Ask Fontana residents which road worries them most, and the answer is usually Sierra Avenue. When the city prepared its Local Roadway Safety Plan, Sierra was the corridor stakeholders most often described as dangerous, and Sierra at Valley Boulevard ranked first in the survey of people who walk and bike (Fontana LRSP memo, 2022). If you were hurt there or anywhere else in the city, you probably have practical questions before anything else. Eight questions come up in nearly every first call to a Fontana personal injury attorney; the table gives a short answer to each, and the sections below explain.

Truck traffic on I-10, I-15 and SR-210

Three freeways cross Fontana, and Wikipedia describes the city as a regional hub of the trucking industry. Amazon is its third-largest employer, with 3,145 workers (Wikipedia). Those trucks do not stay on the freeway. Vehicles serving local employers also travel city arterials, so a big-rig claim here is as likely to begin at a surface-street intersection as on I-10.

A collision with a commercial truck differs from a crash between two cars in three practical ways:

1. More than one defendant. The driver, the motor carrier, a freight broker and the shipper that loaded the trailer may each have separate insurance.
2. Evidence that can disappear. Electronic logging data, dashcam video and dispatch messages belong to the carrier, which is not required to keep them indefinitely. A letter demanding that the carrier preserve them should be sent within days.
3. More serious injuries. Because of the difference in weight, spinal and brain injuries are more common, and those claims require longer medical follow-up before they can be valued.

Crash figures for 2023

Only the city of San Bernardino is larger in the county; Fontana counted 221,223 residents in mid-2025 (Census). OTS ranks Fontana against 61 other cities whose populations fall in the same range (OTS 2023).

These figures do not show that Fontana is unusually dangerous. They show that a typical injury here results from speed, trucks and wide arterial roads rather than from drunk driving.

Intersections the city plans to fix

The Local Roadway Safety Plan, completed in July 2022 by KOA Corporation to federal SS4A standards and scheduled for review every five years, selected ten intersections and three corridors for improvement projects (LRSP project memo).

Intersections: Sierra Avenue at Valley Boulevard (project #1); Arrow Boulevard at Oleander Avenue; Arrow at Locust Avenue; Baseline Avenue at Mango Avenue; Jurupa Avenue at Sierra; Sierra at Orange Way; Beech Avenue at Valley; Cherry Avenue at Village Drive; Hemlock Avenue at Slover; and Highland Avenue at Knox Avenue.

Corridors: Foothill Boulevard from the western city limit to Citrus Avenue, where police told planners pedestrian problems are most pronounced; Valley Boulevard from Arrow to Jurupa; and Citrus from Arrow to the eastern city limit, a school route where bike lanes have been proposed.

In the stakeholder survey, Arrow at Oleander tied with Sierra at Valley as the most dangerous intersection, and more than half of respondents rated walking or biking in Fontana “less safe” or “not safe at all.” Planners also noted that Foothill east of Sultana Avenue has no shoulders beneath the Pacific Electric Trail overpass. Every listed intersection and corridor lies within what the U.S. Department of Transportation calls Historically Disadvantaged Communities, and 16 local census tracts meet its test for an Area of Persistent Poverty. Many people hurt at these intersections cannot afford weeks without a paycheck, so lost wages should be documented from the first day.

Why this matters to a claim: When a city has studied an intersection and planned improvements, it has documented a known hazard. That does not make the city responsible for your crash, but it is the kind of record a dangerous-condition claim relies on, and those claims must be presented within six months.

Evidence in a truck crash at Sierra and Valley

Hypothetical example. A commuter driving south on Sierra Avenue is broadsided at Valley Boulevard by a tractor-trailer making a wide left turn toward the warehouses. Paramedics take her, with a fractured pelvis, to the trauma center in Colton. The commuter and the truck are invented; the intersection is the one the city’s plan ranked first.

In a case like hers, the first two weeks determine what evidence survives. We would request:

• A preservation letter to the motor carrier covering electronic logging data, the truck’s forward-facing camera and dispatch messages
• The Fontana police collision report and the officer’s diagram of the truck’s turning path
• The signal timing for Sierra at Valley, requested from the city
• The driver’s commercial license history and the carrier’s federal safety record
• The hospital’s trauma chart, imaging and billing records
• Her own auto policy, in case the carrier disputes coverage or her losses exceed its limits

If her injuries keep her from working, her pay stubs and a letter from her employer about missed shifts would be added, along with receipts for each trip to Colton for follow-up care. Her claim would also cite the safety plan, because the intersection’s first-place ranking shows its danger was known. That does not prove the truck driver was careless, but it frames every question an adjuster asks about how the turn was made.

Speed contests and sideshows

At a 2021 stakeholder meeting for the safety plan, Fontana police raised street racing on local roads as a concern. Together with the city’s 19th-of-62 ranking for speed, that makes one question worth asking early: was the other driver racing or taking part in a sideshow?

Racing matters for three reasons. First, it clarifies fault, because a speed contest is itself illegal (LRSP stakeholder memo; Veh. Code §23109). Second, it can bring a second racer’s insurance into the claim. Third, conduct showing a conscious disregard for the safety of others may support punitive damages, which California allows on clear and convincing proof of malice (Civ. Code §3294). Videos that witnesses post online are often the best evidence and should be saved before they are taken down.

Kaiser, Arrowhead and Loma Linda

Kaiser Permanente Fontana Medical Center is the city’s largest employer, with 9,677 workers, and provides emergency care. Level I trauma care is available at Arrowhead Regional in Colton (ARMC) and at Loma Linda (Wikipedia), which also treats children.

The chart from the first hospital you reached becomes the foundation of your claim. It records how the injury happened, your first complaints and the first imaging. Kaiser members sometimes assume their health plan covers everything and set the injury claim aside. Yet Kaiser, like most health plans, can ask to be repaid out of a settlement, so every Kaiser bill should go into the demand package.

Reports, deadlines and the courthouse

When a collision happens on Sierra, Foothill or another surface street, the report comes from the Fontana Police Department. On the three freeways, the CHP takes the report, and the officer at the scene can tell you which CHP office will keep it.

Two years is the usual limit for suing the carrier behind a warehouse truck, or any other private party (CCP §335.1). If an Omnitrans bus, a city crew or a Caltrans road condition contributed, the claim to that agency is generally due within six months (Gov. Code §911.2). A driver who misjudged the yellow at Arrow and Oleander can still collect, minus the percentage of blame a jury assigns (CACI 405).
