Moorpark Personal Injury Attorney

Ventura County

Moorpark has no police department of its own. The City contracts with the Ventura County Sheriff’s Office, whose deputies work out of the Moorpark Police Station, and the California Highway Patrol has an area office on Spring Road (city history; CHP). Any Moorpark personal injury attorney has to sort out that split before anything else: deputies on contract write up city-street crashes, Highway Patrol officers write up the freeways, and the two files sit in different buildings. This page looks at the people most exposed on Moorpark’s roads, group by group, using the state’s 2023 crash figures and the city’s own institutions.

Moorpark at a glance

  • 35,023 residents (2025 estimate)
  • 82 casualties, fewer than most cities its size (OTS)
  • 18 speed crashes, the one category in the worse half
  • SR-118 and SR-23 meet here

How the numbers compare

OTS measures Moorpark against 92 other mid-size California cities in its Group D. Against that field its 2023 composite placing was 79th, with 1 the worst, so most peers fared worse (OTS). Speed broke the pattern, at 34th.

2023 measureCountPlace of 93
Speed-related crashes1834
Motorcyclists649
All victims8269
Alcohol-involved victims575
Pedestrians381
Composite—79

A separate OTS column credits deputies with 81 DUI arrests and a placing of 56th; because that column starts from the city with the fewest arrests, it tracks enforcement effort, not crash danger. Collisions on the SR-23 freeway and the freeway section of SR-118 are worked by the Highway Patrol and do not enter any of these city figures.

Drivers on the 23 and the 118

State Route 23

On February 28, 2026, a pickup lost control in the median of SR-23 just south of Los Angeles Avenue, went over the embankment and struck an oncoming car head-on in the northbound lanes. The crash killed two women and left two others seriously hurt; the CHP’s Moorpark office took the investigation and sent northbound traffic off at Tierra Rejada Road during the closure (Ventura County Star).

For an auto accident attorney in Moorpark, a collision like that one means a wrongful death claim for the families of the people killed and a separate claim for each injured survivor, often against the same insurer. The Highway Patrol’s scene diagrams, witness list and any data pulled from the pickup’s airbag module become the core of both claims.

Should I ask the Sheriff or the CHP for my report?

It depends on where the crash happened. Los Angeles Avenue is a state highway but also a city street, so a crash there is generally written up at the Moorpark Police Station by contract deputies. Freeway collisions on SR-23 and the SR-118 freeway belong to the CHP’s Moorpark office on Spring Road.

Los Angeles Avenue

Los Angeles Avenue carries SR-118 through the middle of Moorpark. It separates Old Town, to the north, from the newer neighborhoods to the south, and it is the city’s main retail strip (city history). Because it doubles as a state route, the city’s main shopping street carries regional traffic past every driveway. A Moorpark car accident lawyer working a Los Angeles Avenue collision therefore orders the Sheriff’s report from the Moorpark Police Station.

Truck drivers and the people around them

New Los Angeles Avenue, part of SR-118, carries heavy truck traffic (city history). A collision with a commercial truck brings in a motor carrier, its insurer and often a separate owner of the trailer, and the evidence that matters most is held by the company: driver logs, dispatch records and the truck’s electronic data.

  • Carrier name from the truck door
  • USDOT number, if visible
  • Photos of the trailer and load
  • Report number

Electronic logs on a big rig can be overwritten, which is one reason a Moorpark truck accident lawyer starts by demanding in writing that the carrier keep them.

I was rear-ended by a semi on New Los Angeles Avenue. Who pays?

The trucking company and its insurer, in most cases, since employers answer for drivers working on the job. We trace the company through the cab-door lettering and its federal registration.

Motorcyclists

OTS listed six motorcyclists among Moorpark’s 2023 casualties, a middle-of-the-pack 49th (OTS). The city’s weak spot on speed matters to riders as much as anyone, because a speeding car closes a gap faster than a rider can react. Insurers tend to turn that around and say the rider was the one going too fast, which is why a Moorpark motorcycle accident attorney builds the claim from measured skid marks, video and the bike’s final position.

Moorpark College students

Moorpark College opened in 1967 at 7075 Campus Road and is also home to The High School at Moorpark College and the college’s Teaching Zoo, one of the few exotic animal training programs at a U.S. college (city history). That puts new drivers, student cyclists and teenagers on foot in the same traffic around campus. Pedestrian casualties on city streets were low in 2023, three in all and 81st of 93, but a single campus-area crash can change a family’s year.

Minors have more time to file a lawsuit than adults, but a claim involving a public school, a college vehicle or a city street still begins with the six-month government claim described below.

My teenager was hurt near Moorpark College. What changes because they are a minor?

Three things. The lawsuit clock for a minor does not start until age 18, a parent or guardian acts for the student in the meantime, and a judge reviews any settlement. None of that extends the six-month notice if a school district or public college vehicle was involved.

Rail riders and festival crowds

High Street station

The Moorpark station on High Street serves Metrolink’s Ventura County Line and Amtrak’s Pacific Surfliner, steps from the historic downtown and the High Street Arts Center (city history). Injuries on a platform or at a crossing raise questions about who controls the property. Because a regional public authority operates Metrolink, an injured passenger’s first formal step is a government claim, due within half a year.

July 3 and other events

Moorpark’s July 3 fireworks show draws people from across Ventura County, and the Country Days parade in the fall and the Apricot Festival bring their own crowds (city history). A fall at a vendor site or on a poorly lit event path is a premises liability question for whoever controlled the area.

Hospitals that treat Moorpark patients

Los Robles Regional Medical Center in Thousand Oaks appears on the state’s Level II list (EMSA), and Ventura County Medical Center on Hillmont Avenue holds the same designation for the west county (VCMC). The ambulance crew decides which one fits the injury. Request the trauma team’s notes along with the imaging; adjusters reading a Moorpark claim look there first.

Deadlines and the court for Moorpark claims

The pickup driver in a crash like February’s, or the trucking company behind a New Los Angeles Avenue collision, faces a two-year window under CCP §335.1. Public defendants are different. In Moorpark they include the City, Ventura County, Caltrans on the two state highways and Metrolink at the High Street station. A cyclist hurt by a pothole on a City street, for example, would have six months to put that claim in writing to the City of Moorpark before any lawsuit (Gov. Code §911.2). Moorpark cases that reach litigation belong to the Ventura County Superior Court (court website).

Tip: A driver who was going a little over the speed limit on Los Angeles Avenue is not shut out. Jurors assign each side a percentage under CACI 405, and a driver held 10% responsible simply loses that tenth.

Two more questions

Moorpark is known for low crime. Does that affect a crash claim?

No. The city has reported some of the lowest crime rates in Ventura County (city history), but crash claims turn on driving and road evidence, not on crime statistics.

Is speed really the main problem here?

In the state’s 2023 numbers, speed was Moorpark’s worst-ranked category, at 34th of 93. That is a relative measure, not proof of what happened in your crash.

"The team at Jacob Emrani are amazing, especially the women working on my case. Maria and Leticia were very communicative and quick with response to questions and concerns that I had. At a certain point I felt impatient for the case to end but after talking with Maria and understanding that waiting longer to get the best settlement is best, it made more sense. Our settlement was more than I expected and they definitely fought to get me the best deal possible. Anytime I have another problem they will definitely be my first call!"
