Escondido Personal Injury Attorney

San Diego County

Inland North County’s gravest crash injuries tend to end up in Escondido, at the Level II trauma program of Palomar Medical Center on Citracado Parkway. No other hospital in North County holds that designation, and the program’s catchment stretches across more than 800 square miles, with upward of 1,500 trauma admissions a year (Trauma Survivors Network). The hospital is one of several Escondido institutions, serving a city of 146,030 residents (Census), that will touch an injury claim here. An Escondido personal injury attorney works with each of them: the hospital, two police agencies, the city and county road departments, the transit district and the North County courthouse. This page is a directory of those offices and an explanation of why each one matters.

Palomar Medical Center

Palomar’s trauma program moved to its Citracado Parkway campus in 2012. Because it is the region’s only Level II center, people injured on I-15, on SR-78 toward San Marcos or on rural roads in the San Pasqual Valley are often brought here, not to the nearest community hospital.

A trauma admission generates more paper than most people realize: the paramedic run sheet, the trauma bay notes, imaging, operative reports, nursing notes and the discharge plan. Insurers ask for the complete set and look closely at the first entries, where the mechanism of injury is recorded. If you were transferred elsewhere for surgery or rehabilitation, those records are separate requests.

Tip: Write down the names of the doctors and nurses you remember from Palomar while the stay is fresh. Those names help when you or your lawyer later ask Palomar’s records department for the complete chart.

Escondido Police and the CHP

Escondido keeps its own police department, and its officers take reports on surface streets; the department also stages DUI and license checkpoints paid for with state traffic-safety grants. In August 2025, a checkpoint on Escondido Boulevard at Woodward Avenue and a citywide patrol produced 96 citations (Times of San Diego). A ten-hour traffic operation on July 20, 2026 produced 93 more, for speeding, unsafe turns and other hazardous violations (Hoodline).

The freeways are a separate jurisdiction. Mainline I-15 and SR-78 cases belong to the Highway Patrol’s Oceanside Area station, (760) 643-3400 (CHP). Use this rule of thumb for the report request:

  • a crash on Centre City Parkway, Broadway or East Washington Avenue: Escondido Police
  • I-15 or SR-78 mainline: CHP
  • a crash on a ramp or at the edge of the city: check the card the officer gave you

Escondido figures from the state’s 2023 report

Escondido’s state comparison group holds 62 cities of similar population, and a 1 in any column means the heaviest toll in the group. Its 2023 composite placement was 10th. Injury and fatality counts on Escondido streets dropped by 57, from 917 in 2022 to 860 in 2023 (OTS 2023; OTS 2022).

Measure2023Place
Pedestrians under 1593
Victims of drinking drivers under 21146
Motorcyclists4110
Alcohol-involved victims11012
Bicyclists4312
Hit-and-run crashes7913
Nighttime crashes8114
Pedestrians, all ages4528

Child pedestrians are the city’s sharpest figure, at 3rd. Enforcement is the one measure that runs in reverse. Escondido officers logged 529 DUI arrests in 2023, placing 56th on a table that lists the cities with the fewest arrests first; a high number there can reflect active enforcement, not more dangerous streets.

Questions from Escondido residents

I was taken to Palomar after a crash in San Marcos. Does my case belong in Escondido?

Not necessarily. The location of the crash, not the hospital, decides which police agency has the report and which ZIP code the court uses for venue. Both cities are generally assigned to the North County Division in Vista.

My child was hit walking to school. Is a claim different for a minor?

The basic claim is the same, but the deadlines differ. For a minor, the lawsuit clock against a private driver generally does not start until the 18th birthday (CCP §352); the six-month claim against the city or County is not extended the same way. Nine children under 15 were struck on foot in Escondido in 2023, a count only two peer cities exceeded.

Who do I ask for the report after a crash on SR-78 downtown?

That depends on exactly where it happened. Mainline lanes mean a CHP Oceanside report from Vista; Centre City Parkway and the surface streets around the interchange mean an Escondido Police report.

Can a road design problem on North Broadway lead to a claim?

Possibly, if the road is public and a dangerous condition contributed. The first step is determining whether that stretch belongs to the city or the County, because the claim must go to the right agency within six months.

