Lodi Personal Injury Attorney
San Joaquin County
Pedestrians stand apart in Lodi’s crash record: they were 28 of the 190 people killed or injured on its streets in 2023, and just twelve of the 103 cities the Office of Traffic Safety compares with Lodi had a worse pedestrian toll, leaving it 13th (OTS 2023). On almost every other measure, Lodi sat in the safer half of its group. As a Lodi personal injury attorney, Call Jacob reads those numbers closely, because they say a great deal about who gets hurt here and how their claims should be built.
Lodi, 2023, by the numbers
- 190 total casualties, 61st of 103
- 28 pedestrians, roughly 15% of all victims, 13th
- 5 pedestrians aged 65 or older (17th) and 4 under 15 (18th)
The full 2023 picture
These are local-street figures only; a wreck on Highway 99 that the CHP worked is missing from every row below, which is worth remembering if your crash was on the freeway. Lodi’s position in each row is out of 103 Group C cities; number one in any row would be the worst result in the group.
| 2023 measure | Count | Rank |
|---|---|---|
| Total casualties | 190 | 61 |
| Pedestrians | 28 | 13 |
| Pedestrians 65+ | 5 | 17 |
| Pedestrians under 15 | 4 | 18 |
| Motorcyclists | 11 | 36 |
| Drinking drivers 21–34 | 13 | 37 |
| Hit-and-run crashes | 14 | 55 |
| Alcohol-involved victims | 21 | 61 |
| Speeding crashes | 24 | 70 |
| Bicyclists | 10 | 76 |
| Late-night crashes | 13 | 83 |
Combining every category, Lodi’s composite rank was 71st, a comparatively favorable result. The outlier is walking. The city’s population has also grown each year since the 2020 Census counted 66,348 residents, reaching an estimated 69,100 in July 2025 (Census Vintage 2025).
Why pedestrians stand out
Two numbers explain much of the pedestrian ranking: children under 15 and adults over 65 together made up nine of the 28 people struck. Both groups are among the most vulnerable people on any street.
The public record on Lodi’s arterials shows how these crashes happen. On July 11, 2024, a pedestrian was killed at Cherokee Lane and Elm Street, and the driver was arrested on suspicion of DUI and vehicular manslaughter after an investigation by the Lodi Police Department’s Major Accident Investigation Unit (CBS Sacramento). In February 2020 a 59-year-old man was struck and killed in the 800 block of West Lodi Avenue; the driver stayed at the scene (CBS Sacramento).
For an injured pedestrian, the at-fault driver’s bodily injury coverage is the first source of payment, but minimum policies run out quickly against hospital bills. Next comes underinsured motorist coverage, and a Lodi pedestrian without a car of their own is sometimes covered by a parent’s, spouse’s or adult child’s auto policy at the same address. Those household policies are described further on our pedestrian accident page.
Kettleman Lane and Highway 12
State Route 12 runs through Lodi as Kettleman Lane, a wide four-lane business route, before it joins Highway 99 from the Kettleman Lane interchange to Victor Road. West of town, the two-lane stretch of Highway 12 toward Rio Vista and Fairfield crosses Delta waterways and low fields and is known informally as “Blood Alley” (SR-12 overview).
Caltrans has treated the in-city portion as a safety problem. From April to June 2024, its District 10 restriped Kettleman Lane between Westgate Drive and Cherokee Lane with new lane, bike-lane and pedestrian-crossing markings in a $500,000 project meant to reduce traffic incidents and protect cyclists and people on foot (Caltrans District 10). Because Kettleman Lane is a state highway, a claim that its design or markings contributed to a crash is made against the State of California, not the city, and it carries a six-month deadline.
Turner Road at California Street
Lodi police told the City Council in June 2025 that Turner Road makes up less than 2% of the roadway they patrol, under four miles, yet residents pressed for action after a series of crashes at California Street. Cars have struck the Vintage Church building there three times. Public Works installed a speed-feedback sign and was weighing a larger project, with no funding decision as of that hearing (CBS Sacramento).
Note: A documented history of complaints at an intersection does not prove that the city caused a particular crash. It does mean that council records, Public Works reports and prior crash data exist and are worth requesting if you were hurt there.
