Rohnert Park Personal Injury Attorney

Sonoma County

Rohnert Park was laid out as a planned city along Highway 101, and an unusual number of the agencies that shape an injury claim sit within its limits. If you were hurt on the Expressway, at a SMART crossing or on the freeway and you are weighing a call to a Rohnert Park personal injury attorney, the directory below names each office, hospital and public body involved and explains what it means for your case.

At a glance — Rohnert Park

  • 44,811 people living here in mid-2025, by federal count (Census)
  • One combined police-and-fire agency, the Department of Public Safety, founded in 1962
  • The Highway Patrol office for most of Sonoma County sits on LaBath Avenue, inside the city
  • Six of the 98 intersections Sonoma County flagged as high-injury are on Rohnert Park streets

On this page:

Public Safety and the crash report

Rohnert Park has never run a stand-alone police department. Since 1962 its Department of Public Safety has combined police and fire work in one agency (Wikipedia), and serious collisions go to the department’s Major Accident Investigation Team, which handled the 2022 pedestrian death on the Expressway described below (CBS SF).

Because the same department answers both the police call and the fire call, a request to Public Safety may also reach the fire crew’s response record, though any such record is a separate document and has to be asked for by name.

The Highway Patrol office in town

The CHP Santa Rosa Area office, which covers the greater part of Sonoma County, is at 6100 LaBath Ave. in Rohnert Park (CHP). A driver sideswiped on the 101 between the Expressway and Golf Course Drive will deal with that office for the report, the officer’s diagram and any supplemental statements, rather than with Public Safety.

That split also shapes the statistics. Ninety-five people hurt or killed on city streets in 2023 left Rohnert Park 70th of 93 peer cities on the state list, with 1st being worst, and that total omits every 101 collision the Highway Patrol worked (OTS 2023).

MeasureRohnert Park, 2023Out of 93 peers
Motorcyclists hurt or killed1017th
Victims tied to young adult drinking drivers (ages 21–34)836th
Injury crashes from 9 p.m. to 3 a.m.1244th
Pedestrians 65 and older245th
Alcohol-involved victims1353rd
Pedestrians of all ages670th
Composite ranking—69th

Motorcycles are the outlier: the city sits in the safer half overall but near the top fifth for injured riders. Public Safety officers also recorded 97 DUI arrests in 2023, a count OTS scores on its own scale and that says more about enforcement than about risk.

Streets on the county high-injury list

In 2022 the Sonoma County Transportation Authority adopted a countywide Vision Zero Action Plan that mapped where serious and fatal crashes concentrate (SCTA Vision Zero plan). Four Rohnert Park streets made its High Injury Network: Rohnert Park Expressway, Snyder Lane, Commerce Boulevard and Redwood Drive. Six city intersections appear among its 98 High Injury Intersections.

Rohnert Park Expressway at Commerce BoulevardExpressway and Commerce Boulevard
Rohnert Park Expressway at Country Club DriveExpressway

Two deaths show what those lines on a map can mean. On July 1, 2022, an 82-year-old resident crossing the Expressway mid-block through the median just east of San Simeon Drive was struck and killed (CBS SF). In late November 2025, a pedestrian was killed in a hit-and-run at Snyder Lane and Capri Lane, and a 17-year-old was arrested for vehicular manslaughter (CBS SF).

A spot on the county’s list does not settle who caused a given crash. What it does is tell us where earlier collisions cluster, and it becomes evidence when the layout, lighting or signal timing of a city street may have contributed, because a claim against the City of Rohnert Park for a dangerous road condition has to be presented within six months. The county plan also lists Rohnert Park among seven Sonoma County cities that had developed or were developing their own Local Road Safety Plan, a document we would pull for any intersection in a client’s case.

SMART trains and rail crossings

SMART commuter trains have stopped at the Rohnert Park station since August 25, 2017 (Wikipedia). On November 2, 2023, a SMART train struck and killed a 42-year-old pedestrian on Golf Course Drive between Commerce Boulevard and Roberts Lake Road; Public Safety reported that the gates were down and the lights and horn were working (CBS SF).

Watch out: SMART is a public rail district, so a passenger hurt boarding at the Rohnert Park platform, or a driver whose car is hit at the Golf Course Drive crossing, has six months rather than two years to get a written claim into the district’s hands (Gov. Code §911.2).

Evidence the railroad keeps

Crossing cases turn on records that only the railroad holds: the train’s forward-facing video, the event recorder showing speed and horn use, and the maintenance log for the gate arms. A letter asking SMART to preserve them should go out quickly.

Reports, crossings and rideshare questions

Is a Department of Public Safety report the same as a police report?

Yes. Public Safety officers serve as the city’s police, so their collision report carries the same weight with an insurer as a report from any other California police department.

I was rear-ended on Highway 101 near the Expressway. Where do I get the report?

Ask the Highway Patrol’s Santa Rosa Area office on LaBath Avenue; 101 crashes are its responsibility even where the freeway runs through the middle of Rohnert Park.

