How Stockton ranks among large cities

With 324,597 residents (Census, 2025), Stockton is in the state’s Group A alongside Los Angeles, San Diego and San Jose, and its record compares poorly even in that company. Its 1,913 casualties in 2023 ranked third in the group, and its 390 speed-related crashes ranked second (OTS 2023). The year before was worse: 2,096 victims and 431 speed-related crashes, the highest speed count of the 15 (OTS 2022).

The city’s plan describes what those crashes look like. Across all collisions, broadsides were the most common type (34%), followed by rear-end collisions (24%) and sideswipes (17%). Among fatal and serious crashes, collisions between vehicles and pedestrians led at 34%, followed by broadsides at 26%. Risk increased with the number of intersection approaches and with posted speeds up to 40 mph. The city’s stated goal is to reduce fatal and severe collisions by a quarter by 2026 and by half by 2031.

For someone injured on one of these roads, the plan provides two things: a documented crash history for the location and a list of engineering problems the city itself identified.

Five crossings on Martin Luther King Jr. Boulevard

Five of the plan’s 29 priority intersections are on MLK Boulevard, a number matched only by Hammer Lane. The intersection at Stanislaus Street is listed first, followed by Harrison, Lincoln, California Street and Airport Way.

Crashes here tend to be the broadside collisions the plan describes, in which a driver crossing or turning across MLK misjudges the gap or runs the signal. The evidence that matters on this street includes:

• The signal controller’s cycle and yellow-light settings on the date of the crash
• Video from businesses facing the intersection
• Damage patterns on the vehicles showing the angle of impact
• Statements from bus riders and pedestrians who were at the corner

Hammer Lane’s seven listed locations

Hammer Lane appears in the plan five times as an intersection and twice as a road segment:

A street with this many listed locations produces every kind of crash: broadsides at the signals, and rear-end collisions and sideswipes between them. March Lane from El Dorado to I-5

Four locations on March Lane are on the priority list: El Dorado Street, Precissi Lane, Quail Lakes Drive/Da Vinci Drive and the southbound I-5 ramp terminal.

Crashes at a ramp terminal complicate a claim. The ramp belongs to Caltrans, while March Lane is a city street, so the responsible public agency for a signal or design problem depends on exactly where the crash occurred. The same line determines who writes the report. On the ramp and the interstate, expect officers from the CHP Stockton office at 2720 Wilcox Road (CHP); on March Lane itself, the Stockton Police Department, whose collision reports can be purchased online (Stockton PD).

Watch out: If a poorly designed ramp contributed to your crash, the claim against Caltrans or the city must be filed within six months (Gov. Code §911.2). Ramp crashes are where this deadline is most easily missed.

Segments south and west of downtown

El Dorado Street and Pacific Avenue

El Dorado Street has high-priority intersections at Jamestown, Ivy and Iris, as well as a high-priority segment from Lowell Avenue to Clayton Avenue. Nearby, Pacific Avenue from March Lane to Longview Avenue is a priority segment of its own.

Both streets carry heavy foot traffic. Pedestrian casualties are a citywide problem: the 129 recorded in 2023 put Stockton 6th among the large cities, and it was 5th for victims aged 65 and older. The plan also found that pedestrian violations were the most frequently cited factor in fatal (22%) and severe (18%) collisions, so insurers here will often argue that the pedestrian was at fault.

Even if a jury agrees that a pedestrian on El Dorado crossed against the signal, California’s pure comparative fault rule reduces the award only by that pedestrian’s share (CACI 405). West Lane

West Lane has two high-priority segments, Hammer Lane to Knickerbocker Drive and Alpine Avenue to University Avenue, and a priority intersection at Swain Lane. Crashes on a segment differ from crashes at an intersection. They often involve speed, turns into businesses in the middle of the block and people crossing away from a signal.

Because Stockton ranks at or near the top of the large cities for speed-related crashes, the most important evidence on West Lane is usually how fast the at-fault car was traveling. That often means downloading the car’s airbag control module before the vehicle is salvaged.

Wilson Way, Harding Way and Charter Way

The plan also identifies three older streets on the east side and downtown:

The ramp terminal on Charter Way raises the same question of city versus Caltrans responsibility as March Lane. On Wilson and Harding, closer to downtown, crashes involving pedestrians and cyclists are a particular concern. Stockton ranked 5th-worst for bicyclists in 2023 (88), and in 2022 it was 2nd-worst for both cyclists under 15 (21) and pedestrians under 15 (20). Mariposa Road at the edge of the city

East Mariposa Road from the County Line to Austin Road is a high-priority segment where the city meets farmland. Higher speeds, fewer signals and larger vehicles change how crashes happen here. Crashes near the city limit may also fall under county rather than city jurisdiction, so both the reporting agency and the public agency for any government claim need to be confirmed.

Questions from people hurt in Stockton

My crash was at an intersection on the city’s priority list. Does that prove the city is liable?

No. It shows that the city identified the location as high-risk. A claim against the city requires proof that a dangerous condition contributed to the crash, as well as a timely government claim.

A car hit me near Hammer and Holman and sped off toward Lower Sacramento Road. What now?

Look first to the uninsured motorist portion of your own auto policy, which normally applies when the at-fault driver cannot be identified. File a report with Stockton PD promptly, because the insurer will ask for it, and look for storefront cameras along Hammer that may have recorded the license plate.

I was hit by an RTD bus. What changes?

RTD is run by a public transit district. Its claims office has to receive your written claim within six months of the crash, and only after that claim is acted on, or the time to respond passes, can a lawsuit follow.

Would my lawsuit be heard on Weber Avenue?

Most claims settle without a lawsuit. If one is filed, a Stockton case would be heard at the county courthouse on Weber Avenue downtown.

The city’s plan adds that alcohol was involved in 87 fatal or serious collisions, 16% of the total.
