Commerce Personal Injury Attorney

Los Angeles County

Commerce is home to about 11,688 people (Census Bureau), yet 164 people were killed or injured on its streets in 2023, putting this industrial city fifth from the top of a 103-city state comparison (OTS 2023). A Commerce personal injury attorney reads that gap between residents and casualties as the defining fact of any claim here: the rail yard, the casino, the outlet center and the freeway interchanges bring in traffic that the residential neighborhoods never generate on their own.

Commerce at a glance

  • 18 crashes in the casino and bar-close hours, 4th of 103
  • 506,200 vehicle miles driven on local streets daily, roughly 43 per resident (Caltrans data via OTS)
  • 164 casualties on local streets, about one for every 71 residents

How Commerce compares with its peer group

Every row below is a 2023 count for local streets. Wrecks on the Santa Ana and Long Beach freeways, both of which cross Commerce, fall to the Highway Patrol and are left out, so the city-street toll understates what the area’s roads produce.

Daily travel of half a million vehicle miles on streets serving fewer than 12,000 residents is commercial and regional traffic: trucks bound for the rail yard and warehouses, shoppers headed to the outlets, and late-night patrons of the card club.

After dark near the casino and outlets

Commerce’s weakest category in the OTS table is the overnight window, with only three peer cities logging more crashes between 9 p.m. and 3 a.m. Two of the city’s biggest destinations keep late hours. The Commerce Casino is a card club whose taxes made up about 46% of city tax revenue in 2005–06, and the Citadel Outlets stand beside the I-5 where a tire factory once operated (Wikipedia).

The bar-close hours bring alcohol with them. In 3 of the 14 alcohol-related casualties (12th place), the impaired driver was younger than 21, and just five cities in the group had more of those. Arrests did not keep pace: 13 DUI arrests were recorded for the city, and on that list, where OTS puts the lowest totals first, a 32nd-place position reflects relatively light enforcement.

Tip: If the driver who hit you was under 21, find out where the alcohol came from. California law protects businesses that pour for adults (Civil Code §1714), but it makes an exception when a licensee furnishes alcohol to a minor who is already obviously drunk (Bus. & Prof. Code §25602.1).

The Eastern Avenue and Atlantic Boulevard crashes

DateLocationWhat happened
Feb. 22, 2025Eastern Ave. at Randolph St.A stolen car fleeing a CHP pursuit that began at Eastern and Florence lost control; a man at a bus bench was killed and a pedestrian in the crosswalk lost both legs (NBC Los Angeles)
Oct. 8, 2026Atlantic Blvd. at Sheila St.Around 1:20 a.m., a Sheriff’s SUV on a medical call struck a car, killing its driver; a third vehicle was involved (FOX 11)

Those two cases show how a public agency changes the analysis. When a deputy or other government employee drives negligently, Vehicle Code §17001 makes the employing agency answerable, and lights and siren do not excuse a failure to drive with due regard for everyone else at the intersection. A pursuit is different. Under §17004.7, an agency that has adopted a qualifying pursuit policy and trains its officers on it cannot be held liable for what the fleeing driver does, which leaves the bus-bench and crosswalk victims of a crash like the Eastern Avenue one looking to the fleeing driver’s policy and to their own uninsured motorist coverage. A public defendant also gets advance notice that private parties do not: the County, its Sheriff’s Department or the City of Commerce must receive a written claim within six months (Gov. Code §911.2), and a lawsuit can follow only after the agency denies the claim or lets 45 days pass without acting on it.

Port trucks and the rail yard

Commerce has a major rail yard within its limits, and the I-710 corridor alongside it carries thousands of port trucks a day (CHP); diesel congestion from the ports of Los Angeles and Long Beach is also blamed for severe air pollution in the city (Wikipedia). Rigs that exit to reach the yard or a warehouse dock make wide right turns across local lanes, which is where a sedan ends up in a trailer’s blind spot. When a trucking company claims the car cut in front of the rig, keep in mind that a jury finding of partial fault only trims your damages by your percentage (CACI 405).

