El Segundo Personal Injury Attorney

Los Angeles County

El Segundo is a small city built around a refinery, the southern edge of LAX and a cluster of corporate headquarters, and its streets reflect that mix: Caltrans puts daily travel on city roads at 326,900 vehicle miles (OTS) against a population of about 16,379 (Census Bureau). Spread across residents, that is close to 20 miles each per day. This page works through six practical points for anyone consulting an El Segundo personal injury attorney, from which agency writes the report on Sepulveda Boulevard to which court district would hear a lawsuit.

Why does El Segundo rank so high for injuries?

Short answer: the refinery, LAX and the headquarters campuses put commuter and commercial traffic on streets laid out for a town of 16,000.

El Segundo’s own streets, not counting the freeways, produced 120 casualties in 2023, a total that put this town twelfth from the top of its 103-city OTS group (OTS 2023). Collisions on the I-105, the I-405 and other routes patrolled by the CHP are left out of those counts, so the true total for the area is higher.

Cyclists of every age917th
Alcohol-involved victims1222nd

Rankings keyed to population understate the load on these streets. Roughly three-quarters of El Segundo’s land is industrial or commercial, the Chevron refinery covers more than a quarter of the city by itself, and the airport borders it to the north (Wikipedia). Mattel, the LA Kings and the Lakers’ UCLA Health Training Center are headquartered here. Sixteen thousand residents do not generate 326,900 vehicle miles a day; the workforce and the airport do.

For an injury claim, that traffic pattern matters in two ways. Someone driving to or from one of these campuses may have been working at the time, which can bring an employer’s commercial insurance into the case. And speed, the city’s worst-ranked category, has to be proven with evidence that is easily lost: video from office and industrial buildings, dashcam clips and the event data stored in the vehicles.

Tip: Officers here stop and book impaired drivers at a high rate: 86 arrests in 2023. OTS orders that list in reverse, fewest arrests first, so 89th sits near the busy end. If the driver who hit you was arrested, ask for that report along with the collision report.

Does the CHP or city police write the report?

Short answer: El Segundo officers on local streets, the CHP on the freeways, and sometimes the CHP when the city’s own car was involved.

Through El Segundo, Pacific Coast Highway runs as Sepulveda Boulevard and carries the State Route 1 designation. The city did not contract out its policing the way many small Los Angeles County cities rely on the Sheriff, and its own officers respond to collisions on local streets. Freeway and airport-area crashes belong to a different office: the CHP West Los Angeles Area lists El Segundo among its communities, and its beat takes in the I-405, the I-105 and LAX itself (CHP Area 565).

The agency can also change when a city vehicle is involved. After an El Segundo patrol car struck and killed a pedestrian on PCH near El Segundo Boulevard in October 2022, the investigation went to the CHP rather than the city’s department (KSBY).

What to photograph and write down

  • Which department responded, and the collision number it gave you
  • Photographs of both vehicles, the lane markings and the signal, if you saw its phase
  • The logo or fleet number on the other vehicle, which ties a working driver to an employer’s insurer
  • Buildings on Sepulveda, Imperial Highway or Aviation Boulevard with cameras facing the street
  • A same-day visit to an emergency room or urgent care, since insurers seize on any gap in treatment

What changes when a public vehicle is involved?

Short answer: a government claim, due six months after the injury, has to come before any lawsuit.

El Segundo’s two most widely reported crashes of 2022 both involved public vehicles. On June 27 of that year, a LADOT Commuter Express bus hit a parked big rig on Imperial Highway at Douglas Street and rolled onto its side, leaving four passengers in critical condition and more than ten others hurt (CBS Los Angeles). El Segundo firefighters and the LAFD worked the scene together. Four months later came the PCH pedestrian death involving the city’s own patrol car.

Those two crashes show why the owner of the vehicle matters as much as the driver. With a LADOT bus or a city patrol car, you are dealing with a government defendant, and the Government Claims Act requires a written claim to that agency, presented no later than six months after the injury (Gov. Code §911.2). An injured commuter on that Imperial Highway bus would direct the claim to the operator of the line, and if the truck was parked unlawfully, its owner can share responsibility. Passengers hurt on a Commuter Express or Metro bus will find the operator-claim process on our bus accident page.

