Covina Personal Injury Attorney

Los Angeles County

Covina’s crash totals are modest by state standards, and that reputation can lead someone hurt on Azusa Avenue or Badillo Street into expensive mistakes. When people first talk with a Covina personal injury attorney, they often repeat things an adjuster, a neighbor or the internet told them. Six of those ideas surface in nearly every first conversation, and the sections that follow test each one against the Vehicle Code, the court rules and Covina’s own budget and crash records.

What people assumeThe correction
A low-crash city means a low-value claimValue follows your injuries, not the city’s rank

Any share of blame ends the caseFault is divided by percentage

A quiet city ranking and your claim

The belief: Covina doesn’t have many crashes, so an insurer will treat my injury lightly.

The reality: The state’s traffic-safety office tallied 114 Covina victims in 2023, which put the city 88th of 103 in its population class, toward the safer end where 1 marks the worst record (OTS 2023). Yet the composite position moved from 87th of 104 in 2022 to 63rd in 2023, and no citywide ranking says anything about one person’s torn rotator cuff or fractured ankle. An adjuster values a claim from the treating physician’s notes, the pay stubs and the before-and-after of a person’s daily routine.

Several Covina categories also run well above the headline total:

Covina, 2023CountRank of 103
Walkers 65 or older325
Late-night crashes1843
Drinking driver, 21 to 34947
Alcohol-involved victims2048
Walkers of any age1063

Alcohol-related victims went from 15 in 2022 (OTS 2022) to 20 the next year. When the person who hit you had been drinking, the Covina officer’s DUI paperwork does much of the work of proving fault, and in some cases California allows punitive damages on top of ordinary compensation.

Questions about family members, e-bikes and Route 39

My mother was hit near the Barranca Senior Center. Who brings the claim?

She can, if she is able to make her own decisions. If she cannot, a relative holding a power of attorney or a court-appointed conservator may act on her behalf.

I was hurt riding a GoSGV share bike. Does that change anything?

A rider struck by a careless motorist has the same claim as any other cyclist. The bike-share operator’s role becomes a question mainly if a brake or other part failed.

My crash happened on Azusa Avenue. Does it matter that it’s Route 39?

Possibly. If a road defect played a part, the state route designation may affect which agency must receive the six-month claim; if only a driver was careless, it changes little.

Can the insurer argue my injuries are small because Covina has few crashes?

It can say so, but jurors weigh your medical evidence, not the city’s statistics.

Three shorter corrections

Venue by district

The belief: Any Covina lawsuit ends up in the big courthouse in downtown Los Angeles.

The reality: Los Angeles County’s trial court now decides venue for injury lawsuits by where the harm occurred, so a Covina collision or fall is assigned by its location (LASC order.pdf)). A crash on Azusa Avenue is therefore generally filed in the district that serves Covina, not at the Stanley Mosk Courthouse, and we check the specific building against the court’s filing locator before anything is submitted.

Fault split at Azusa and Arrow

The belief: The adjuster says I was partly at fault, so I might as well drop it.

The reality: Blame in California is split, not all-or-nothing. Suppose a jury decides a driver hit at Azusa Avenue and Arrow Highway, near the theater, was one-quarter responsible for going a few miles over the limit; that driver still collects three-quarters of the proven damages (CACI 405). Hearing the word “partly” from an adjuster is a negotiating move about price.

Calls from the other company

The belief: If I give the other company a recorded interview, my claim will move faster.

The reality: No law obliges you to give one. Questions like “How are you feeling today?” asked three days after a crash on the SR-57 ramps end up quoted back months later to argue the injury was slight. Tell your own carrier what your policy requires, and route the other side’s calls through counsel.

Watch out: Covina sits inside a ring of freeways, I-210 to the north, I-605 to the west, SR-57 to the east and I-10 to the south, and Azusa Avenue itself is State Route 39 (Wikipedia). A freeway collision is documented by the CHP rather than city police, so confirm the agency name on the card you were handed.

Senior crossings on Barranca and Citrus

The belief: If an older pedestrian gets hit, it’s usually because they moved too slowly or weren’t looking.

The reality: Among people 65 and older struck while walking, Covina placed 25th of 103 in 2023, a much worse position than its 63rd place for pedestrians as a whole (OTS 2023). City Hall appears to see the same pattern. Covina operates Dial-A-Ride for residents 60 and up, and its 2026–27 capital budget includes $45,000 to design a HAWK beacon at the Senior Center crosswalk on Barranca Avenue (Covina CIP; Covina Transportation).

Crossing at an unhurried pace is not careless. The Vehicle Code makes a motorist give way to anyone in a crosswalk, whether or not stripes are painted on the pavement (Veh. Code §21950), so a driver who turns left into a 70-year-old on Citrus Avenue near the Metrolink parking structure will usually bear the responsibility. When a son or daughter is handling the claim for an injured parent, our pedestrian accident page is a useful starting point.

Tip: In older adults, a hip that “only aches” can turn out to be fractured, and confusion from a head injury can appear days after the fall. Ask that each new symptom be written into the chart, and keep every follow-up visit.

Road work, transit and the six-month clock

The belief: I have two years, so there’s no rush.

The reality: That is correct only when the defendant is a private person or business; then the statute of limitations is two years (CCP §335.1). The moment a public body might be partly to blame, though, the first step is a written government claim, and California expects it within roughly half a year (Gov. Code §911.2). Covina’s current construction calendar makes that more than a technicality:

  • Glendora Avenue between Puente and Ruddock streets is being resurfaced for $800,000, with crews working in November and December 2026 (City of Covina)
  • Badillo Street has a $1.44 million repaving, a Ramona Avenue signal-timing project and a new signal at North Reeder Avenue in the plan (Covina CIP)
  • Sunflower and Cienega avenues are getting a traffic signal through a Los Angeles County project, with Covina paying $80,000
  • Neighborhood streets citywide are slated for traffic-calming work in the same budget

Lane closures without clear signs, a dark signal head, a fall on a Foothill Transit bus or a trip at the Covina Metrolink station can each bring a public agency into the case, and that agency’s six-month deadline keeps running while you are still in physical therapy.

Serving injured people around Old Town

The Law Offices of Jacob Emrani (Call Jacob) represents Covina residents, San Bernardino Line commuters parking at the Metro West structure, and people who work or shop in Old Town along Citrus Avenue. We take on car and auto accidents on Azusa Avenue, Badillo Street and the four freeways around the city, older pedestrians hurt in crosswalks, crashes caused by drinking drivers, cyclists and GoSGV e-bike riders, Foothill Transit and other bus accident claims, motorcycle and truck collisions, injuries from falls and dog bites, and wrongful death.

For each Covina client we pull two sets of records at the outset: the collision report from the police station at 444 N. Citrus Avenue, or from the CHP if it was a freeway crash, and Covina’s capital-project files for that block, which tell us whether a government claim must go out within six months. Treatment records are gathered from wherever you were seen, often Emanate Health Inter-Community Hospital in town or Pomona Valley Hospital Medical Center, the Level II program east on the state’s 2025 trauma roster (EMSA).

Meeting with our firm about a Covina injury is free. If nothing is recovered, nothing is owed. The number is (888) 952-2952; you can also type out what happened on Azusa, Badillo or the freeway in the case evaluator, and a representative can visit your home. En español: calljacob.com/es. Drivers hurt in a collision may also want our overview of car accident claims.

Nothing here is legal advice. It is a plain-language summary of Covina’s records and the state rules that usually apply.
