Commuters on the Ronald Reagan Freeway

About 27% of Simi Valley residents commute to Los Angeles, most of them on State Route 118, the Ronald Reagan Freeway, which connects the valley to the San Fernando Valley. SR-23 carries others south to Thousand Oaks and the 101 (Wikipedia). Commuter crashes are mostly rear-end and lane-change collisions, and the resulting injuries, such as neck strain, back injuries and concussions, often do not appear serious on the first day.

Two local considerations matter in these claims. First, a crash on the 118 or the 23 is investigated by the CHP rather than city police; the nearest listed CHP office is at 610 Spring Road in Moorpark (CHP). Second, a crash that happens in Los Angeles County on the way to work falls under that county’s police and courts, even though the commuter lives here. Damages in a commuter’s claim have their own character. Detours from the Arroyo Simi Overhead project

In October 2025, the city announced overnight directional closures by Caltrans on the 118 at the Arroyo Simi Overhead in Moorpark, between New Los Angeles Avenue and Princeton Avenue, for a safety-barrier project that detoured freeway traffic onto local roads (City of Simi Valley). Detours send heavy, unfamiliar traffic onto streets not designed for it, often at night.

When a crash happens in or near a construction zone, the investigation extends beyond the drivers. Signs, lane tapers, lighting and the contractor’s traffic-control plan all become evidence. If the work zone’s setup contributed, a written claim must be presented to Caltrans within six months under §911.2, well before the two-year deadline for a lawsuit against the driver.

Dark signals during power shutoffs

The valley is surrounded by the Santa Susana Mountains and the Simi Hills, and the city publishes Southern California Edison’s Public Safety Power Shutoff notices for wind and fire events (City of Simi Valley). A shutoff can leave traffic signals dark. Under Vehicle Code §21800, a driver approaching an intersection with a signal that is not working must stop and proceed as though it were an all-way stop.

That rule matters when two cars meet at a dark signal and each driver says the other should have yielded. The driver who went through without stopping is usually the one who violated the statute.

Hypothetical example. On a windy October evening, Edison cuts power to part of the city, and the signal at a busy Simi Valley intersection goes dark. Dana stops, looks both ways and starts across. A pickup approaching from her left never slows and strikes her rear door. The pickup driver’s insurer argues that she “pulled out in front.” Dana’s dashcam shows her full stop, and the city’s shutoff notice for that evening establishes that the signal was out. Dana and the pickup driver are fictional, but the rule that governed their crash is real.

The evidence in these cases is unusually specific: the time of the shutoff, which signals lost power and whether either driver stopped. Utility and city records answer the first two questions, and video or witnesses answer the third.

Motorcyclists on the valley’s arterials

Motorcyclists are not a standout group here. The city’s 22 rider casualties in 2023 put it 51st of 62, toward the safe end of the list (OTS). But an injured rider faces the same skepticism from insurers about speed and lane position anywhere, and a low citywide ranking will not lessen it. What protects a rider’s claim is the same here as elsewhere in Ventura County: keeping the motorcycle intact for inspection, photographing the helmet and gear, and writing down the other driver’s words at the scene exactly as they were spoken.

Pedestrians, children and visitors

Older pedestrians and young cyclists

The last two rows of the table are the ones that depart from the city’s pattern (OTS). Four older pedestrians and three young cyclists are small numbers, but they place mid-table in a city that otherwise ranks near the safe end.

For an older pedestrian, the claim often turns on injuries that change daily life: a hip fracture, a head injury from striking the curb, the end of driving. Medicare and supplemental insurers pay first and expect to be repaid from any settlement. A boy thrown from his bicycle on a hill in Big Sky cannot sign a release himself.
