Norco Personal Injury Attorney

Riverside County

Norco calls itself Horsetown U.S.A., and it means it: the city’s charter protects horse trails and animal-keeping rights, and many streets have trails where other towns would have sidewalks (city overview). That shapes how people get hurt here and how their claims are proved. Horse trails, an underage-drinking ranking and a freeway down the middle of town make the questions a Norco personal injury attorney hears a little different, so this page is organized around them, with answers drawn from the city’s own figures, streets and agencies.

What do Norco’s 2023 numbers say?

Young drinkers stand out. Three people were hurt in Norco crashes in 2023 where the driver at fault was under 21 and had been drinking, and only five of the 93 similar-size cities in the state’s comparison did worse, which put Norco 6th (OTS 2023).

CategoryCountRank
Drinkers under 2136
Speed1818
Alcohol1619
Composite—20
All casualties7552

Read across the table and a pattern appears. Norco’s place of 52nd for total casualties is unremarkable, yet its composite placing of 20th, built from the drinking, after-dark, hit-and-run and speeding columns, is much worse, so the collisions that do happen here are disproportionately fast or alcohol-fueled. The 70 DUI arrests deputies made that year rank 65th, but that column counts in reverse, with 1 assigned to the city with the fewest arrests, so it describes enforcement, not danger. Speed-related crashes numbered 18, 18th of 93.

Interstate 15 is missing from all of those figures. The freeway is CHP ground.

Which deputies handle a Hamner Avenue collision?

Norco pays the Riverside County Sheriff’s Department to police the city, so a sheriff’s deputy, not a city officer, investigates a collision on Hamner Avenue, Sixth Street, River Road or any other local road (city overview). Keep the incident number from the deputy’s card, since the Sheriff’s records unit will need it to locate your report.

On I-15 the Highway Patrol takes over. Its Riverside Area lists I-15 among the western Riverside County freeways it patrols (CHP Riverside Area), and Highway Patrol officers handled the 2024 horse-trailer crash near Limonite described below.

Hamner Avenue has seen its own tragedy. Shortly before 9:30 one November night in 2025, two cars hit a pedestrian at Citrus Street, and the person died there (CBS LA). With two vehicles involved, each driver’s carrier tends to point at the other. A family in that position can claim against both, and a jury apportions fault among everyone whose carelessness contributed.

Transit riders are pedestrians too. RTA Route 3 serves Norco, and the nearest Metrolink stop is Corona–North Main, on the 91/Perris Valley and Inland Empire–Orange County lines (city overview). A bus rider struck at a stop may have a claim against the driver and, if the stop itself was unsafe, a six-month claim against the agency responsible for it.

Who is responsible when a horse is involved?

Riders sharing the road

Riders here hitch their horses at rails outside shops, and on streets built with trails in place of sidewalks, people on horseback and on foot travel beside moving cars (city overview). A horse and rider are lawful road users. A motorist who passes too close or too fast, or leans on the horn beside a skittish animal, can be liable for the fall that follows.

Loose animals and trailers

Liability can point the other way, too. An owner whose horse slips its tie, or a driver who tows a trailer without securing the gate, can answer to everyone hurt as a result. Proving that usually takes witnesses, scene photos and sometimes testimony from a person who knows horses well.

Fair weekend and visitors

Circle D Ranch, home to the horses Disneyland uses, moved to Norco in 2017, and every Labor Day the Norco Fair stages a rodeo along with a parade down Sixth Street (city overview). Fair crowds, trailers and street closures leave visiting drivers unsure of local roads, which can lead to right-of-way mistakes.

The 2024 freeway crash near Limonite

At roughly 2 a.m. on September 22, 2024, a pickup pulling a horse trailer struck a guardrail on the freeway by the Limonite Avenue exit, and the horse broke free. A semi then hit the trailer, a passing car hit the horse, and the animal came through a second car’s windshield, killing a passenger inside (ABC7; Insurance Journal).

That single chain of events involved four vehicles, each with its own insurer:

  • the pickup towing the trailer
  • the semi
  • the car that hit the horse
  • the car the passenger was riding in

The passenger’s family could look to several of them at once. For the semi’s role, the carrier’s logbooks and engine data matter, as our truck accident page describes.

Where are seriously injured Norco residents treated?

There is no hospital inside Norco.

Both Level I designations come from the state’s 2025 roster (EMSA); Corona Regional Medical Center is an acute-care hospital next door in Corona (Corona overview). Get the full record from whichever one treated you. A two-page discharge summary leaves out the CT reads and surgeons’ notes that show an insurer the real extent of an injury.

Is a Norco lawsuit tried in Corona or Riverside?

Both, depending on size. Bigger claims go to the historic courthouse on Main Street in Riverside; smaller limited civil cases stay in Corona. That split comes from the court’s venue order for filings from August 1, 2026, which names Norco’s 92860 ZIP code in both places (filing order).

Earlier dates matter more:

  1. Six months: for a public agency, such as the city over a Sixth Street pothole, the county over road work, or RTA over a Route 3 bus (Government Code §911.2); Route 3 links Eastvale, Norco and the Corona Transit Center (city overview)
  2. Two years: the usual limit on suing whichever motorist, rider or horse owner was careless, whether on Hamner, River Road or the freeway (CCP §335.1)
  3. Three years: property, including an injured horse

If a jury decides you were looking at your phone when the horse trailer swerved, that share of blame comes off the total and the rest is still paid (CACI 405).

Shorter questions

My horse was hurt in the crash too. Can I recover for that?

Yes. California treats an animal as property, so these can be included:

  • veterinary bills
  • the horse’s value
  • boarding during recovery

The street had no sidewalk, so I walked in the road. Is that my fault?

Not by itself. Drivers on Norco’s trail-lined streets are expected to watch for people and horses at the edge of the pavement.

A visitor hit me during fair weekend. Does it matter where the driver lives?

Rarely. The driver’s insurance travels with the car, and the lawsuit can still be filed here in Riverside County.

The deputy’s card doesn’t name a station. How do I get the report?

Phone the Sheriff’s Department, give the incident number and crash date, and ask where the report is kept.

Watch out: If a driver under 21 who had been drinking crashed into you, find out right away whose name is on the registration. In many families the car, and the liability coverage that pays your claim, belongs to a parent.

"The best call I made was to Jacob. After getting rear ended while at a red light, me and my passenger were in a lot of pain and my car was badly damaged. I had many attorneys to choose from but I’m so happy to have worked with Jacob, Katie, and the rest of the team. They arranged all the medical consultations and car repairs for me. I felt like a VIP throughout the entire process. This was a very stressful time for me and the amazing people at Jacob’s law firm really helped make the process so much easier. I would 100% recommend them to anyone who has been injured in an accident."
