Oxnard Personal Injury Attorney

Among the 62 California cities in its population group, none had a worse combined crash record than Oxnard in 2023. The Office of Traffic Safety’s composite ranking, which blends all of the categories it tracks, placed the city 1st of 62, and 1,312 people were killed or injured on its streets that year, the 6th-highest total in the group (OTS). The city has about 198,557 residents (California DOF). Rankings alone do not decide a case for an Oxnard personal injury attorney, however. Locations and records do, and the city’s planners have already mapped both.

Where Oxnard ranked in 2023 (1 = worst of 62)

  • Nighttime crashes: 4th (143)
  • Alcohol-involved victims under 21: 2nd (27)
  • Motorcyclists: 5th (57)
  • Bicyclists under 15: 4th (16)
  • Hit-and-run crashes: 9th (119)

Streets the city and researchers have flagged

On Jan. 17, 2023, the City Council approved a roadway safety plan based on the Safe System approach, with 15 emphasis areas: five hot-spot corridors and ten collision profiles (City of Oxnard). Its collision-profile maps identify unsafe-speed crashes on four- and five-lane roads, broadside crashes at signals without protected left turns, DUI crashes at major intersections and nighttime crashes (LRSP profiles).

Researchers at UC Berkeley worked with the advocacy group Cal Walks to review five years of pedestrian and bicycle collisions, from 2016 to 2020 (SafeTREC), and their findings overlap closely with the city’s plan:

StreetWhat the record showsEvidence to pursue
Oxnard Boulevard37 pedestrian crashes, 2016–2020, the most of any streetCrosswalk signal timing; storefront video
Saviers Road36 pedestrian and 31 bicycle crashes, the highest combined concentrationBike-lane layout; bus-stop locations

Saviers Road, Oxnard Boulevard and Rose Avenue

Between 2016 and 2020, Oxnard recorded 430 pedestrian crashes, which injured 455 people and killed or seriously injured 59, along with 325 bicycle crashes, which injured 327 riders, killing 3 and seriously injuring 17. More than a third of the pedestrian crashes (35%) were attributed to drivers who failed to yield to someone in a crosswalk.

Proving a crosswalk or bicycle claim

Vehicle Code §21950 requires drivers to yield to pedestrians in a crosswalk, so these cases usually turn on whether the pedestrian was actually in the crosswalk and on the witness and video evidence. Businesses along Saviers Road and Oxnard Boulevard record over their footage on a regular cycle, so request it in writing within days. When a child is hurt on a bicycle, the parents’ claim and the child’s claim are subject to different deadlines; OTS ranked Oxnard 4th of 62 for injured cyclists under 15 in 2023. Riders hit on Rose Avenue and walkers hit on Oxnard Boulevard face different defenses, which is why the bicycle and pedestrian accident pages treat them separately.

Ventura Road and Bard Road safety grants

In September 2022, Oxnard applied for Highway Safety Improvement Program grants for two corridors, Ventura Road and Bard Road. The SafeTREC report describes Ventura Road as a six-lane arterial with long gaps between crosswalks and no bike lanes. Grant applications are public records, and they state in the city’s own words what it considered dangerous about a road.

Claims against the city

Suppose the city’s grant application for Ventura Road describes the very gap between crossings where you were struck. The city’s own description of the hazard could then support a dangerous-condition claim, provided the claim reaches Oxnard within six months of the crash (Gov. Code §911.2). The motorist who struck you, by contrast, can be sued at any point within two years (CCP §335.1).

Victoria Avenue, Rice Avenue and the 101

On Sept. 25, 2026, a multi-vehicle crash at Victoria and Doris avenues killed two people and injured seven. A pickup allegedly ran a red light, and speed and impairment were under investigation at the time of the report (ABC7). A crash with that many victims creates a coverage problem: a single at-fault policy may have to be divided among everyone who was hurt, which makes each person’s own UM/UIM coverage important.

Rice Avenue carries heavy truck and commuter traffic toward US-101. A motorcyclist was killed on the southbound 101 near the Rice Avenue off-ramp, and a fatal single-vehicle crash in December 2024 occurred near Channel Islands Boulevard, just outside the city limits (news report). Motorcyclists fare poorly here in general: 57 were killed or injured in the city in 2023. On the 101, the report comes from the Highway Patrol, and the closest office in our sources is the Ventura Area station on Valentine Road (CHP). A rider hurt near the Rice Avenue ramps will often hear that he was speeding or lane splitting, arguments our motorcycle accident page addresses.

