Pico Rivera Personal Injury Attorney
Los Angeles County
Pico Rivera came out worst of 103 mid-sized California cities in the state’s 2023 traffic-safety comparison. On the composite measure the Office of Traffic Safety publishes for each city, its position was 1st of 103, the spot reserved for the poorest record (OTS 2023). That finding may surprise residents of a city of 58,915 people (Census), and it is a useful starting point for anyone hurt here, because a good number of the assumptions people make after a crash do not hold up against the local record. Sorting fact from assumption is the first job of a Pico Rivera personal injury attorney when a new client calls. This page tests seven of them against the city’s own safety plan, the state rankings and California law.

Seven assumptions and the record
| Belief | Pico Rivera evidence |
|---|---|
| Small cities have safe streets | Worst composite score among 103 |
| Officers from a city police force respond | Sheriff’s deputies and the CHP respond |
| Few DUI arrests, few drunk drivers | Alcohol victims ranked 4th of 103 |
| No visible injury, no injury claim | Pain and soft-tissue harm surface later |
| City roads cannot be blamed | The city’s own plan lists 10 high-injury corridors |
| A vanished driver means no recovery | Uninsured motorist coverage can pay |
| Slow walkers share the fault | Drivers must yield in crosswalks |
Each line is explained below. The point is not that every claim is strong. It is that the decision should rest on the facts of your crash, not on a rule of thumb that the Pico Rivera data contradicts.
The 2023 state rankings
Other 2023 counts, set against the 102 peer cities and ranked from the top (OTS):
- 67 speed-related injury crashes, 6th
- 40 hit-and-run crashes with injuries, 7th
- 39 injury crashes between 9 p.m. and 3 a.m., 10th
- 25 pedestrians hurt or killed, 18th
- 5 of them 65 or older, 14th
- 314 people killed or injured in all, 21st
Bicycle injuries are a relative bright spot, at 59th. Freeway collisions are left out of these OTS counts, so a pileup on the San Gabriel River Freeway would not appear here.
Sheriff’s deputies and the CHP
Pico Rivera has no municipal police department. Instead, the city pays the county Sheriff for law enforcement under contract, and the Pico Rivera Station’s deputies investigate crashes on local roads (Wikipedia). People who expect a city officer are sometimes unsure which agency to call for the report later, and the answer is the Sheriff’s station.
| Location | Responding agency |
|---|---|
| Streets | Sheriff’s Pico Rivera Station |
| I-605 | CHP Santa Fe Springs Area |
The San Gabriel River Freeway is different. The CHP’s Santa Fe Springs Area names Pico Rivera in its service list, and the same officers cover I-5, I-105, SR-60 and SR-91 (CHP). A collision on an on-ramp can fall to either agency, so the deputy’s or officer’s card is worth keeping.
Drunk driving and the arrest numbers
Here the state figures pull in opposite directions. On alcohol, the city’s 2023 position was 4th of 103, with 61 victims; only three comparable cities had more. The pattern skews young. Crashes caused by young adults who had been drinking, those aged 21 to 34, put the city 10th, and it placed 6th when the impaired driver was not yet old enough to buy alcohol. Arrests point the other way: deputies booked just 36 drivers for DUI in Pico Rivera that year, which put it 13th on an OTS table where the cities with the fewest arrests sit near the top (OTS).
Tip: If you smelled alcohol or saw open containers in the other car, tell the deputy at the scene and write it down that night. Those details often decide whether impairment can be shown months later.
Few arrests and many alcohol-related injuries are a combination worth understanding. When an impaired driver hurts you and no DUI arrest follows, the civil claim must prove impairment another way: the deputy’s observations in the report, witness statements, receipts from the evening, and video from businesses along Whittier or Rosemead Boulevard. A criminal conviction helps, but it is not required to recover compensation.
Injuries that do not show at the scene
Most collisions on Pico Rivera’s local roads damage only vehicles. The city’s safety plan counted 3,194 collisions from 2017 to 2021, and 2,505 of them, about 78%, involved property damage alone (Pico Rivera LRSP). Another 11% were recorded as “complaint of pain,” the category a report uses when someone hurts but has no visible wound. That category deserves attention. Neck and back injuries, whiplash and concussions are often logged as complaint of pain, then turn out to need weeks of treatment. An adjuster who sees no ambulance in the report may offer a property-damage check and a small amount for “inconvenience.” Before accepting anything, take these steps:
- See a doctor within a day or two; urgent care counts, and so does your regular physician.
- Describe the direction of impact to the doctor, for example a rear-end hit while stopped on Slauson Avenue.
- Keep the bills, pharmacy receipts and a list of every work shift the injury cost you.
- Ask the adjuster to put questions in writing rather than agreeing to be taped on the phone.
- Photograph the vehicles before repairs, because crush damage helps show the force involved.
Rosemead Boulevard and the high-injury list
Council members heard the Local Roadway Safety Plan’s findings on June 13, 2023; its crash analysis covers the five years from 2017 through 2021 on Pico Rivera’s local roads. It named 10 high-injury corridors and 10 high-injury intersections, and it found that fatal and severe-injury collisions on local roads reached 26 in 2021, the highest of the study years, out of 81 across the period (Pico Rivera LRSP).
| Corridor | Injury collisions, 2017–2021 | Length |
|---|---|---|
| Rosemead Boulevard | 90 | 4.4 miles |
| Whittier Boulevard | 63 | 1.6 miles |
| Slauson Avenue | 55 | 1.8 miles |
| Washington Boulevard | 38 | 2.0 miles |
| Telegraph Road | 29 | 2.5 miles |
| Paramount Boulevard | 24 | 4.0 miles |
Rosemead Boulevard alone contains six of the ten high-injury intersections, where it meets:
- Whittier Boulevard
- Washington Boulevard
- Danbridge Street
- Maxine Street
- Telegraph Road
- Beverly Boulevard
The intersection ranked first was Slauson Avenue at Paramount Boulevard, with 14 injury collisions, and Beverly Boulevard at Paramount ranked third. In the plan’s survey of 116 residents, speeding and pedestrian safety were the leading concerns.