In a truck accident claim, insurance can sit with the motor carrier, a broker, the trailer’s owner and whoever packed the load. The carrier holds most of the proof, and a written preservation demand should reach it within days asking for:

  • The driver’s logbook and electronic duty-status records
  • Pre-trip and post-trip inspection sheets
  • The engine’s electronic record of speed and braking
  • Any dashboard video from the tractor
  • Dispatch records showing the yard or warehouse the truck was headed to

Five situations Commerce clients describe

I was hit leaving the casino late at night. Does it matter where the other driver had been drinking?

For an adult driver, the case runs against the driver and that driver’s insurer, not the card club. For a driver under 21 who was visibly drunk when served, the business that served him can share the liability.

A deputy’s SUV ran into me. Is that a claim against the County?

It can be. Sheriff’s vehicles belong to the County of Los Angeles, so the claim starts with a written government claim to the County, filed inside six months, before any lawsuit.

What should I do if a truck driver says I cut him off near the rail yard?

Ask us to send preservation letters to the carrier for its camera and engine data, and to nearby warehouses for their exterior video, before either is recorded over.

Nobody found the driver who hit me. Is there any coverage?

Yes, usually through your own policy. A driver who strikes you and vanishes is treated as uninsured under Insurance Code section 11580.2, as long as someone notified law enforcement within 24 hours of the Commerce collision (statute).

Call Jacob’s work for Commerce clients

The Law Offices of Jacob Emrani (Call Jacob) represents people injured in Commerce, whether they live in Bandini, Rosewood or Laguna or were driving through to the rail yard, the outlets or the casino. For each Commerce case we request the East Los Angeles Station report, look for exterior video from businesses along Eastern Avenue and Atlantic Boulevard, and file any claim against the County or the City of Commerce well before the six-month cutoff.

Our Commerce car accident attorney practice, and the rest of our injury work in the city, includes:

  • Late-night and alcohol-related auto accident claims from the casino and outlet traffic
  • Big-rig collisions near the rail yard and on the streets feeding the I-710
  • Hit-and-run injuries, and pedestrians hit while waiting at Eastern Avenue bus benches or crossing at Randolph
  • Bicycle and motorcycle crashes, and riders hurt on the city’s own buses
  • Slip-and-fall and other premises injuries in the Citadel’s stores and parking areas
  • Wrongful death claims brought by the families of people killed in Commerce collisions, including pedestrians and bus riders

You can talk the case over with us without paying anything; if we take it, our fee is a percentage of the eventual settlement or award, and nothing if there is none. To reach us, dial (888) 952-2952; a written summary through the case evaluator gets the same review, and our Spanish pages live at calljacob.com/es.

Deputies, trauma centers and the court

Police reports

For a Commerce collision report, go to the Sheriff’s East Los Angeles Station on East Third Street; Commerce buys its policing from the County, and that station’s deputies answer its calls (LASD).

Trauma care

For severe injuries, ambulance crews choose among designated centers such as Los Angeles General Medical Center, a Level I hospital, and the Level II trauma program at St. Francis in Lynwood (EMSA).

The city also operates municipal buses, including an express from the Citadel to downtown Los Angeles, and Metrolink serves a Commerce station (Wikipedia). A rider hurt on one of the city’s own buses brings the claim against the City of Commerce, on the six-month clock described above.

If the case goes to court

If settlement talks fail, a May 2024 order of the Los Angeles Superior Court ties each injury case to a judicial district by the location of the incident, and because the county’s published courthouse lists do not clearly place Commerce, the exact intersection decides it; we look it up for each Commerce file. If no agency is involved, the ordinary personal injury limitations period under CCP §335.1, generally two years, controls.

Not legal advice. This is a general summary of Commerce’s 2023 crash data, two recent crashes and the California rules that apply to them.
