Placentia Personal Injury Attorney
Orange County
Placentia’s crash record for 2023 is unremarkable on its face: 174 people killed or injured on city streets, good for 47th place out of the 103 California cities in its population band (OTS 2023). The exception is a single line of the state report, where Placentia placed 23rd: people injured by twenty- and thirty-something drivers who had been drinking. Below are the figures first, then the practical meaning of each for someone weighing whether to call a Placentia personal injury attorney.
Placentia by the numbers
- 174 killed or injured in 2023, against 181
- 13 in the drinking-driver, 21–34 category (23rd)
- 21 alcohol-involved casualties of all ages, 42nd
- 10 hit-and-runs with injuries (58th)
- 8 pedestrians, down from 12 (OTS 2022)
Those casualties occurred in a city of 54,911 (Census).
The 2022 and 2023 figures side by side
| Category | 2022 | 2023 | Rank |
|---|---|---|---|
| All victims | 181 | 174 | 47 |
| Drinking driver, 21–34 | 12 | 13 | 23 |
| Alcohol-involved | — | 21 | 42 |
| Speed-related | — | 20 | 67 |
| Motorcyclists | — | 7 | 61 |
| Pedestrians | 12 | 8 | 74 |
| Bicyclists | — | 7 | 81 |
Read the rank column with care: OTS gives rank 1 to the city with the most casualties, so Placentia’s 23rd is its worst showing and its 81st for bicyclists its best. Collisions on the 57 and the 91 belong to the Highway Patrol and sit outside these city totals altogether.
The young-drinking-driver line also moved the wrong way. Twelve months earlier it read 12 victims and 31st place.
Reading the figures as a claimant
Drinking drivers in their twenties and early thirties
An impaired-driving crash produces two separate cases. The Orange County District Attorney decides whether to prosecute, and on a different calendar your own claim seeks payment for medical care, lost income and pain and suffering from the driver and the driver’s insurer. Material gathered for the prosecution, the blood-alcohol result, field sobriety notes and the arresting officer’s narrative, frequently does more to prove fault in the civil claim than anything else.
Placentia knows the worst of what these crashes do. In August 2016, a mother walking home from a birthday party with her daughters, 8 and 4, was struck in the 800 block of West La Jolla Street; all three died, and police booked the 27-year-old driver on suspicion of murder and driving under the influence (CBS Los Angeles). The relatives California permits to sue in such a case, typically a spouse or children, do so through a wrongful death claim.
Tip: Impaired drivers do not always carry much insurance. Your own UM/UIM limits, printed on the declarations page, exist to fill exactly this gap.
Police chases that end in Placentia
On January 21, 2026, Anaheim officers began chasing a vehicle near Chapman Avenue and Kraemer Boulevard. The pursuit crossed into Placentia at roughly 70 mph on city streets and ended in a multi-car collision at Madison Avenue and Bradford Avenue that killed at least one motorist with no connection to the chase. The CHP then took over the fatal investigation (KTLA).
For a bystander hurt this way, the fleeing driver is plainly at fault but is often a poor source of payment. Pursuing the police department runs into Vehicle Code §17004.7, under which an agency that has adopted a compliant written pursuit policy, and certified that its officers were trained on it, is shielded from damages caused by the person fleeing (Vehicle Code §17004.7). Whether Anaheim’s paperwork satisfies the statute is a factual question, and a six-month claim to the City of Anaheim keeps it open while the answer is investigated.
Rail crossings and the OC Bridges projects
BNSF freight trains and Metrolink’s 91/Perris Valley Line share the tracks that cross southern Placentia near Orangethorpe Avenue. In 2002 a BNSF freight and a Metrolink train collided near Atwood Junction; two people died and 22 were seriously injured (Placentia).
The Orange County Transportation Authority’s response was to lift roads over the tracks or drop them beneath. Undercrossings at Placentia Avenue and Kraemer Boulevard opened to traffic in 2014. The Orangethorpe Avenue bridge, a $108.6 million project, went up between April 2013 and October 2016, and the Lakeview Avenue overcrossing cost $107.4 million (OCTA). Cars no longer meet trains at those points. The underpasses and ramps that replaced the crossings bring their own questions of drainage, lighting and visibility, and a defect in one of them can make the public owner responsible.