The city has since won $4,952,100 in grants for upgrades at 47 traffic signals and new signs citywide. A ranking on this list does not make the city liable for your crash. When a defective signal, missing sign or faded crosswalk at one of these locations contributed, however, a public entity can be responsible for a dangerous condition of its property (Gov. Code §835). Rosemead and Whittier Boulevards also carry state route numbers, SR-19 and SR-72, so whether the city or Caltrans maintains a particular stretch must be confirmed before a claim is prepared.
Hit-and-run drivers and older pedestrians
Hit-and-run crashes
Forty injury hit-and-run crashes in one year, seventh-worst among similar cities, mean many injured residents never learn who struck them. In that case the claim usually turns to the uninsured motorist portion of your own auto policy. The Insurance Code (§11580.2) sets, as a general rule, three practical requirements before that coverage pays for a phantom driver: physical contact between the vehicles, a report to the Sheriff, a police department or the CHP within 24 hours, and a sworn statement to your insurer within 30 days.
Older pedestrians
Pedestrians present a related problem. Under §21950 of the Vehicle Code, the duty to yield at a marked or unmarked crosswalk is owed to every pedestrian, and an older person’s slower pace does not reduce it. Our pedestrian accident page describes the signal-timing, sight-line and witness evidence used in crosswalk claims.
Where a Los Angeles County case is filed
Personal injury lawsuits in Los Angeles County are no longer sent automatically to one downtown courthouse. Since General Order 2024-GEN-003-00, the starting point is geography: the district containing the crash scene is ordinarily where the complaint belongs, and the court’s online locator ties each address to a courthouse (LA Superior Court.pdf)). Because the locator works from the crash address, the courthouse for a Pico Rivera case is identified at filing rather than assumed in advance. Moving the case to a different courthouse never extends the two-year filing deadline, and the separate three-year period for vehicle damage and the special rules for minors stay the same as well.
Watch out: A neighbor’s advice about “the courthouse we used” may reflect the old rules. The district assignment is made case by case.
Our work for injured people in Pico Rivera
People hurt on Rosemead Boulevard, on Slauson Avenue or along the I-605 corridor at the city’s southeastern edge are among those Call Jacob represents, whether they live in Pico Rivera or were passing through. When The Law Offices of Jacob Emrani handles a Pico Rivera case, we request the report from the Sheriff’s Pico Rivera Station or CHP Santa Fe Springs, check whether the crash site appears on the city’s high-injury list, and decide early whether a six-month claim against the city or Caltrans is needed for a Rosemead or Whittier Boulevard location.
Our clients here include drivers and passengers in car accidents, people hurt by drunk or speeding drivers, pedestrians struck at Rosemead and Paramount intersections, motorcyclists, hit-and-run victims, passengers on Metro buses, truck crash victims on the I-605, people hurt in slip-and-fall incidents at local stores, and families bringing wrongful death claims. Hospital records count as well, and we gather them from the trauma centers on the state list: LA General Medical Center, formerly LAC+USC and a Level I center, and the Level II center in Lynwood, St. Francis Medical Center.
Free consultation: Bringing us a Pico Rivera car accident, a fall at a store or the death of someone in your family costs nothing to discuss, and our contingency fee is owed only from money we recover. Our number is (888) 952-2952.
Some clients find it easier to start in writing, and the free case evaluation asks only for the basics of what happened on Rosemead or Paramount. We can meet you at home or in the hospital.
Questions from Pico Rivera families
How long do we have to file a claim against the city?
If the city, Caltrans or Metro is the target, a written claim has to be presented within six months, and the lawsuit can follow only after that claim is acted on or denied (Gov. Code §911.2). The two-year limit in CCP §335.1 governs claims against the other motorist, the store owner or any other private party.
My father was hit crossing Rosemead Boulevard. Will his age be used against him?
The insurer may try. In 2023, five people 65 or older were killed or injured on foot in the city, the 14th-highest count of 103. Pure comparative fault applies in California (CACI 405), so even an older walker found partly careless keeps the rest of the damages; moving slowly through a crosswalk is not carelessness at all.
The deputy never gave us a report number. How do we get the report?
Contact the Sheriff’s Pico Rivera Station. Have this ready when you ask:
- the date and approximate time of the crash
- the street and nearest cross street
- the names of the drivers involved
- whatever case or incident number appears on paperwork from the scene
If the collision was on the I-605, the request goes to CHP Santa Fe Springs instead.
Is a crash after a Sports Arena event handled differently?
The claim is the same, but the evidence can differ. Event traffic adds pedestrians and parking-lot traffic along Rooks Road, which the safety plan lists as a high-injury corridor, so lot cameras and event staff may be witnesses.

Yes. About 90.6% of Pico Rivera residents identify as Hispanic or Latino (Wikipedia), and our Spanish-language pages are at calljacob.com/es.
Pico Rivera residents and visitors should read this page as general information; it is not legal advice, and the city’s safety plan, OTS figures and statutes cited here do not decide any individual claim.
