Rialto Personal Injury Attorney
San Bernardino County
Drinking and driving is the clearest danger on the city’s streets. Rialto’s 97 alcohol-involved crash victims in 2023 left only two of the 62 California cities in its population group with a higher count; in 2022 the city placed 4th (OTS 2023). This page is a directory for people hurt here and their families. It lists the agencies, hospitals, streets and courts that shape a Rialto injury claim, and explains what a Rialto personal injury attorney asks each one for.
Agencies that investigate and keep records
| Office | Covers | Ask for |
|---|---|---|
| Rialto Police Department | Riverside, Merrill, Cedar, Baseline and other city streets | Traffic collision report, scene photos, body-worn camera video |
| CHP (860) | I-10, SR-210 | Freeway reports |
| City of Rialto | Signals, lane striping, sidewalks it owns | Signal timing and repair history |
| Omnitrans | Bus routes through the city (Rialto overview) | Onboard video and the operator’s incident report |
Rialto’s police department holds an unusual place in the history of police video. In 2012 its officers were the subjects of the world’s first randomized controlled trial of body-worn cameras, run with Cambridge University, and shifts with cameras saw less use of force and fewer complaints (Cambridge). If an officer at your crash had a camera running, that recording can capture what each driver said in the first minutes, well before any insurer became involved.
Tip: Rialto PD video requests go faster when you can give the case number and the interviewing officer’s badge number, so collect both before the tow truck leaves.
The two trauma centers serving Rialto
| Hospital | Where | Notes |
|---|---|---|
| Arrowhead Regional | Colton | County-run; Level I since 2022; nearest to Rialto (release) |
| Loma Linda University | Loma Linda | Treats both adults and children at Level I (Wikipedia) |
Arrowhead Regional reached Level I status in 2022 after years at Level II, so the nearest trauma center to Rialto now offers the highest level of trauma care. Because it is a county hospital, its bills and any lien it asserts come from a public agency, and we gather those balances early so a settlement figure reflects what is actually owed. Loma Linda’s designation includes pediatric trauma care, which matters when a child is among the injured.
Rialto’s crash pattern in brief
The state’s comparison group for Rialto is the 62 cities with 100,001 to 250,000 residents. Its figures stop at the freeway ramps: a wreck on the San Bernardino Freeway or the 210 is a CHP case, tallied elsewhere.
| 2023 measure | Count | Rank |
|---|---|---|
| Alcohol-involved victims | 97 | 3rd |
| Drivers 21 to 34 who drank | 45 victims | 5th |
| All victims | 468 | 24th |
| Speed-related crashes | 74 | 18th |
| Crashes, 9 p.m. to 3 a.m. | 53 | 19th |
| Composite | — | 14th |
Most of those numbers improved from 2022, when Rialto recorded 577 victims, 102 speed-related crashes and 63 people hurt by young drinking drivers (OTS 2022), but the alcohol rank barely moved.
Rialto PD’s 583 DUI arrests in 2023 nearly matched the 582 of 2022, yet alcohol-related injuries stayed among the highest in the state’s group, and that pattern shapes the claims we see from Rialto: late-night collisions, impaired drivers and serious injuries.
Truck routes and warehouse streets
Heavy trucks are a fact of life on several Rialto streets, and the City Council has said so. In December 2022 it imposed a 45-day moratorium on heavy trucks along seven street segments, including Riverside Avenue and Ayala Drive, citing rising inter-city truck traffic and resident safety (Sentinel). Residents have cited more than 80 warehouses in the city. Public reports do not make clear whether the moratorium was ever extended.
| Street | On the record |
|---|---|
| Riverside Avenue | In the 2022 moratorium; deadly crashes at Alder and at Etiwanda in January 2020 (Sentinel) |
| Ayala Drive | In the moratorium; two buildings near Miro Way proposed at about 400,000 square feet (CEQAnet) |
| Pepper Avenue | 470,000-square-foot warehouse approved in 2023 despite neighbors’ big-rig objections (Spectrum News) |
| Locust Avenue | 225,173-square-foot proposal opposed over congestion, November 2024 (IECN) |
| Merrill at Cedar | KTLA: red-light runner killed just before 4 a.m.; two children in his car hospitalized (KTLA) |
| Meridian at Baseline | Police pursuit ended in a deadly collision (CBS LA) |
When a big rig from one of these warehouses causes a collision, more than one company may answer for it. The driver, the motor carrier, the firm that loaded the trailer and sometimes the warehouse operator each carry their own coverage, and the electronic logs, inspection reports and driver files sit with the carrier. As soon as a Rialto truck accident lawyer on our team takes the case, the carrier gets written notice to keep that evidence.
