The city’s busiest roads have three different owners: Road Owner Window Rengstorff, Shoreline, Middlefield, California St City of Mountain View (generally) 6 months El Camino Real (State Route 82) Caltrans 6 months Central Expressway (County Route G6) Santa Clara County 6 months If road design, a signal, or a gap in a bike lane contributed to your crash, the written government claim goes to whichever agency owns that road, and it must be presented within six months ([Gov. Rank 1 is the city with the most victims. Alcohol plays a smaller role here than in most comparable cities. The risk is mostly about people on bikes and on foot sharing busy arterials with commuter traffic. The City adopted a Vision Zero policy in December 2019 with a goal of no traffic deaths by 2030 ([City of Mountain View](https://mountainview.gov/our-city/departments/public-works/roads-and-transportation/transportation-planning/vision-zero)). Castro Street dropped off the high-crash list after protected bikeways and the downtown pedestrian mall were built, a sign that street design changes the numbers.