Pedestrians and bus riders
Only eight Placentia pedestrians were hurt or killed in 2023, a 74th-place ranking. OCTA runs buses on Yorba Linda Boulevard (Route 26), Orangethorpe (30), Rose Drive (71), Chapman (123) and Kraemer (129) (Placentia). Someone hit while walking to one of those stops pursues the motorist; someone hurt by the bus itself pursues OCTA, a public agency, and has to file within the six-month window. For the Vehicle Code duties drivers owe people in crosswalks near those stops, see our pedestrian accident page.
The Placentia offices involved
| Step | Where |
|---|---|
| City-street report | Placentia PD |
| SR-57 or SR-91 report | CHP |
| Local ER | Placentia Linda |
| Adult Level I | UCI, Orange |
| Pediatric Level I | CHOC, Orange |
| Lawsuit venue | Santa Ana |
Placentia runs its own municipal police department, and its officers write the reports for crashes on Kraemer, Yorba Linda Boulevard, Rose Drive and the other city streets. Two freeways bracket the city: SR-57, the Orange Freeway, cuts through its southwest corner, and SR-91, the Riverside Freeway, passes just to the south. Officers from Placentia’s own department do not work those freeway collisions; the Highway Patrol does, and its report is requested separately (Placentia). The hospital in town, UCI Health – Placentia Linda, is not on the state’s trauma list. A Placentia patient with grave injuries is generally taken past Placentia Linda to Orange, where UC Irvine Medical Center keeps the adult Level I service and CHOC (Children’s Hospital of Orange County) cares for children (EMSA).
A Placentia lawsuit seeking more than the limited-civil amount is heard in Santa Ana, at the Central Justice Center (CJC).
Deadlines
Negligent motorists on Kraemer, Rose Drive or any Placentia street can be sued for two years after the crash (CCP §335.1). Claims naming the City of Placentia, Anaheim after a chase, OCTA or Caltrans run on a six-month clock instead (Gov. Code §911.2). A share of the blame shrinks a California award by that percentage and no more.
How our firm works on Placentia claims
The Law Offices of Jacob Emrani represents people injured in Placentia, whether they were hit by an impaired driver on Rose Drive or caught in a chase that crossed in from Anaheim. On a Placentia case we pursue the Placentia Police or CHP report and any DUI arrest file, gather the Placentia Linda, UCI or CHOC chart, and prepare the six-month claim to the City, OCTA or a pursuing agency when one is needed.
Placentia matters we take on range from DUI and police-pursuit crashes to other car accidents, injuries to people walking or cycling, motorcycle and truck wrecks, OCTA bus incidents, slip-and-fall injuries inside local stores, and wrongful death. If a broken leg or a long hospital stay keeps you from driving to us, we will arrange to meet where you are.
A conversation with a Placentia car accident attorney at our firm carries no charge, and the contingency arrangement means a fee is due only after a win. Our number is (888) 952-2952. If writing is easier, the free case evaluation form takes the date, the cross streets and the name of the agency that responded.
Placentia questions
Do I have to wait for the DUI prosecution to end?
No. The District Attorney’s prosecution and your claim for damages are separate matters, and evidence from the first often strengthens the second.
A car fleeing Anaheim police hit me in Placentia. Can I sue the department?
Sometimes, but Vehicle Code §17004.7 protects agencies that meet its pursuit-policy and training requirements.
The fleeing driver’s insurance, if any, and your own uninsured motorist coverage are usually examined first, and the claim to Anaheim must be presented within six months.
I was hurt in one of the new underpasses. Who is responsible for the structure?
The grade separations were built under OCTA’s OC Bridges program. If a defect in the structure, its lighting or its drainage contributed to your crash, the claim runs against the public owner, and identifying that owner quickly matters because the six-month deadline applies.
Is the rail line through Placentia still dangerous?
The 2014–2016 grade separations eliminated the street-level crossings at Placentia Avenue, Kraemer Boulevard, Orangethorpe Avenue and Lakeview Avenue.
A crash on or near rail property still raises separate liability questions and calls for prompt investigation.
My son was hurt riding his bike near school. Which hospital would treat him?
For serious pediatric injuries, Orange County’s Level I center is CHOC; UC Irvine Medical Center is designated Level II for children. Placentia had seven bicyclist victims in 2023, two of them under 15.
Every figure and deadline above is offered as general information for Placentia readers; none of it is legal advice.
