Fowler Personal Injury Attorney

Fresno County

Highway 99 cuts along the edge of Fowler, a vineyard town of 7,745 people about 11 miles southeast of downtown Fresno (Census, 2025 estimate; Wikipedia), and of three deadly crashes near Fowler in recent news coverage, two involved that freeway. Some of what people are told after a crash on 99 or Golden State Boulevard is wrong, and Call Jacob, The Law Offices of Jacob Emrani, has written this page as a Fowler personal injury attorney’s answer to the most common misconceptions, each checked against California law and the local crash record.

Misconceptions about the freeway

“The town police handle the freeway too”

A wreck on Highway 99 or one of its Manning Avenue ramps belongs to the Highway Patrol. The town sits inside the CHP Fresno Area’s patrol map, and the reports are kept at that office on East Fortune Avenue (CHP). The Fowler Police Department takes collisions on the town’s own streets, and for some major investigations it has brought in the Fresno County Sheriff’s Office (GV Wire), so a family can end up dealing with three agencies’ paperwork.

“A one-car crash involves no one else”

The Manning Avenue crash of March 28, 2025, shows how quickly that changes. Just after midnight, a westbound driver going too fast hit two raised curbs, went about 120 feet down an embankment and was thrown from the car, and then a motorist on northbound 99 struck him; part of the freeway stayed closed for roughly three hours (ABC30). A second vehicle, a roadway feature or a defect in the car can each become part of the claim, and none of them should be ruled out before the investigation is read.

Watch out: Fowler’s stretch of 99 has taken a life on the shoulder as well. In September 2021 the CHP reported that a teenager walking or running along the right shoulder near Fowler moved into the path of a Toyota Prius and was killed (ABC30).

Medical records after a Fowler crash

EMSA lists one adult Level I hospital for all of Fresno County, Community Regional (EMSA). If that is where the ambulance went after your crash near the Manning interchange, the chart, imaging and bills are requested from its records department rather than from any office in town.

How we handle Fowler injury cases

We represent Fowler residents, vineyard workers and Highway 99 travelers: drivers with car accident claims from the Manning Avenue interchange, people hurt in freeway truck crashes, pedestrians struck on streets such as Adams Avenue, riders in motorcycle and bicycle crashes, and families with slip-and-fall, dog bite or wrongful death claims. When a Fowler family hires us, we pull the CHP report from Fortune Avenue or the city police report, collect the Community Regional records, and file any claim with the City of Fowler, Fresno County or Caltrans before the six-month mark.

Working with us costs a family nothing out of pocket at any stage of the case, since the fee comes from a settlement or verdict and you pay nothing unless we win. Call (888) 952-2952 whenever you are ready, or type out what happened on 99 or Adams Avenue in the case evaluator; a representative will drive to your home in Fowler or to a hospital room in Fresno. Other questions from Fowler

Who takes the report for a crash on Golden State Boulevard?

Golden State Boulevard is the old highway frontage road through town, with the city sign at East Merced Street. A collision on the part inside Fowler goes to the city police, and one on the stretches outside town goes to the CHP.

Our son was hurt walking on the Highway 99 shoulder. Could there be a claim?

Possibly. His own conduct would lower a recovery but not erase it, and the passing driver’s speed, attention and lane position matter just as much. The CHP’s full investigation file, with measurements and witness statements, says more than the short collision report and is worth requesting early.

Do we need money to hire a lawyer?

No. Our fee is a percentage of the recovery and is collected only if there is one.

Can a Fowler car accident attorney help if the crash was in Selma or Fresno?

Yes. We represent Fowler residents hurt anywhere in California; only the investigating agency, and sometimes the court, changes with the location.

Misconceptions about time and place

“There is always a two-year window”

That is only half right. Here is how the deadlines actually fall for crashes in and around Fowler:

DefendantDeadlineCode
The driver on 99 or Golden State BoulevardTwo-year lawsuit window§335.1
Caltrans, for 99 and the Manning rampsHalf-year claim deadline§911.2
City of Fowler or Fresno CountySame half-year rule§911.2
A private party, when the injured person is under 18Clock generally starts at 18§352

The six-month rule binds families of injured children too, so the minors’ extension is no reason to wait when a public road or vehicle may be involved.

“The case will be heard near home”

Fowler is eleven miles from O Street in Fresno, where the Sisk building houses the court that would hear a lawsuit from here (Superior Court).

Misconceptions about fault

“A pedestrian outside a crosswalk has no case”

Under CACI 405, the share of blame a jury might assign to someone crossing Adams Avenue on foot comes off the award, and the remainder is still owed. Adams Avenue at 8th Street is where, on the night of March 25, 2025, a man in his 30s died after a vehicle hit him; its driver remained there afterward (ABC30). In a nighttime case like that one, the evidence that tends to settle pedestrian accident claims includes:

  • streetlight conditions at that corner after dark
  • the driver’s speed, taken from vehicle data or scene measurements
  • headlight aim and windshield condition
  • any business or doorbell camera with a view of Adams Avenue

“No arrest means no claim”

A criminal charge and a civil claim answer different questions. Police decide whether a crime occurred; an injury claim asks only whether the driver was careless and what that carelessness cost you.

None of this is legal advice. It is general information that gathers Fowler’s public crash history and California’s filing deadlines so you know what to ask a lawyer.
