Ridgecrest Personal Injury Attorney

Kern County

Ridgecrest sits about 110 miles from Bakersfield and 82 from Lancaster, at the junction of State Route 178 and the U.S. 395 business route, and that distance shapes almost every injury case here. In a serious case, records are often split between a Level IV hospital in town and a trauma center more than 80 miles away, and any lawsuit is generally heard in Bakersfield. Much of what a Ridgecrest personal injury attorney does early in a case is undo beliefs that hold in Bakersfield or Los Angeles and fail in the Indian Wells Valley. Six of them follow, each checked against the city’s own crash study or state records.

Ridgecrest in brief

  • 28,333 people (Census, 2025)
  • City study window 2013–2017: 907 crashes, of which 27 killed or badly injured someone (Ridgecrest safety analysis)
  • Naval Air Weapons Station China Lake, the largest employer, had 5,922 workers in 2024 (Wikipedia)
  • Ridgecrest Regional Hospital stabilizes trauma patients at Level IV; Lancaster and Bakersfield have the closest Level II care

The 2013–2017 Ridgecrest safety analysis

The city’s systemic safety analysis, dated March 2020, is posted by Kern COG as its Local Road Safety Plan. Its numbers cover 2013 through 2017, so they are now several years old, but they remain the most detailed public record of where people in Ridgecrest are hurt. Of the 27 crashes that killed or seriously injured someone, 8 involved a pedestrian, 8 a vehicle striking a fixed object, and 5 were broadsides. Seventy-two crashes in the period involved a pedestrian or cyclist, and nearly a quarter of all crashes, 24%, happened at night.

Location named in the studyWhat it recorded, 2013–2017
N China Lake Blvd at Coso AveFatal crash
N China Lake Blvd at W Howell AveFatal crash
E Ridgecrest Blvd at Gateway StFatal crash
N Norma St, near W Moyer Ave and at W Reeves and W DrummondSix fatal or severe crashes along the street, one of them fatal
S China Lake Blvd at Downs St, S Norma St and Upjohn AveSeveral severe-injury crashes
China Lake Blvd, Inyokern Rd to College Heights Blvd183 crashes across 12 traffic signals
Downs St and Bowman RdAll-way stop added in late 2019 with federal safety funds; roundabout proposed

China Lake Boulevard carried more crashes than any other street, and three of the four fatal crashes were on Route 178. The study says it excluded state highway crashes, yet its own table of serious crashes lists those Route 178 locations, so treat the fatal-crash locations as the city’s reporting rather than a complete highway count.

Beliefs that cost Ridgecrest claimants

The China Lake Boulevard signals

What people assume: The city runs the traffic signals on China Lake Boulevard, so any claim about them goes to City Hall.

Six of the twelve signals between Inyokern Road and College Heights Boulevard belong to Caltrans, and the city wrote that Caltrans had not partnered with it to synchronize them (Ridgecrest safety analysis). If signal timing played a part in your crash, the correct public defendant may be the State, not the city, and identifying the owner of that particular signal comes first. Under Government Code §911.2, you have six months either way, and a misdirected claim wastes part of that time.

Walking outside a crosswalk

What people assume: A pedestrian hit while crossing mid-block has no case.

Five of the eight pedestrians killed or seriously injured in the study period were crossing outside a crosswalk, and pedestrian crashes made up 30% of the city’s fatal and severe crashes. California does not bar those claims. A jury assigns each person a percentage of fault and reduces the pedestrian’s recovery by his or her share (CACI 405), so a driver who was speeding on North Norma Street or impaired near Ridgecrest Boulevard still answers for the rest. Unsafe speed and DUI were each listed as the main cause in five of the 27 serious crashes. More on mid-block crossings and percentages of fault is on our pedestrian accident page.

The local hospital chart

What people assume: Ridgecrest Regional Hospital’s chart is the whole medical record.

The hospital, the city’s second-largest employer with 929 staff in 2024, is a locally designated adult Level IV trauma center (EMSA). A patient who needs a higher level of care is transferred, and the closest Level II centers on the state list are Antelope Valley Medical Center in Lancaster and Kern Medical in Bakersfield. A serious Ridgecrest case therefore usually involves two hospital charts and the transport record in between. Insurers read gaps between those records as gaps in care, so request every one.

The Coso Avenue courthouse

What people assume: Because the Kern County Superior Court has a branch at 132 East Coso Avenue, a lawsuit will be heard in town.