Highway 99 and the CHP
Lodi police handle the city’s streets; once a crash happens on Highway 99, the California Highway Patrol writes the report. The line between the two agencies showed in June 2025, when a 19-year-old fleeing a Lodi police stop near Cherokee Lane and Vine Street rolled over and died on the southbound on-ramp at Cherokee Lane and Century Boulevard; the CHP handled the collision investigation, and the district attorney opened an officer-involved review (Stocktonia).
Fog, harvest and festival traffic
Some of Lodi’s risks follow the calendar (Lodi overview):
- Winter: dense ground fog settles over the Central Valley and cuts visibility on Highway 99 and the rural roads around town.
- Late summer and fall: more than 113,000 acres of vineyards surround the city, and harvest and tasting-room traffic share two-lane roads with farm equipment.
- September: the Lodi Grape Festival brings visitors who do not know the streets, as do the wine events held at Lodi Lake.
What the numbers mean for a claim
- Find out who wrote the report. Lodi police investigate crashes on city streets, and serious ones may go to the department’s Major Accident Investigation Unit. Once a wreck happens on the 99 or one of its Lodi on-ramps, the Highway Patrol writes it up instead.
- Collect the medical records early. Adventist Health Lodi Memorial is the hospital in town, but it is not a designated trauma center; for the worst injuries the county’s Level II program is in French Camp, at San Joaquin General Hospital (EMSA). Ambulance service in Lodi is provided by American Medical Response, so request that run report too.
- Watch two deadlines. The driver who hit you on Cherokee Lane or Lodi Avenue can be sued for two years after the collision under CCP §335.1. Six months is the limit for a written claim to the City of Lodi over a street or a GrapeLine bus, or to the State over Kettleman Lane (Gov. Code §911.2).
- Expect a fault argument. Insurers defending pedestrian claims often argue the walker stepped out mid-block or wore dark clothing. California’s comparative fault rule reduces, rather than eliminates, recovery: a pedestrian found 30% at fault still recovers 70% of proven damages (CACI 405).
- Know where a lawsuit would go. San Joaquin County Superior Court lists its Stockton Courthouse, on Weber Avenue in downtown Stockton, among the locations that hear civil cases (San Joaquin courts), and before filing for a Lodi client we verify with the clerk that a Lodi injury case belongs there.
Lodi injury questions
My father was hit in a crosswalk on Cherokee Lane. Does his age affect the claim?
His age does not change the law, but it often changes the injuries. Lodi’s 2023 count of pedestrians 65 and older who were hurt or killed ranked 17th of 103 cities, and fractures, head injuries and long recoveries are common in these cases. Document how his days have changed since the crash, from driving to climbing stairs, because those limits shape what the claim is worth.
Is Kettleman Lane a city street or a state highway?
It is State Route 12, a state highway, even where it runs past shopping centers inside Lodi. That matters only if the road itself contributed to the crash: a design or maintenance claim goes to the State of California within six months, while the claim against the driver follows the ordinary two-year rule.
Can I bring a claim if fog caused the crash?
A wall of tule fog on Highway 99 may explain why the driver behind you never saw your brake lights, yet the law still expected that driver to slow to a speed matching what was visible ahead. California’s basic speed law requires a speed that is safe for visibility (Vehicle Code §22350), so a driver who rear-ends another car in Highway 99 fog is not excused by the weather.
I was hit while walking to the Lodi Transit Station. Does that change anything?
When the vehicle that hit you was a GrapeLine bus, the City of Lodi is the party to notify, and its six-month claim window governs. If a private driver hit you on the way, the ordinary two-year rule governs. Either way, ask promptly whether any station or bus cameras recorded the crash.
Representing injured people in Lodi
The Law Offices of Jacob Emrani represents Lodi residents, farmworkers, commuters and visitors hurt on Cherokee Lane, Kettleman Lane, Turner Road, Highway 99 and the rural roads around the vineyards. On a Lodi case we obtain the Lodi Police Department or CHP report, gather records from Lodi Memorial, San Joaquin General and the AMR ambulance crew, and look at whether city or state road work at the crash site is relevant.
Given Lodi’s pedestrian ranking, we take particular care with claims for people struck on foot. We also handle:
- Car accidents on Kettleman Lane, Highway 12 and the 99
- Collisions with trucks and farm vehicles during harvest
- Motorcycle and bicycle crashes on Turner Road, Lodi Avenue and the vineyard roads
- Uber and Lyft passenger claims, and GrapeLine or Amtrak Thruway bus injuries
- Falls in local stores and dog attacks
- Wrongful death cases