Streets where people have been killed

News reports from the last several years show where serious crashes keep happening. These are individual incidents, not official rankings:

  1. SR-78 at Centre City Parkway. A pedestrian was killed at the on-ramp in April 2019 (Times of San Diego), a bicyclist on eastbound SR-78 near the parkway in August 2021 (Times of San Diego), and a pedestrian on the freeway between Rock Springs Road and Centre City Parkway at 9:22 one night, in a crash the CHP investigated (FOX 5).
  2. North Fig Street at Farr Avenue. A 14-year-old skateboarder was killed by a hit-and-run driver in August 2024; the case remained unsolved two years later (Hoodline).
  3. Escondido Boulevard at West El Norte Parkway. A 65-year-old pedestrian died in a late-night hit-and-run in 2026 (10News).
  4. East Washington Avenue near North Ash Street. A pedestrian was fatally struck in the 1100 block in March 2025 (Times of San Diego).
  5. North Broadway at West Country Club Lane. A 13-year-old passenger died in a suspected DUI crash in April 2024, and residents described a history of deadly crashes on the road, including two deaths in December 2020 (Yahoo News).

Several of these were hit-and-runs, which fits the city’s 13th-place ranking for that category. The North Fig Street case shows how long such an investigation can stay open. For families in that position, the household’s UM coverage is often the source of payment.

Who owns the road

Responsibility for a dangerous road depends on who maintains it, and in and around Escondido that can be one of three governments.

  • The City of Escondido. The city adopted a Local Roadway Safety Plan in 2022, amended it in September 2022 for federal Safe Streets and Roads for All funding, and approved it by Resolution 2022-116 (City of Escondido). The plan analyzed crash hot spots at intersections and along corridors. A 2026 environmental filing for the South Escondido Access Improvements Project proposes new signals, lighting, curb ramps and high-visibility crosswalks on Centre City Parkway at South Escondido Boulevard and at Brotherton Road (CEQAnet).
  • The County of San Diego. Some roads with an Escondido address lie in unincorporated county pockets. Residents near North Broadway north of Country Club Lane said the County refused their request for guardrails (Yahoo News).
  • Caltrans. SR-78 and I-15 are state highways.

Suing any of them requires an administrative claim first, usually filed within six months of the crash (Gov. Code §911.2), and the agency then has time to respond before a lawsuit can follow. The longer two-year period in CCP §335.1 covers the drinking driver on North Broadway, the store owner with a broken walkway and every other private defendant.

Transit and visitor traffic

The Escondido Transit Center is the eastern end of NCTD’s SPRINTER line to Oceanside, a hub for BREEZE buses including Route 350, and the stop for MTS Rapid 235 and Rapid Express 280 service to San Diego (Wikipedia). A rider hurt on a bus or train, or a pedestrian struck by one, has a claim against a public transit agency and the same six-month deadline. How transit-agency claims differ from ordinary car crash claims is explained on our bus accident page.

East of the city, the San Diego Zoo Safari Park in the San Pasqual Valley draws visitors along SR-78 (Wikipedia). Many of those drivers are unfamiliar with the road, and a crash with an out-of-area visitor can involve an insurer from another state.

The North County courthouse

Escondido ZIP codes generally point to Vista. The downtown-transfer rule that applies to some East County and South County civil cases does not reach North County (court rules). Before anything is filed, we check the ZIP code of the crash location against that list.

Fault can be shared. A pedestrian judged 20% careless on East Washington Avenue keeps 80% of the proven damages (CACI 405).

How Call Jacob handles Escondido cases

The Law Offices of Jacob Emrani (Call Jacob) takes on Escondido cases arising on SR-78, Centre City Parkway, North Broadway and the streets around Palomar. When we take an Escondido case, we order the report from Escondido Police or CHP Oceanside, request the full Palomar trauma record, and determine early whether the city, the County or Caltrans owns the road where the crash occurred.

The local data points to the case types we expect most often here: pedestrian injuries, including children struck on foot; hit-and-run collisions; motorcycle crashes; car and auto accidents involving drinking drivers; bicycle injuries; and bus and SPRINTER claims. Freeway-approach pedestrian accidents like those near the SR-78 on-ramp, slip-and-fall injuries on poorly kept property and wrongful death claims after a fatal crash are part of that practice as well.

Escondido clients owe Call Jacob nothing for the first consultation and nothing at all unless compensation is recovered; ask for an Escondido car accident lawyer when you call. Calls go to (888) 952-2952. Prefer to write it down? The online case evaluator collects the date, the place on SR-78 or city streets and a description of your injuries. If you are still at Palomar, we will come to the hospital.

Agencies, street addresses, hospital details and crash figures in this Escondido guide were current when written and are offered as general information, not as legal advice about a particular injury.
