Orange Cove Personal Injury Attorney

Fresno County

Two fatal crashes reported near Orange Cove in recent years happened where rural roads meet Manning Avenue, at a stop sign and on the State Route 63 bypass, and the people killed included two occupants of an SUV struck by a garbage truck, a 68-year-old truck driver and two travelers from Firebaugh. If you or someone in your family was hurt here and you are weighing whether to call an Orange Cove personal injury attorney, this page looks at who is most exposed on these roads, what the public record says about each group and how The Law Offices of Jacob Emrani (Call Jacob) approaches those claims.

Orange Cove in brief

  • Population 9,811 (Census 2025 estimate)
  • City police since Dec. 16, 2009; the Fresno County Sheriff patrolled under contract from 1992 until then (Wikipedia)
  • SR-63 skirts the city on Hills Valley Road, along the Fresno–Tulare county line
  • Broadside crashes and DUI are the emphasis areas named in the regional road safety plan

Who is most exposed on these roads

Drivers crossing Manning Avenue

The Fresno Council of Governments’ multi-city road safety plan, built on crash records from 2015 through 2019, ranked the unsignalized junction of Monson Avenue and Manning Avenue as Orange Cove’s top priority location, with 5 crashes, one involving a severe injury and three more involving other injuries, most of them broadsides (Fresno COG).

The pattern repeats on the highway. Just after noon on Aug. 8, 2022, an SUV allegedly rolled through the stop sign at Highway 63 and Manning and was struck by a garbage truck; both people in the SUV died in the fire that followed, the CHP said (ABC30).

A broadside claim at a two-way stop usually turns on two questions: who had the right of way, and whether the crossing driver could see oncoming traffic. Photographs of the sightline from the stop bar, taken soon after the crash, answer the second question better than any later reconstruction.

People hurt in head-on collisions

Around 2 p.m. on Feb. 15, 2023, a head-on crash on Hills Valley Road at Manning Avenue killed three people, a 68-year-old truck driver and a van’s driver and passenger who lived in Firebaugh, and seriously injured three others (ABC30).

The same safety plan ranked two Orange Cove road segments next on its list, and each had a fatal crash during the study years:

  • #2 Hills Valley Road, from C Street to north of Avenue 464
  • #3 Anchor Avenue, from Parlier Avenue to north of South Avenue

When someone dies in a head-on collision, the surviving family’s wrongful death claim and any injured passenger’s claim draw on the same evidence, so the CHP’s full investigation, including scene diagrams and vehicle inspections, should be requested early.

Truck drivers and work vehicles

Professional drivers were involved in both of the fatal Manning Avenue crashes above: a garbage truck in 2022 and a truck driver who was among those killed in 2023. For an injured trucker, the claim against another motorist runs alongside workers’ compensation through the employer, and the two have to be coordinated so that one does not undercut the other. For anyone hit by a commercial vehicle, the carrier’s own records, such as driver logs and onboard data, become central; our truck accident page lists what to ask for.

Watch out: County Route J19 carries traffic south from Orange Cove toward Reedley by way of Manning Avenue and on toward Dinuba (Wikipedia), so a crash on that route can involve drivers and insurers from several towns.

People struck by impaired drivers

Driving under the influence heads the plan’s list of causes for Orange Cove, followed by automobile right-of-way violations and improper turns, while broadsides, rear-end collisions and hit-object crashes lead its list of crash types. When the driver who hit you on Manning or Anchor was arrested, the police file on that arrest becomes part of your injury case, and you do not have to wait for the district attorney to finish before pursuing it.

A note on the data: The plan’s text counts only three crashes coded to Orange Cove over five years, yet its own location table lists five at Monson and Manning alone. The plan names “improved data collection” as one of the city’s emphasis areas for that reason. For a claim, that gap means a crash’s history at a given corner may be missing from the public totals, and evidence has to come from the scene, the report and the witnesses rather than from a statistic.

Questions from Orange Cove clients

The crash was on the Highway 63 bypass. Will Orange Cove police have the report?

Probably not. SR-63 is a state highway, so the CHP’s Fresno Area usually investigates crashes on the bypass; city officers handle collisions on Orange Cove’s own streets.

My husband was killed in a crash near Manning Avenue. Who can bring a claim?

Close relatives, beginning with a spouse or registered domestic partner and the children, hold that claim, and our wrongful death page lists who else qualifies. If a public agency shares responsibility for the crash, its six-month claim deadline comes first.

I was a passenger in a friend’s van. Can I claim against both drivers?

Yes. Passengers seldom share blame, so your claim can run against whichever driver caused the crash, your van’s driver included, and against your own uninsured motorist coverage if the at-fault driver had none.

Does it matter that the crash happened right at the county line?

Yes. Orange Cove sits where SR-63 runs along the Tulare County line, so the exact spot decides which county’s agencies investigated and which county would receive a claim about the road.

How we represent Orange Cove families

Call Jacob represents people injured in Orange Cove and on the roads around it, from drivers broadsided at Monson and Manning to families of those killed on the Hills Valley Road bypass. Car accident and truck crash claims from Manning Avenue and the bypass come first on this page because the public record points there, but our Orange Cove work also covers slip-and-fall injuries in stores and on rental property, motorcycle and bicycle wrecks, pedestrian injuries on city streets, dog bites and wrongful death.

For an Orange Cove case, we find out whether the city police or the CHP’s Fresno Area took the report, order the trauma records from Community Regional or Kaweah Health, check whether the location is one the Fresno COG plan ranked, and present any claim to the responsible agency inside six months. If it is easier, a representative will visit you in Orange Cove after your shift or at Community Regional. En español: calljacob.com/es.

Having an Orange Cove car accident lawyer review what happened at Monson and Manning or out on the bypass is free; we are paid from the recovery, so you pay nothing unless we win. The Highway Patrol office covering Orange Cove is the Fresno Area, and for trauma care EMSA’s August 2025 designations place Community Regional at Level I, the county’s only adult center at that level, with Kaweah Health in Visalia at Level III (EMSA). Every civil filing from Orange Cove, as from the rest of the county, goes to the Sisk building at 1130 O Street (Superior Court).

Orange Cove sits on the eastern edge of the valley about 8 miles east-northeast of Reedley, and because SR-63 runs right along the county line, confirm early whether a crash scene falls in Fresno or Tulare County.

Time limits for a claim

  • Six months, if a missing sign, a faded stop bar or a city or county truck played a part: a written claim to the City of Orange Cove, Fresno County or Caltrans comes before any lawsuit (Gov. Code §911.2)
  • Two years for a lawsuit over a crash at Monson and Manning or anywhere else in town (CCP §335.1)
  • Three years for property

If a jury finds that an injured driver who missed a stop sign on Anchor Avenue shared some blame, the award is reduced by that percentage instead of being denied (CACI 405).