Courthouse routing and claim deadlines
The court’s Fontana branch on Arrowhead Boulevard handles many Rialto matters, yet the larger-claim category, unlimited civil, does not appear on its published filing list (Superior Court). Our reading of the court’s lists, the same ones any San Bernardino County personal injury attorney works from, is that a larger Rialto injury lawsuit belongs in downtown San Bernardino, at the Justice Center’s Civil Division on Third Street (Civil Division), and we verify that with the clerk before filing.
Rialto claims run on three clocks:
- Six months if a Rialto city signal or street, a county road or an Omnitrans bus is part of the story, because claims against public bodies must be presented in writing within that time (Gov. Code §911.2)
- Two years, the statute of limitations, to sue the impaired motorist, a warehouse’s trucking contractor or a negligent shop owner (CCP §335.1)
- Three years for repairing or replacing your car; an injured child’s deadline is calculated differently
Watch out: Pursuits like the one that ended at Meridian and Baseline can bring a public agency into the case. If a Rialto or county patrol car was part of that chase, a claim against the agency must be filed within six months, even though the fleeing driver caused the crash.
How we put these resources to work
The Law Offices of Jacob Emrani (Call Jacob) represents Rialto families, warehouse and distribution workers, and I-10 and SR-210 commuters in every kind of personal injury case, and we know how claims move through the Rialto Police Department, Arrowhead Regional and the San Bernardino courts. Given the city’s alcohol figures, a large share of them begin with an impaired or speeding driver after dark. When we open a Rialto case, the first requests go to the Rialto Police Department for the report and any camera video, followed by the Arrowhead Regional or Loma Linda chart and the hospital’s lien balance.
Behind most searches for an injury lawyer in Rialto is one of these cases:
- Drunk-driving and other car accidents along Riverside, Baseline and Merrill
- Truck accidents tied to the Ayala Drive, Pepper Avenue and Locust Avenue warehouses
- Pedestrian, bicycle and motorcycle crashes, and injuries to Omnitrans bus passengers
- Slip-and-fall cases at Rialto warehouses
- Wrongful death cases, when a Rialto crash takes a parent, child or spouse

Questions about body cameras, DUIs and trucks
How do I get the officer’s body camera video from my crash?
Start by asking the Rialto Police Department whether the responding officers were recording, and send a written request to keep the video. Release rules for that footage differ from the rules for the collision report, so we usually request both through our office.
The other driver was drunk. Is my claim stronger?
Yes, in two ways. Proof of intoxication is powerful evidence that the other driver caused the crash, and in serious cases California allows punitive damages against a drunk driver on top of ordinary compensation. Rialto’s 3rd-place alcohol ranking means adjusters here handle these claims regularly, and an auto accident lawyer in Rialto will ask early for the arrest report and any breath or blood results.
Why was my child taken to Loma Linda instead of Arrowhead Regional?
Ambulance crews choose the destination by the type of injury, and Loma Linda’s designation covers pediatric trauma, which is why a seriously hurt child may go there. Arrowhead Regional in Colton, also Level I, is the closer of the two.
A tractor-trailer from a warehouse hit my car. Who is responsible?
Responsibility can be spread across:
- The driver, for speed, distraction or fatigue
- The motor carrier, for hiring, training and hours of service
- The shipper or loader, if cargo shifted or the trailer was overloaded
- The warehouse operator, if its yard design pushed trucks into traffic
Each has its own insurer, and each will point to the others, which is why the carrier’s logs and maintenance records matter so much.
My case is large. Does it stay in Fontana?
Fontana’s courthouse does not list unlimited civil cases among the filings it takes, so a larger Rialto lawsuit generally goes to the Justice Center in San Bernardino instead.
The agencies, hospitals and court routing on this page are described in general terms for Rialto readers and should not be taken as legal advice.