The SMART gates were down. Can I still have a claim?

Possibly. Working gates do not end the inquiry if, for example, the crossing design or the train’s operation contributed, but the claim must be presented to SMART within six months.

I was hurt in an Uber leaving the casino. Whose insurance pays?

Expect at least two insurers. The at-fault driver’s carrier is the first target, and because you were riding on an active trip, the rideshare company’s coverage also stands behind the claim, which may include protection if the other car carried no insurance.

My father was killed crossing Snyder Lane by a driver who fled. What can the family do?

Close family, typically a spouse and children, can pursue a claim against the Snyder Lane driver once identified. If the driver is never found or carries no insurance, the family’s own uninsured motorist coverage may apply, as our wrongful death page explains.

Does a High Injury Intersection listing prove the city was at fault?

No. It shows the county identified a pattern there. Liability still depends on what caused your collision and whether a road condition the city controlled played a part.

Riders, students and late-night traffic

Rohnert Park’s 2023 rider toll, ten motorcyclists hurt or killed, ranked 17th worst among its 93 peers (OTS 2023). A rider hit by a left-turning car on Commerce Boulevard will often hear that the rider was speeding or invisible; our motorcycle accident page explains how those defenses are tested against the physical evidence.

Two institutions shape evening traffic. Sonoma State University, a CSU campus, is in Rohnert Park, and Graton Resort & Casino opened just outside the city limits on November 5, 2013 (Wikipedia). A student or casino guest hurt while riding in an Uber or Lyft may have access to the rideshare company’s insurance as well as the drivers’ own policies, an arrangement our rideshare accident page walks through layer by layer.

Note on campus injuries: An injury on the Sonoma State campus caused by a dangerous condition of state property is a claim against a state entity, so it too carries the six-month presentation rule rather than the ordinary two years.

Hospital care in the North Bay

A Rohnert Park patient whose injuries call for trauma surgery is likely headed north to Providence’s Santa Rosa Memorial Hospital, because the four North Bay counties of Marin, Mendocino, Napa and Sonoma share one Level II center there (Providence).

RecordWhere to request it
Emergency and trauma chartProvidence Santa Rosa Memorial’s medical records office
Ambulance run reportThe agency that transported you, named on your bill
Imaging discs and radiology readsThe hospital or imaging center that took them
Follow-up and therapy notesEach clinic or therapist you saw after discharge

Ask for the chart itself, not a summary. A soft-tissue injury from a Snyder Lane rear-end and a brain injury from a pedestrian strike on the Expressway are valued from the same kind of documents, and gaps in follow-up care are the first thing an adjuster raises.

Six-month claims and the Sonoma court

The deadline depends on who is responsible:

  1. Six months when the claim targets the City of Rohnert Park’s street design, SMART’s crossing equipment or the Sonoma State grounds (Gov. Code §911.2).
  2. Two years to sue the motorist who ran the light at Commerce and Golf Course, or a careless landlord (CCP §335.1).
  3. Three years for a dented car or a wrecked bicycle with no one hurt.
  4. A child hurt on the way to school usually has longer to sue a private party, though not to claim against a public one.

If a jury decided a pedestrian who crossed the Expressway mid-block bore 40% of the blame, California’s shared-fault rule would still let the family recover 60% of the proven damages (CACI 405).

Unresolved Rohnert Park claims are litigated in Sonoma County’s Superior Court (court locations); which of its buildings hears a particular unlimited civil case is not spelled out on that page, so we check it when the complaint goes in.

Where Call Jacob fits in a Rohnert Park claim

The Law Offices of Jacob Emrani (Call Jacob) represents people hurt in Rohnert Park, among them motorcyclists struck on Commerce Boulevard, pedestrians hit on the Expressway and Snyder Lane, SMART riders and Sonoma State students. Our opening moves on a Rohnert Park file are to order the Public Safety report (or the LaBath Avenue CHP report for a 101 wreck), pull the Santa Rosa Memorial trauma chart, and put the six-month claim date on the calendar whenever the city, the rail district or a state campus is involved.

The city’s own numbers set our priorities here: motorcycles, after-dark crashes and pedestrians on the high-injury streets come first. The cases we take in Rohnert Park also include:

  • Car accident claims from the Expressway, Redwood Drive and the 101
  • Rideshare passengers hurt on trips to and from Sonoma State or Graton
  • Bicycle crashes and hit-and-runs in the lettered sections
  • Falls at shopping centers and dog bites in residential neighborhoods
  • Wrongful death claims after fatal crashes like those on the Expressway and Snyder Lane

Someone who wants a Rohnert Park car accident attorney but is laid up after surgery can have us come to the house or the hospital room. There is no charge for the first conversation, and you pay nothing unless we win. Call (888) 952-2952 with the report number from Public Safety or the CHP, or send the details through the case evaluator. Información en español.

He runs a very "upscale" Legal Practice, but actually took the time to drop in to the office where my claim was being processed, just to be sure that I was getting the best possible interview with one if his amazing Legal Assistants."
