorba Linda” e-bike safety program through its police services (City of Yorba Linda). E-bike claims raise questions that ordinary bicycle cases do not: the bike’s class, whether the rider was old enough to operate it and whether a defect played a part. Parents sorting through those questions after a Ride Ready-age rider is hurt can start with our bicycle accident and e-scooter pages.
Planning note: The city has also received $63,000 in Caltrans Highway Safety Improvement Program funding (project LRSP187) to develop a Local Road Safety Plan (Caltrans). We could not locate a completed plan that names local corridors, so this guide does not rank city streets.
Wildfire evacuations and road closures
Fire has closed this city’s roads before. Yorba Linda lost 113 homes in November 2008, with 50 more damaged, when the Freeway Complex Fire led to evacuation orders for about 40,000 people across the region (Wikipedia). The fire forced the closure of both SR-91 and SR-57 (Wikipedia). The October 2020 Blue Ridge Fire destroyed one home and damaged ten.
Evacuation crashes: During an evacuation, ordinary roads become dangerous: smoke reduces visibility, drivers change lanes in a panic and emergency vehicles move against traffic. Injuries caused by the fire itself can support separate claims against whoever started it, as our wildfire injury page explains.
Who responds to crashes inside the city
Yorba Linda does not have its own police department. In 2013 the City Council voted 3–2 to replace the Brea Police Department, which had served the city for more than 40 years, with the Orange County Sheriff’s Department, a change projected to save more than $2 million a year (NBC Los Angeles).
| Role in your claim | Who fills it | Detail |
|---|---|---|
| Street-crash investigation | OC Sheriff’s Department, Yorba Linda Police Services | 20994 Yorba Linda Blvd.; reports carry the Sheriff’s name (City of Yorba Linda) |
| Freeway investigation | CHP | See the SR-91 and SR-241 sections above |
| Most severe injuries | UCI Medical Center, Orange | The county’s only Level I trauma center; no hospital in the city appears in our sources (Wikipedia) |
| A lawsuit, if no settlement is reached | Orange County Superior Court | Central Justice Center, in the county seat of Santa Ana (OC Courts) |
Questions from commuters and parents
I was rear-ended on the 91 in the canyon. Does the Sheriff have my report?
Probably not. Freeway crashes are handled by the Highway Patrol, and the CHP Santa Ana Area lists the 91 among its routes. Request the report from the CHP.
Yorba Linda has so few crashes. Will an insurer take my claim less seriously?
No. A low citywide crash count says nothing about your injuries; the claim is valued on your own medical records, the report and the proof gathered from your crash.
My teenager crashed an e-bike on a neighborhood street. Who could be responsible?
Responsibility may rest with more than one party, depending on what happened:
- another driver who turned across the bike’s path
- a property owner whose hedge or parked equipment blocked the view
- the city, the county or Caltrans, if a road hazard contributed (these claims carry the short deadline described above)
- the manufacturer or seller of a defective bike or battery
Can I bring a claim for an injury during a wildfire evacuation?
Possibly, against a driver who caused a crash and, in some cases, against whoever started the fire. Those are separate claims, each with its own evidence.
My injury seems minor. Would an auto accident attorney in Yorba Linda add anything?
If you recover quickly and your bills are paid, often not. If you have lingering pain, lost wages or a dispute over fault, a free call is the simplest way to find out.
How we handle insurance coverage and liens
The Law Offices of Jacob Emrani (Call Jacob) represents commuters injured on the 91 and the 241, as well as residents hurt on Imperial Highway and neighborhood streets in Yorba Linda. We also handle truck crashes in Santa Ana Canyon, e-bike injuries close to home and wrongful death claims after a fatal collision for Yorba Linda families. On a typical case, we:
- obtain the CHP or Sheriff’s report along with every chart from UCI or any other hospital that treated you
- secure toll-gantry and dashcam data before retention periods expire
- take over all contact with the adjuster, so that no one records a statement from you
- work through each layer of coverage: the other driver’s liability limit first, then your own UM/UIM coverage if that limit is exhausted, with health-plan liens resolved before any money is paid to you
The lawsuit deadline against a careless driver is generally two years from the injury in California (CCP §335.1), although the toll-road and dashcam data described above can disappear far sooner. Being partly at fault, for example for a late merge onto the 241, reduces an award by your percentage of fault but does not eliminate it (CACI 405).
There is no fee for the first conversation, and no fee in any case we do not win. If the drive down to the canyon is the last thing you want to face while recovering, a representative will come to your home instead.
