Perris Personal Injury Attorney
Riverside County
Alcohol is the thread through the Perris crash record in both recent years. The Office of Traffic Safety tallied 68 victims of crashes involving a drinking driver on Perris streets in 2023, enough to put the city 7th of 103 in its population group, one year after it placed 10th (OTS 2023). This page follows one hypothetical claim from a night-time collision on Ramona Expressway to its resolution, with a look at the corridor itself and at the Perris agencies, hospital and court that each stage depends on. The notes under each heading also describe the work a Perris personal injury attorney at Call Jacob does for a client in that position.
| Measure (Perris, OTS) | 2022 | 2023 |
|---|---|---|
| Victims of alcohol-involved crashes | 66 (10th of 104) | 68 (7th of 103) |
| Victims where a drinking driver was 21 to 34 | 31 (8th) | 30 (11th) |
| Victims where a drinking driver was under 21 | — | 5 (15th) |
| All people killed or injured | 355 (39th) | 353 (40th) |
| Composite ranking | 17th of 104 | 19th of 103 |

Rosa’s crash and the first weeks
Hypothetical example. Rosa and her crash are invented for illustration, though the roads, hospital, deputies and courthouse she deals with are real.
The collision on Ramona Expressway
Rosa, 34, is driving home to Perris after a late shift at a distribution center when a pickup crosses into her lane on Ramona Expressway near Perris Boulevard, inside city limits. The pickup’s driver, 24, had been drinking at a friend’s house. Rosa’s sedan is pushed onto the shoulder, and she cannot move her left leg.
Perris contracts with the Riverside County Sheriff’s Department for police services, so the deputies who arrive come from the Sheriff’s Perris Station, housed in the former city police headquarters on 4th Street (Wikipedia). Serious crashes in the city go to the station’s own Traffic Reconstruction Team, which investigated the December 2024 death of a pedestrian struck at Ramona Expressway and North Perris Boulevard (Hoodline). On I-215 the deputies would not be involved at all; that freeway is patrolled from the Highway Patrol’s Lincoln Avenue office in Riverside.
Trauma care at RUHS in Moreno Valley
Paramedics take Rosa north to Riverside University Health System Medical Center in Moreno Valley, the Level I trauma center nearest Perris (RUHS). She has a fractured femur that requires surgery and a rod, and a concussion. Her sister keeps every discharge summary and bill in one folder from the first day.
The deputies’ report and the criminal case
The deputies arrest the pickup’s driver on suspicion of DUI. The District Attorney’s prosecution and Rosa’s injury claim travel on separate tracks. A conviction helps prove fault, and a criminal court can order the driver to pay restitution for her out-of-pocket losses (Penal Code §1202.4), but restitution does not cover pain and suffering, and Rosa does not have to wait for the prosecution to finish before pursuing her own claim.
Tip: Ask the Perris Station for the report number at the hospital if you did not receive it at the scene, and write down the names of any deputies who spoke with you. Reconstruction reports on serious crashes can take weeks to complete.
Ramona Expressway and the widening project
The road in Rosa’s example has a real record. Ramona Expressway comes up again and again in news of fatal Perris crashes:
| Date | Location | What happened |
|---|---|---|
| Nov. 29, 2024 | E. Ramona Expwy. at N. Redlands Ave. | A Lexus driver was killed in a collision with a turning semi-truck; the road was closed from Evans Road to Ramona Crossings (Hoodline) |
| Dec. 23, 2024 | Ramona Expwy. at N. Perris Blvd. | A pedestrian crossing the street was struck by an eastbound SUV and later died (Hoodline) |
The Sheriff’s Perris Station reconstruction team investigated both.
East of I-215, the Riverside County Transportation Commission counts 14 deaths and 17 severe injuries from 2017 to 2022 on an 8.6-mile stretch running from Warren Road to about a mile past Rider Street, and describes a high rate of collisions there (RCTC). Much of that stretch lies outside Perris city limits, toward Lakeview and Nuevo, so those figures describe the corridor rather than the city alone. The Commission’s $184 million project to widen the segment to two lanes in each direction, add a raised median, upgrade signals and build a new San Jacinto River bridge is scheduled for construction from early 2026 into 2028.
Watch out: Lane shifts, temporary barriers and changing signal phases on the widening project can confuse drivers who use Ramona Expressway every day. Photograph the work-zone signs near the crash before crews move them.
A crash in a construction zone can bring in parties beyond the drivers: the contractor responsible for lane closures and signs, and the public agency that owns the road. RCTC is a public agency, so a claim that its project contributed to a crash starts with a written government claim, filed no more than six months after the collision (Gov. Code §911.2).
