La Habra Personal Injury Attorney
Orange County
La Habra has no freeway. Every car, delivery truck and bus crossing the city travels on surface streets, chiefly Beach Boulevard (SR-39), Whittier Boulevard (SR-72), Imperial Highway (SR-90) and Harbor Boulevard (city overview). Those streets carried a heavy toll in 2023: OTS recorded 374 people killed or injured in La Habra, more than in all but three of the 103 California cities in its population group (OTS 2023). If you are deciding whether to call a La Habra personal injury attorney, start with the kind of road user you were when you were hurt; each group below faces different hazards and leaves different evidence.
At a glance — La Habra
- 60,908 residents, 2025 estimate (Census)
- 67 speed-related injury crashes in 2023, 4th of 103
- 77 speed-related crashes in 2022, 2nd of 104 (OTS 2022)
- Bordered by Whittier, La Mirada and La Habra Heights in Los Angeles County
Injuries by road user
| Group | 2023 | Rank of 103 |
|---|---|---|
| Everyone killed or injured | 374 | 4th |
| Speed-related crashes | 67 | 4th |
| Hit-and-run crashes | 28 | 14th |
| Motorcyclists | 13 | 25th |
| Alcohol-involved victims | 30 | 29th |
| Bicyclists | 18 | 30th |
| Pedestrians | 16 | 47th |
| Pedestrians under 15 | 3 | 23rd |
Rank 1 = highest count. OTS city rankings leave out freeway crashes worked by the CHP; with no freeway inside the city limits, La Habra’s figures come from its arterials and residential blocks.
Drivers on Beach, Whittier and Imperial
Speed-related injury crashes: 67 in 2023, 4th of 103 · 77 in 2022, 2nd of 104
Speed is where La Habra stands out, and it barely improved even as the city’s overall composite score moved from 6th of 104 in 2022 to 29th of 103 in 2023.
Orange County’s transportation agency reports $85.05 million in Measure M, state and federal transportation money spent in La Habra between November 2006 and June 2026, plus seven signal-synchronization projects (OCTA fact sheet). Three intersection improvements were funded from it:
- Whittier Boulevard at Beach Boulevard
- Whittier Boulevard at Hacienda Road
- Harbor Boulevard at Lambert Road
An improved intersection can change lane assignments and signal phases, so photographs from the day of the crash matter more than an older street view. In a broadside or rear-end claim on one of these highways, we look for the other car’s event data recorder, nearby business video and signal timing records, because a driver’s own estimate of speed is not evidence an insurer has to accept.
When the other driver leaves
Hit-and-run injury crashes: 28 in 2023, 14th of 103
With no identified driver, payment for your treatment generally has to come from the uninsured motorist portion of your own auto policy, and that insurer will expect a prompt police report.
- Call 911 and ask La Habra police to respond, even if you can drive away
- Write down any partial plate, color or damage you remember
- Note gas stations or storefronts on Whittier Boulevard facing the scene
- Tell your own insurer about the crash within days
Children and older adults on foot
Child pedestrians under 15: 3 in 2023, 23rd of 103
Pedestrians overall ranked 47th, with 16 hurt in 2023, so the children’s figure stands well above the city’s general pedestrian ranking. Three of the 16 were 65 or older.
A child struck near school or a park raises separate questions about supervision, crosswalk placement and the driver’s speed on a residential street, and the deadlines for a minor’s claim differ from an adult’s. Our pedestrian accident page addresses how a driver’s speed on a residential block is judged when a child steps out between parked cars.
Riders on the rail trails
Bicyclists hurt: 18 in 2023, 30th of 103
Old rail corridors now carry cyclists and walkers through town. The La Habra Rails to Trails path and the Union Pacific Rail Line Bikeway are part of OC Loop Segment A (OCTA fact sheet). A separated path keeps riders away from traffic for most of its length, but each place a trail meets a street is a conflict point where a turning driver may not expect a bike.
Photographs of the trail crossing, the signage facing each direction and any sight-line obstructions are often decisive. Our bicycle accident page goes further into trail-crossing collisions.