Hueneme Road and port truck traffic

The neighboring Port of Hueneme handles imported cars and exported produce in volumes that rank among the nation’s top ten (Port of Hueneme). Known as “The Port that Farmers Built,” it ships strawberries, onions and flowers grown on the Oxnard Plain (Port of Hueneme). Trucks bound for the port are routed along Hueneme Road to the gate near Market Street (CEQA filing).

What a port-truck claim involves

A crash with a car carrier or produce truck involves the motor carrier’s insurance policy, the driver’s hours-of-service records and possibly the shipper, each of which is discussed on our truck accident page.

Oxnard’s nighttime and alcohol figures stand out even against its high overall total: 143 nighttime injury crashes (4th of 62) and 187 victims of alcohol-involved crashes (5th). In 2019, the Oxnard Police Department’s Traffic Unit investigated 16 fatal collisions; 7 involved pedestrians, 5 involved bicyclists and 7 involved drugs or alcohol (Oxnard PD). The department conducts about 11 DUI checkpoints and 25 saturation patrols in a typical year, and its 574 DUI arrests ranked 55th of 62, a comparatively low figure given its crash totals.

Tip: After a 1 a.m. collision on Saviers or Rose, find out whether the other driver’s blood or breath was tested. California rarely allows an injured person to sue the bar that served the driver, but a DUI prosecution file can go a long way toward proving a civil claim.

Where the records are kept

  • Oxnard Police Department Traffic Unit: investigates all fatal, serious-injury and hit-and-run collisions on city streets.
  • St. John’s Regional Medical Center: the city’s Level II trauma hospital, according to the county’s October 2024 emergency-department policy (Ventura County EMS).
  • Gold Coast Transit buses and the Oxnard Transit Center at 201 E. Fourth St., where Metrolink, Amtrak and Greyhound stop (Metrolink). A public bus or rail operator is a public entity, so the six-month claim deadline applies.
  • The county courthouse: Oxnard lawsuits are heard at the Hall of Justice in Ventura (Ventura Superior Court).

Questions we hear from Oxnard clients

I was hit crossing Oxnard Boulevard in a marked crosswalk. Is the driver automatically at fault?

Not automatically, but the law strongly favors you. The yield rule is on your side, and the SafeTREC figures show how often local drivers violate it. Expect the insurer to argue that you stepped off the curb too suddenly for the driver to stop.

Several people were hurt in the same crash. Is there enough insurance to go around?

Sometimes there is not. When a single policy limit has to cover many victims, your own UM/UIM coverage and any employer or commercial policy become important. An Oxnard car accident lawyer should identify every available policy early.

My crash was with a produce truck on Hueneme Road. Who is responsible?

Responsibility can extend beyond the person behind the wheel to the trucking company and, in some cases, to whoever loaded the strawberries or onions. A carrier serving the port is also insured at levels well above an ordinary family policy.

Is there a courthouse in Oxnard that hears injury lawsuits?

Not according to our sources. Oxnard injury cases go to Ventura, to the Hall of Justice on South Victoria Avenue.

How an Oxnard personal injury attorney works a case

Hypothetical example: A cyclist on Saviers Road is struck by a driver turning left without a protected arrow. We request the Oxnard PD report and the St. John’s records, send preservation letters to the businesses facing the intersection and review the signal phasing that the city’s safety plan identified as a crash pattern. Suppose the defense shows the cyclist had no headlamp after dusk and the jury assigns him a tenth of the blame: he still recovers nine-tenths of his damages (CACI 405).

Call Jacob represents Oxnard pedestrians and cyclists injured on Saviers Road, Oxnard Boulevard and Rose Avenue, the streets the city’s own data identifies. In port-truck collisions on Hueneme Road, we pursue the motor carrier and any freight broker, not only the driver. Behind that example is the everyday work of The Law Offices of Jacob Emrani (Call Jacob): handling every call from the adjuster, weighing the at-fault driver’s policy limit against the injured person’s own UM/UIM benefits and negotiating reductions in the St. John’s and health-plan liens. We do not charge for a first meeting, and we are glad to hold it at your home if leaving the house is difficult; if the case is lost, you owe no fee. You can call (888) 952-2952 from the St. John’s lobby if that is where you are, or use the online evaluator; Spanish-speaking clients can start at calljacob.com/es.