Trucks are a constant on this corridor. Among the largest employers in Perris, according to the city’s 2022 financial report, are the Lowe’s and Home Depot distribution centers and NFI Industries (Wikipedia), and a collision with a tractor-trailer involves a motor carrier, its insurer and federal driving-hour records that should be requested quickly. Logbooks, electronic logging device data and dispatch records are explained on our truck accident page.
Who pays for Rosa’s injuries
Insurance on both sides
The pickup’s driver carries only a minimum liability policy, which will not come close to covering a femur fracture and months off work. Rosa’s lawyer looks past the pickup driver’s policy to these sources:
- Underinsured motorist coverage on Rosa’s own car, available once the pickup’s policy is exhausted and paying up to her limit, less what that policy paid
- Med-pay on that same policy, applied to the first RUHS invoices
- Her employer health plan, whose reimbursement claim for the femur rod surgery is reduced through negotiation
- The pickup driver’s personal assets, relevant mainly to punitive damages
The pickup driver’s blood-alcohol result opens a second category of recovery in Rosa’s case, punitive damages. California courts have held since Taylor v. Superior Court (1979) that choosing to drive while intoxicated can support punitive damages under Civil Code §3294 (Civ. Code §3294). Insurance policies generally do not pay punitive awards, so their value depends on the driver’s own assets.
The friend’s house
Rosa asks whether the friend who served the drinks is responsible. California’s answer, in Civil Code §1714, is usually no when the drinker is an adult: the law treats the drinking, not the serving, as the cause of the crash. The two exceptions concern young drinkers. A licensed seller who sells to an obviously intoxicated minor, and an adult who knowingly hands alcohol to an under-21 guest at home, can each be held responsible (Civ. Code §1714; B&P §25602.1). Because the driver was 24, neither exception helps Rosa.
The demand, and a lawsuit if needed
After Rosa finishes physical therapy, her lawyer sends a written demand with her medical records, wage loss from the warehouse and a description of the months she could not drive or lift her son. Should the carriers refuse to pay what the femur injury is worth, the complaint against the pickup driver has to be on file two years from the night on Ramona Expressway (CCP §335.1). Rosa’s 92570 address decides where that complaint goes. That ZIP code and Perris’s 92571, 92572 and 92599 appear in the court’s current filing guide under the Riverside Historic Courthouse at 4050 Main Street, and a claim of Rosa’s size would be heard there (Riverside Superior Court).
Questions from Perris drivers and families
The driver who hit me was arrested for DUI. Do I still need my own lawyer?
The prosecutor represents the State, not you. Restitution in the criminal case is limited to economic losses, and the civil claim for pain, future care and punitive damages has to be pursued separately.
My son was walking on I-215 when he was hit. Who investigates?
The CHP. In May 2025, its Riverside Area office arrested a Menifee man on suspicion of DUI, hit-and-run and vehicular manslaughter after a 30-year-old Perris woman walking on southbound I-215 near Placentia Avenue was killed (Patch).
The crash was in Mead Valley, just outside the city. Does that change anything?
Possibly the investigating agency. Mead Valley sits outside city limits, so the officer may have been from the Highway Patrol instead of the Perris Station. The court’s filing order is also organized by ZIP code, so the courthouse is confirmed for your exact address.
I was hit in traffic leaving the Southern California Fair. Is that a car accident claim?
Yes, if another driver caused it. Event traffic around the Lake Perris Fairgrounds and Lake Perris itself brings visitors onto local roads, and an out-of-county driver’s insurer is handled the same way as a local one.
How long does a claim like Rosa’s take?
Many claims resolve after treatment ends, which can take months. A serious injury involving surgery, a drinking driver and more than one insurer often takes longer, especially if a lawsuit is filed.
Call Jacob’s Perris practice
The Law Offices of Jacob Emrani (Call Jacob) represents people hurt in Perris, from Downtown Perris to the subdivisions along Ramona Expressway, and in a drunk-driving case we track the Sheriff’s Perris Station investigation and the criminal case while we build the civil claim. When the other driver’s policy is too small, we pursue the underinsured motorist claim with your own carrier, and when a crash happens in the Mid County Parkway work zone we examine whether a contractor or public agency shares responsibility.
Crashes caused by drinking drivers head our Perris list, as the OTS rankings would predict, followed by other car and auto accident claims, collisions with warehouse trucks, motorcycle crashes, pedestrians struck on Ramona Expressway or I-215, bicycle injuries, falls on unsafe property and wrongful death claims. People who need an auto accident attorney in Perris, or an injury lawyer near Romoland or Mead Valley, can reach us the same way.
There is no fee to have us look at a Ramona Expressway or I-215 crash, and under our contingency agreement no fee is owed unless we win. The office line is (888) 952-2952; the case evaluator asks for the cross streets, the date and the injuries. Someone still admitted at RUHS in Moreno Valley does not need to travel; a representative can visit the hospital, and our Spanish site is calljacob.com/es.
