Oroville Personal Injury Attorney

Butte County

Oroville’s own streets, from Feather River Boulevard to Oro Dam Boulevard, produced 114 traffic deaths and injuries in 2023, the 13th-highest count among 103 similar-sized California cities (OTS 2023). Spread across roughly 20,451 residents (Census), that toll still excludes every Highway 70 and Highway 162 wreck worked by CHP officers from the Third Street office. This page gives an Oroville personal injury attorney’s reading of those figures: where people are being hurt, which agency holds the records, and what the numbers change about a claim.

How Oroville compares with 102 similar cities

In this Group E table, 1 is worst.

2023 categoryCountRank
Night crashes, 9 p.m. to 2:59 a.m.136
Pedestrians1010
Motorcyclists1012
All victims11413
Pedestrians 65+215

Drinking drivers 21–34627

The weighted overall OTS score placed Oroville 34th of 103, better than its single worst categories suggest. Separately, Oroville officers made 58 DUI arrests in 2023, which OTS ranks 69th; that arrest list runs the opposite way, with 1 given to the city making the fewest arrests, so 69th signals heavier enforcement, not a worse safety record.

At a glance: Only five Group E cities had more injury crashes after dark than Oroville, and only nine had more pedestrians killed or hurt.

Highway crashes outside the OTS count

The OTS rankings above come from collisions on Oroville’s own streets. Wrecks on State Routes 70, 99 and 162 beyond city jurisdiction belong to the California Highway Patrol, and several of the worst recent local deaths occurred there. For your claim, the practical point is that the investigating agency keeps the report, scene photos and witness names, so the records request has to go to the right office:

  • Oroville Police Department for collisions inside city limits, such as the December 2023 Feather River Boulevard hit-and-run (CBS Sacramento)
  • CHP Oroville Area (240) at 2072 Third Street, whose officers cover SR-70, SR-99, SR-162 and SR-149, roughly 900 miles of Butte County roads, the Oroville Wildlife Area and the dam itself, for more than 69,000 south county residents (CHP)

Walkers killed on SR-70 and Feather River Boulevard

Oroville’s two worst rankings, night crashes and pedestrian victims, show up together in the 2023 news record.

At about 10 p.m. on October 25, 2023, a man wearing dark clothing died crossing northbound SR-70 north of Georgia Pacific Way; CHP Oroville said a second pedestrian had been hit elsewhere that same evening (KRCR). Just after 11:30 p.m. on December 29, 2023, a woman on the west shoulder of Feather River Boulevard near Feather River Cinemas was run down by a driver who kept going, and Oroville police appealed for tips after she died (CBS Sacramento).

Insurers defending an SR-70 or Feather River Boulevard night case almost always say the walker was invisible or had no business on the highway. Under CACI 405, a Butte County jury or adjuster assigns percentages, and the person on foot keeps everything except his or her own share. Street lighting near Georgia Pacific Way, the driver’s speed, whether headlights were on low or high beam, and phone use all go into setting those percentages. More on these defenses appears on our pedestrian accident page.

Watch out: Security cameras at the cinema, gas stations and shopping centers on Feather River Boulevard and Oro Dam Boulevard tend to overwrite their footage within days, so a preservation request should go out in the first week.

Unidentified drivers are common in these cases; when Oroville police cannot name one, the claim shifts to the UM part of your own auto policy, which requires the collision to have been reported promptly.

Highway 162 toward the lake and the casino

East of downtown, SR-162 becomes Oro Dam Boulevard and then Olive Highway, carrying foothill residents, Lake Oroville visitors and Gold Country Casino traffic. In February 2019 Caltrans District 3 approved a project on the 1.4 miles from Foothill Boulevard to the casino, adding a center two-way left-turn lane, wider shoulders, Complete Streets features and a cleared recovery zone, all aimed at cutting collisions (CEQAnet).

Deaths continued after that work was planned. On July 30, 2025, a pickup whose driver was suspected of DUI drifted across Highway 162 into oncoming traffic and killed a westbound motorist, closing the road from Old Olive Highway to Forbestown Road (Yahoo News).

Butte County prosecutors decide whether to charge a Highway 162 driver, and that decision does not set the timing of the injured person’s insurance claim, which can begin right away. Relatives who lose someone on Olive Highway or Oro Dam Boulevard have a wrongful death claim, and California restricts which relatives may bring it.

Evidence that disappears quickly

  • The Oroville PD or Third Street CHP collision file, with the officer’s diagram
  • Oroville Hospital ER notes and imaging, and any Enloe trauma admission
  • Cinema, gas station or casino video from Feather River Boulevard or Olive Highway
  • The uninsured motorist page of your auto policy, needed for any hit-and-run

Motorcycles, lake traffic and the bike trail

Oroville’s 2023 rider casualties numbered 10, twelfth-worst in Group E. The local economy leans on Lake Oroville, with its 167 miles of shoreline, and on the Feather River (Oroville), which puts boat trailers, RVs and out-of-town drivers on SR-162 and SR-70 alongside riders heading for the same foothill curves.

Cyclists share that exposure. Eight were killed or injured on city streets in 2023, and the 41-mile Brad Freeman Bike Trail runs along the river to the dam and the Thermalito Forebay and Afterbay, so trail riders heading into town end up crossing the arterials where the pedestrian deaths happened. Add the many residents who drive about 23 miles to jobs in Chico, and much of Oroville’s daily traffic moves at highway speed on SR-70 and SR-99.

What people hurt near Lake Oroville ask

Who investigated my wreck near Georgia Pacific Way on Highway 70?

Highway 70 belongs to the CHP. Its Oroville Area office on Third Street keeps that file, including the officer’s diagram and notes.

Someone hit me on Feather River Boulevard and drove off. Is there any way to recover?

Usually through your UM coverage, which applies to hit-and-run drivers who are never found, provided the crash was reported to Oroville PD soon afterward.

Why is a Butte County injury lawsuit filed in Chico instead of here?

Only if it reaches litigation, since Butte County’s civil judges sit at the Concord Avenue courthouse. A good number of SR-70 and SR-162 claims resolve through negotiation with the insurer, in which case nobody drives to Concord Avenue at all.

I was walking on the SR-70 shoulder at night without a light. Have I lost my claim?

No. A jury could trim your award by whatever percentage it assigns to walking unlit on the shoulder, and nothing more.

Could the design of Olive Highway near the casino matter to my case?

Possibly, because Caltrans itself picked the Foothill-to-casino stretch for safety work. A claim naming Caltrans or Butte County has a six-month filing window.

Oroville Hospital or Enloe in Chico

Oroville Hospital is a general acute care hospital with basic emergency care. The only trauma center on the state’s list for Butte County is Enloe Medical Center in Chico, rated Level II (EMSA), so a badly hurt Oroville patient’s chart is often split across both hospitals and both need to be ordered.

Filing in Butte County

Oroville has no civil courtroom; injury lawsuits from here are filed with the Civil Division at 1775 Concord Avenue in Chico (Butte Superior Court).

Tip: Keep the pay stubs and the employer’s letter if your injuries kept you from the commute to Chico; lost wages are part of the claim and need paper behind them.

What Our Clients Say

Google

"Dealing with law circumstances is usually uncomfortable because of the lack of knowledge I have for the topic, however, this firm not only helped me feel taken care of but showed compassion with my case. Sally was extremely thorough and open to any questions or concerns I had regarding my case. This was a huge difference in law firms that don’t respond as frequently or provide security in knowing that you’re going to be taken care of. Greatly thankful that my father referred me to them to take care of my case! Definitely will recommend it to my family and friends."