Watch out: Missing the six-month claim against a public agency usually ends that claim, even though the general deadline for a lawsuit is two years.

More answers on treatment and insurance

Where do paramedics take badly injured people from here?

Harbor-UCLA Medical Center, south toward Torrance, and Cedars-Sinai Medical Center both hold adult Level I trauma designation on the EMSA roster (EMSA), and paramedics pick between hospitals on the basis of the injury rather than your address.

Is a hit-and-run covered by my own insurance?

Yes, if your auto policy includes uninsured motorist protection, because California treats an unidentified hit-and-run driver as uninsured. El Segundo counted nine hit-and-run crashes with injuries in 2023, the same 12th-place rank it held for pedestrians.

Does sharing some blame end my case?

Yes. California juries assign percentages, and the percentage assigned to you comes off the total rather than defeating the claim (CACI 405). A teenager riding toward the beach trail who is found 25% responsible for a collision with a delivery van, for example, still recovers 75% of proven losses.

What should I say when the other insurer calls?

Keep the call short. It is reasonable to:

  • Confirm who you are and where the car can be inspected
  • Ask for the claim number and the adjuster’s direct line
  • Decline a recorded statement about the crash or your symptoms, which tends to be quoted back later to minimize the injury

Are young cyclists at greater risk here?

Short answer: the 2023 count was three children, a small number that still ranked 5th of 103.

Three cyclists younger than 15 were hurt on El Segundo streets in 2023. That count is small, but only four of the 103 comparable cities recorded more, giving El Segundo a rank of 5th (OTS 2023). Riders of all ages accounted for nine victims (17th), and pedestrians another nine (12th).

Families riding to the Marvin Braude Bike Trail, which follows the beach beside the refinery, reach it on streets that also carry refinery and commercial traffic. If your child was the one hurt, two separate claims exist: your child’s claim for the injury itself, and your claim as a parent for the medical expenses you paid. A minor’s own filing deadline is calculated differently, but a parent’s claim and any claim against a public agency run on the ordinary clock. Our bicycle accident page explains how a rider’s lane position and lighting are argued by insurers.

Which courthouse district hears El Segundo cases?

Short answer: in the Southwest District, at the courthouse the court’s locator assigns to the crash address.

Where a lawsuit is heard turns on where the crash or fall took place. Los Angeles Superior Court adopted that approach in General Order 2024-GEN-003-00, and cases arising in El Segundo are generally filed in the Southwest District. On the county’s locator, the Inglewood Courthouse at 1 Regent Street lists El Segundo within its area (LA County), and Torrance holds the district’s second courthouse. Before filing, we run the crash address through the LASC filing locator rather than assume either one.

Code of Civil Procedure section 335.1 sets two years for injury suits against a private motorist, measured from the El Segundo crash date; vehicle damage alone carries a three-year limit.

Our approach to El Segundo injury claims

Call Jacob represents El Segundo residents and the people who come into the city to work at the refinery, near LAX and at campuses such as Mattel’s headquarters. On an El Segundo case we request the El Segundo Police Department or CHP West Los Angeles report first, then send preservation letters to the buildings whose cameras may have recorded the crash, because many systems record over older video. If a LADOT bus, a city patrol car or another public vehicle was involved, our firm files the government claim early in the six-month period.

We take El Segundo car accident cases involving speed, red-light and left-turn collisions, and our car accident page describes how auto accident claims are valued. The firm’s El Segundo cases also include:

  • Truck and big-rig collisions near the refinery and on Imperial Highway
  • Commuter Express and airport shuttle riders injured in a crash
  • Pedestrians struck on PCH and cyclists headed to the beach trail
  • Motorcycle crashes and rideshare trips to and from LAX
  • Falls on unsafe property and dog attacks in residential blocks
  • Wrongful death actions by the surviving family of someone killed in a collision near LAX or the refinery

To have an attorney review a crash on Sepulveda, Imperial or Aviation at no charge, with no fee unless we recover money for you, phone (888) 952-2952 or send the details through our case evaluator; we can meet you at your El Segundo home or at the hospital.
