She is not a real client, but SR-60, RUHS, the Sheriff’s station and the deadlines that apply to her are all real.

Her situation is worth following because so much of the traffic in this city of 214,263 people (Census) now resembles it. The World Logistics Center Specific Plan, adopted November 24, 2015, covers 2,610 acres south of SR-60, allows up to 40.6 million square feet of logistics buildings and directs all of the project’s heavy trucks to SR-60 and Gilman Springs Road (City of Moreno Valley). A lawyer handling a crash like hers deals with trucking insurers, federal driver logs and a Level I trauma center located inside the city.

Her claim moves from the guardrail on the 60 to a Riverside courthouse in six stages.

The collision near Gilman Springs Road

Because the crash happened on the freeway, the California Highway Patrol investigates it, and the exchange form the officer gives her names the CHP office and the report number. Had it happened a mile away on a surface street, the investigating agency would have been the Riverside County Sheriff’s Moreno Valley Station at 22850 Calle San Juan De Los Lagos. The Sheriff has policed the city under contract since 1985, and the station has its own Traffic Reconstruction Team (Riverside County Sheriff). The station serves roughly 215,000 people, including surrounding county areas and March Air Reserve Base, which is why a Moreno Valley car accident attorney first asks which agency wrote the report.

Before the ambulance leaves, three things matter more than anything she will do later:

• A bystander’s photo of the carrier’s name and federal registration number on the tractor.
• The name of the witness who pulled onto the shoulder behind her.
• A photo showing where the trailer stopped in relation to the merge lane.

Serious crashes on this corridor are real. On June 30, 2026, a 17-year-old passenger was ejected and killed near Heacock Street when a speeding driver passing on the right shoulder struck the guardrail, and two other people were seriously injured (ABC7).

For comparison, a real surface-street crash: On August 28, 2026, a four-vehicle collision at Iris Avenue and Lasselle Street killed a 65-year-old Menifee man and sent four people to the hospital in critical condition (Sierra Sun Times). A crash like that is investigated by the Sheriff’s Traffic Reconstruction Team rather than the CHP, involves several insurers at once and sometimes leads to a wrongful death claim by the family.

Trauma care at RUHS

She does not need a long ambulance ride: RUHS Medical Center, the county’s Level I trauma hospital, stands in Moreno Valley and admits more than 3,700 trauma patients a year (RUHS). Riverside Community Hospital, in the city of Riverside, is the region’s other Level I center (EMSA).

The trauma team’s notes will matter later. Her tibia fracture is plain on imaging; the back injury is not. Because she tells the resident on the first day that her back hurts, the complaint is in the chart from the start, and that entry answers the insurer’s later suggestion that the back pain began months afterward at work.

Tip: The discharge papers RUHS hands a trauma patient are a summary. Before you leave, find out how the records office releases the full chart and the imaging, because the claim will need both.

The trucking company acts quickly

On her second morning at RUHS, a claims representative for the carrier calls the phone at her bedside. Trucking insurers often send investigators to a crash scene within hours, so the company may already have photographs, the driver’s statement and its own dashcam video. She has none of that yet.

Her lawyer’s first letter goes to the carrier and demands that it preserve the truck’s electronic logging device data, hours-of-service records, the driver’s qualification file, dashcam footage and maintenance records. Unless someone asks, those records can be overwritten or discarded on routine schedules, which is the central problem in any truck accident claim.

The city’s truck-route rules may also matter. Under AB 98, Moreno Valley lies within the state’s warehouse concentration region and was required to adopt designated truck routes that keep heavy trucks off residential streets by January 1, 2026. The city publishes an interactive GIS map of existing and proposed routes (City of Moreno Valley). In a surface-street crash, whether the truck was on a designated route is a fair question to ask.

Who pays for a broken tibia

The city’s crash record explains why coverage questions arise so often. Moreno Valley’s surface streets account for a steady volume of injuries: 1,069 people killed or hurt in 2022, when the city’s composite score was 6th-worst of 61, and 1,024 in 2023, when it placed 28th in Group B (OTS 2023; OTS 2022). The 2023 figures also include 78 injury crashes in which a driver fled, each one a likely uninsured motorist claim, and 141 victims of alcohol-involved crashes. Speeding was a factor in 180 injury crashes in 2022 and 145 in 2023, which moved the city from 8th-worst to 24th. Her collision on the 60 does not appear in any of those figures, because OTS excludes crashes investigated by the CHP.

Whether a public agency shares the blame

Her lawyer considers whether a public agency shares responsibility: a guardrail end that failed, a merge lane with confusing striping, a signal that was out on a surface street or a Riverside Transit Agency bus involved in the sequence of events (RTA). In her case, the review finds no basis for a claim against a public agency, and the case proceeds against the carrier alone.

Watch out: Under the Government Claims Act, anyone hurt in a crash that a public agency helped cause has six months to put a written claim in front of that agency (Gov. Code §911.2), and Caltrans, the city and RTA each require a separate claim.

Negotiating with the carrier, then filing suit

Once her doctors can describe her long-term condition, her lawyer sends a demand package containing her records, bills, wage loss, photographs and an account of her pain and suffering. The carrier’s first offer is low, and negotiation follows.

If the carrier will not move, her lawsuit must be filed before the second anniversary of the 5:50 a.m. collision (CCP §335.1). Cases like hers have traditionally been filed at the Riverside Historic Courthouse, 4050 Main Street, downtown (Riverside Superior Court). Riverside Superior Court announced civil filing location adjustments that took effect August 1, 2026 (Riverside Superior Court), and a lawsuit over her SR-60 crash would be filed wherever that order now sends it.

If the carrier argues that she was partly responsible, for instance by braking suddenly, California’s comparative fault rule reduces her award by her percentage of fault and leaves the rest intact (CACI 405).

Questions about truck and freeway claims

The truck driver says I cut him off. What happens to my claim?

His account is weighed against yours, and the evidence decides between them: his logging data, his dashcam, your photographs and the witness. Even if a jury assigns you some share of fault, you still recover the remainder.

A truck that was off its designated route hit me on a city street. Does that matter?

It can. The city’s AB 98 truck-route map shows where heavy trucks are expected to travel, and a truck on a residential street raises questions about how the carrier routed it.

RUHS is a county hospital. Do I need to file a government claim for my medical care?

No. Being treated at a county hospital does not turn your crash into a government claim. The six-month deadline applies only if a public agency caused or contributed to the crash itself.