Motorcyclists
Thirteen riders were hurt in 2023, ranked 25th. On wide state highways such as Imperial, a left-turning driver who misjudges an oncoming motorcycle’s speed is a familiar insurance dispute, and the rider’s helmet, gear and bike should be kept unrepaired until they are photographed.
OCTA and circulator riders
OCTA in La Habra: 5 routes, 81 stops, more than 262,500 boardings in FY 2025-26
The city also runs its own Community Circulator and a special-event shuttle (OCTA fact sheet). Passengers hurt in a sudden stop, and people struck while walking to a stop, may have a claim against a public transit agency. The six-month claim rule below applies to them, and our bus accident page explains what an OCTA passenger can recover.
Commuters crossing the county line
La Habra shares borders with Whittier, La Mirada and La Habra Heights, all in Los Angeles County (city overview). A collision a few blocks north of the line is investigated by a different police agency, and the report must be requested there. A lawsuit can generally be filed where the injury happened, so a crash on La Habra Boulevard can usually proceed in Orange County even when the driver lives in Los Angeles County.
Tip: Near the northern edge of town, check which city’s name is printed at the top of your collision report. It tells you which records office holds the file and which department to call with questions.
Six-month and two-year limits
Watch out: OCTA, the City of La Habra and other public bodies must generally receive a written claim within six months of the injury (Gov. Code §911.2). Put that date on your calendar now.
The two-year lawsuit deadline for a private driver or business (CCP §335.1) gives more room, but store video on Beach Boulevard is often overwritten long before then.
Hypothetical example of California’s pure comparative fault rule: a driver speeding on Imperial Highway hits a cyclist who entered from the trail without stopping, and a jury splits responsibility 70/30. The cyclist recovers 70% of the proven damages (CACI 405).
If a La Habra case is filed, it generally goes to the Central Justice Center in Santa Ana rather than the closer North Justice Center in Fullerton (OC Superior Court), which means a longer drive on hearing days but no change in the law that applies. We confirm the assignment for each case type before filing.
What La Habra drivers and parents ask
The driver who hit me lives in Whittier. Will my case be in a Los Angeles court?
Usually not, if the crash happened inside La Habra. The case can generally be filed in Orange County, where the injury occurred, even when the other driver lives across the line.
I was hit where the Rails to Trails path crosses a street. Is the driver automatically at fault?
No one is automatically at fault. The outcome depends on who had the right of way at that crossing, what each person could see, and how fast the driver was going.
Is OCTA treated as a government agency for the deadline?
Yes. As a county transportation authority, OCTA falls under the Government Claims Act, which sets the six-month claim requirement.
The insurer says I can’t prove the other car was speeding. What evidence exists?
Many newer cars keep a few seconds of pre-impact speed and braking in the airbag module. Business video along the state highways and the signal timing on a synchronized corridor can also help reconstruct how fast a car was moving.
My father is 70 and was struck in a crosswalk. Does his age affect the claim?
His age does not reduce his rights. Older pedestrians often need longer treatment, and that care belongs in the damages claim.
How we help La Habra families
Call Jacob represents people hurt anywhere in La Habra: a cyclist clipped on the Union Pacific Rail Line Bikeway, a driver broadsided at Whittier and Hacienda, a La Mirada commuter rear-ended on Imperial Highway. The La Habra Police Department, the city’s own force (La Habra PD), writes most of the reports we order for these cases, and in the same week we send a preservation letter to whichever gas station or storefront faced the crash.
We handle the full range of La Habra injury cases, including:
- Speeding and red-light collisions on SR-39 and SR-90
- Hit-and-run claims under your own UM policy
- Pedestrians and cyclists hurt at rail-trail crossings
- Motorcycle crashes, OCTA bus injuries, and Uber and Lyft collisions
- Falls, dog bites, delivery-truck crashes and wrongful death
If paramedics took you to UC Irvine Medical Center in Orange (adult Level I) or your child to Children’s Hospital of Orange County (pediatric Level I) (EMSA), we collect those charts for you.
A La Habra car accident attorney at the Law Offices of Jacob Emrani will review your crash without charge, on the phone or at your kitchen table, and our fee depends on winning.
