On December 5, 2025, staff from the City of Westminster, Caltrans, the County and the Southern California Association of Governments walked Beach Boulevard between Westminster Boulevard and Trask Avenue under SCAG’s Main Streets program. Their summary describes loud, fast traffic, sidewalks that change width and condition from block to block, utility poles standing in the walkway, steep driveway slopes, missing lighting south of Trask, short pedestrian phases at the Trask signal, and people crossing at 20th Street with no marked crosswalk. It also notes police-reported collisions at Beach and Trask ([SCAG](https://scag.ca.gov/sites/default/files/2026-03/Westminster_Walk_Audit_Summary.pdf)). Beach Boulevard is State Route 39, and the Orange County Transportation Authority has studied the corridor as well. At Beach and Hazard Avenue, a head-on crash involving several vehicles on November 21, 2019 killed two people and left two more critically injured ([CBS Los Angeles](https://www.cbsnews.com/losangeles/news/1-dead-3-critical-following-multi-vehicle-crash-in-westminster)).
