Monrovia Personal Injury Attorney

Los Angeles County

Monrovia, 2023 (OTS)

  • 203 killed or hurt
  • 19 pedestrians
  • 14 hit-and-runs
  • 121 DUI arrests

Monrovia sits at 571 feet at the base of the San Gabriel Mountains, an 1887 city that is the fourth-oldest general-law city in Los Angeles County (Wikipedia). Its streets are busier and more dangerous than its size suggests. OTS counted 203 people killed or hurt on Monrovia’s surface streets in 2023, from Myrtle Avenue to Huntington Drive, and only fifteen of the 93 cities in its population group counted more (OTS). For anyone talking with a Monrovia personal injury attorney after a crash, five of the state’s figures explain much of that total, and each one changes how a claim is put together. Monrovia’s composite rank was 19th of 93, near the higher-risk end, for a city of 38,264 people (2025 Census estimate).

Where Monrovia ranks on each measure

Pedestrians1914
Night crashes1718
Alcohol victims2321
Hit-and-run1424
Bicyclists1128
Speed crashes1847

On every row, a lower rank is worse (OTS). Speed and motorcycle crashes fall in the lower half, which tells you the city’s risk comes less from fast driving than from the meeting of cars and people on foot. The OTS figures stop at the freeway. A collision on the Foothill Freeway (I-210) as it passes Monrovia is a CHP case, so none of those are among the 203.

Pedestrians and drivers who flee

19 pedestrians. Only thirteen cities in Monrovia’s group reported more people struck on foot. Three of the nineteen were 65 or older, and that age figure ranked 26th. The worst of these crashes are hard to forget. In November 2021 a woman in the crosswalk at Myrtle Avenue and Foothill Boulevard was run over by a turning truck; firefighters had to lift the truck to free her, and she died days later (Patch). A turning truck driver who hits someone already in a marked crosswalk is in a weak position on fault, and the claim reaches the trucking employer’s commercial policy, the driver’s training history and the mirror and blind-spot setup of the cab.

The Myrtle Avenue corridor

Myrtle Avenue also carries foot traffic from the Metro A Line, whose Monrovia platform is at grade at Myrtle and Duarte Road, toward Old Town around Myrtle and Colorado Boulevard (Wikipedia). Train riders crossing to and from a street-level platform are exposed to turning cars all day. The “she came out of nowhere” defense, common after crosswalk crashes on Myrtle, is addressed on our pedestrian accident page.

Leaving the scene

14 hit-and-run crashes. That count ranked 24th of 93. On October 5, 2025, around 5:30 in the evening, a woman was found in the roadway in the 800 block of West Duarte Road after a driver struck her and left; Monrovia police reported in their weekly summary that she died (Monrovia Now). If Monrovia detectives never find the car, the money for medical bills and lost income usually comes from uninsured motorist coverage on a policy in your own household. Many people do not realize that this coverage typically follows them onto the sidewalk and into the crosswalk.

After a hit-and-run in Monrovia, three things protect the claim:

  1. Same-day notice to Monrovia police, by phone or in person.
  2. A letter to your own carrier saying an uninsured motorist claim is coming.
  3. A list of every business on the block with a camera, so the footage can be requested before it is recorded over.

Monrovia claim questions

How long do I have to sue the driver who hit me on Huntington Drive?

The answer for most collisions on Huntington Drive, Foothill Boulevard or any other Monrovia street is two years from the date you were hurt (CCP §335.1).

Waiting that long is rarely wise, because the Old Town camera footage and witness memories that prove fault are gone long before then.

The train or the station was part of what happened. Is the deadline different?

Yes. Before anyone can sue Metro or the City of Monrovia over the A Line platform or the street around it, a written claim must be delivered to that agency within six months (Gov. Code §911.2).

I started across Myrtle as the signal was changing. Can I still recover?

Probably. If a jury decided your late start across Myrtle made you 20% responsible, you would still collect 80% of your proven losses (CACI 405).

Which courthouse would hear a Monrovia case?

Nobody can say for certain until the crash address is checked. The court’s general order ties each personal injury lawsuit to the judicial district in which the incident arose, and a locator on its website does the matching (LASC General Order).

Do I need the police report before calling a lawyer?

No. We can request the Monrovia PD report for you. Bring whatever you have:

  • any card or slip of paper the Monrovia officer gave you
  • photographs of the scene and the vehicles
  • the other driver’s insurance information
  • names of any witnesses

The city’s new safety plan

Under the federal Safe Streets and Roads for All program, Monrovia is writing a Comprehensive Safety Action Plan and updating its Bicycle Master Plan; the city held a community meeting on that work on March 25, 2026 (Monrovia Now). Plans built under that program typically rank the corridors and intersections where people are seriously hurt.

That matters later. Once adopted, the plan is a public document, and if it names the intersection where you were hurt, it can help show the City of Monrovia knew of a problem with the crossing, the signal or the lane design. It will not prove a claim by itself, and claims against the city run on a six-month deadline.

Night, alcohol and young riders

17 crashes after 9 at night. Between 9 in the evening and 3 in the morning, Monrovia had seventeen injury crashes, 18th of 93. Darkness takes away the easy evidence: fewer witnesses, closed businesses with cameras aimed at their own doors, and drivers who insist the other car had no lights on.

Alcohol. Twenty-three people were hurt in Monrovia crashes involving alcohol in 2023 (21st of 93), and in two of those cases the drinking driver was younger than 21 (20th). On the enforcement side, Monrovia’s police department logged 121 DUI arrests that year, a high number for a city of 38,000. In that particular OTS table the order is reversed, so rank 1 means the fewest arrests and Monrovia’s 77th means officers here arrested more impaired drivers than most of the group did. For the injured person, a DUI arrest is useful evidence. A conviction is strong evidence of negligence, and choosing to drive drunk can support a punitive damages claim on top of compensation for medical bills, lost wages and pain and suffering. Nobody has to wait for the DA’s case to finish before the injury claim moves forward.

Bicycles

11 bicyclists. Eleven people on bicycles were hurt or killed on Monrovia streets (28th), including two children younger than 15 (25th). For a Monrovia family with an injured child, a parent signs the claim, a judge must approve the settlement, and for a claim against a private driver the two-year clock generally does not begin until the child turns 18. Helmet use, bike lights and the rider’s age all come up in these claims, and our bicycle accident page goes through each.

Tip: Store the bike and helmet somewhere safe, unrepaired. A cracked helmet can show where the rider’s head struck.

What we do on a Monrovia case

Our Monrovia clients are pedestrians near the A Line station, drivers on Huntington and Foothill, cyclists, and families who have lost someone. When we investigate a Monrovia crash, we order the city police report, send preservation letters to Old Town and Myrtle Avenue businesses with cameras, and calendar the six-month claim whenever Metro or the city may share fault.

Monrovia matters on Call Jacob’s docket include:

  • crosswalk injuries on Myrtle Avenue
  • claims against your own policy after a hit-and-run
  • car accident cases on any Monrovia street
  • crashes caused by drunk drivers, trucks and buses
  • bicycle crashes involving riders of any age
  • slip-and-fall claims, dog bites and deaths caused by negligence

The Law Offices of Jacob Emrani also represents families: when a family has lost someone in a Monrovia crash, we handle the wrongful death claim, the insurers and the legal steps so the family can attend to each other.

There is no bill for the first meeting, and none later unless money is recovered for you. The office line is (888) 952-2952. Anyone who would rather start in writing can use the case evaluator, and for clients recovering at home or at Huntington Memorial, we can come to them.

These are citywide figures and general rules of California law; for advice about your own Monrovia crash, talk with a lawyer.