Coso Avenue’s branch is on the court’s civil list, but the threshold printed on the civil division page, $35,000, sends any larger Indian Wells Valley injury complaint to the Metropolitan Justice Building on Truxtun Avenue (Kern Superior Court). So a serious case from Ridgecrest is generally filed in Bakersfield, about 110 miles from the Coso Avenue branch. That rarely means many trips for the client; most of the work happens through records, written discovery and negotiation.

A crash with a base vehicle

What people assume: A collision with a government vehicle from China Lake follows the same rules as any other crash.

If the other driver was a federal employee on duty, say in a Navy truck heading to the China Lake gate, the Federal Tort Claims Act governs: an administrative claim to that agency comes first, ordinarily within two years (28 U.S.C. §2401). That process differs from California’s rules for city and state claims, and the agency’s response sets its own deadline for suing. A crash with a private contractor’s vehicle near the base is usually an ordinary claim against that contractor’s insurer.

Dark desert roads

What people assume: Desert roads are empty at night, so night crashes are rare.

About a quarter of Ridgecrest’s crashes in the study occurred after dark, and eight of the serious ones involved a vehicle striking a fixed object. Those crashes often turn on lighting, road edges and speed, which is why photographs taken soon afterward, at the same hour if possible, matter.

Bicyclists under 15

One recent figure stands apart. Four riders younger than 15 were killed or injured on bicycles in Ridgecrest in 2023, enough to place the city 6th of 93 comparable cities on that state measure, with 1 the worst (OTS). By the same measure the city was far lower overall, 42nd for all 83 victims and 72nd on the composite ranking. A child’s claim is judged by the care expected of a child that age, and the deadline to sue does not begin to run until the child turns 18, but evidence such as the bicycle, the helmet and witness names should be kept now. Three agencies that may respond

  • Ridgecrest Police Department for a crash on China Lake Boulevard, Norma Street or another street inside the city.
  • CHP Mojave Area, based at 1313 Highway 58 in Mojave, covers eastern Kern communities including Ridgecrest and Inyokern (CHP). Crashes outside the city on U.S. 395 or SR-178 generally fall to the CHP.
  • The Kern County Sheriff also keeps a regional station in Ridgecrest for the surrounding valley.

Wind gusts that can reach 75 mph and summer heat that hit 119 degrees in July 2021 affect visibility and road conditions, and a CHP or police report that records the weather can matter later.

Representing China Lake workers and their neighbors

The Law Offices of Jacob Emrani represents people injured in Ridgecrest and the Indian Wells Valley: residents, Navy and civilian workers at China Lake, Cerro Coso Community College students, and visitors driving to Trona Pinnacles or the Coso petroglyphs. On a Ridgecrest case we request the Ridgecrest Police or CHP Mojave report, collect both the Ridgecrest Regional Hospital chart and any transfer records from Lancaster or Bakersfield, and check whether the crash site appears in the city’s 2013–2017 study.

We handle car and auto accident claims on China Lake Boulevard and Norma Street, pedestrian and bicycle injuries, motorcycle crashes on SR-178 and Highway 395, truck crashes on the desert highways, injuries from falls in local stores, dog bites, and wrongful death claims by families in the valley. If you are deciding whether to hire a Ridgecrest car accident lawyer, the first meeting with us is free. Our fee is contingent. We can meet you at home, so the long drive is ours, not yours. Asked by Indian Wells Valley families

Is the two-year deadline the same for everyone in Ridgecrest?

No. Suing another motorist, or a store on Ridgecrest Boulevard, falls under the two-year limit in CCP §335.1. Bring in the City of Ridgecrest or Caltrans and the deadline drops to six months. China Lake federal claims run on the FTCA timetable described above. A child hurt on a bike has until well after turning 18.

Can earthquake damage to a road support a claim?

The July 2019 earthquakes, magnitude 6.4 and then 7.1, struck about 10 miles northeast of town. A damaged road surface or a missing sign can support a claim against whoever maintains the road, but only if that agency knew or should have known about the condition in time to fix it.

Do I need a lawyer in Ridgecrest, or can one in Los Angeles handle it?

What matters is that your lawyer knows which agency took the report, which hospital records exist, and where the case would be filed. We can meet you at home and handle the rest by phone and records request.

Can I make a claim after a fall on a Ridgecrest Transit bus?

If the bus is run by a public agency, as local transit service usually is, a written claim within six months is generally required before a lawsuit. Note the bus route, the time and the driver’s description while you remember them.
