California City Personal Injury Attorney

Kern County

Roughly one collision in eight on California City’s desert grid between 2015 and 2019, about 13%, left someone dead or with a severe injury, according to the city’s Local Road Safety Plan, dated April 2022 and hosted by Kern COG (California City LRSP). The count itself was modest, 159 collisions over five years, but the share that ended in a death or a disabling injury is what sets the city apart. A California City personal injury attorney reads that ratio first, because it means a crash here is more likely than usual to involve a serious injury rather than a dented fender. The rest of this briefing sets out the numbers behind it, the roads where they occur, and what they mean for someone hurt in this desert city of 13,300 people (Census 2025 estimate).

Desert grid, high severity

Only Los Angeles and San Diego outsize California City’s 203.6 square miles among California cities by land area (Wikipedia). Much of that area is an unfinished grid of paved roads with no houses along them. The city’s plan makes roadway departure and overturned vehicles one of its emphasis areas, and overturns alone were 12.6% of all collisions.

The fatal and severe crashes break down this way: improper turning 25%, right-of-way violations 20%, unsafe speed 20% and driving on the wrong side of the road 15%. Each of those four causes is a driver’s mistake, which matters because it points the claim at a person and an insurance policy.

California City Boulevard

Seven fatal collisions occurred on California City Boulevard during the five study years. The plan splits the road into two very different segments.

SegmentCollisionsFatalWhat the plan describes
SR-14 to Yerba Blvd (6.82 mi)253Rural 45–55 mph link, no median for most of its length, 8 overturned vehicles, utility poles in the clear zone
Yerba Blvd to Randsburg Mojave Rd364Four-lane 45 mph commercial road with mid-block crosswalks; one fatality was a pedestrian, in an unsafe-speed crash

For the western stretch, the plan recommends lighting and rumble strips. For the commercial segment, it proposes rectangular rapid flashing beacons at the crosswalks near Isabella Boulevard and 82nd Street. The intersections of California City Boulevard with Isabella Boulevard and with Victor Way had the two highest severity scores of any in the city.

Watch out: A single-car rollover on California City Boulevard can still be someone else’s legal responsibility. A driver who forced you off the road, a vehicle defect, or a utility pole placed where the plan says it should not be may each support a claim. Photograph the pole, the shoulder and the tire marks before they are disturbed.

Loop Boulevard and Neuralia Road

  • Loop Boulevard, Randsburg Mojave Road to California City Boulevard, ranked second among road segments: 15 collisions, 8 of them with fixed objects or parked vehicles, on unlit curves.
  • Neuralia Road ranked third, both at its intersection with Poppy Boulevard and on the segment from Washburn to Redwood.
  • SR-14 and Highway 58 are the state highways serving the city, the first on its west side via California City Boulevard and the second to the south (Wikipedia).

How the plan’s findings shape a claim

  1. Expect severe injuries to be contested on value, not just fault. When one crash in eight is serious, claims more often involve surgery, long rehabilitation and lost earning capacity, and insurers review those records closely.
  2. Witnesses are scarce on the empty grid. Get names at the scene, and look for dashcam footage or vehicle data, because a rollover at 2 a.m. on the western boulevard may have no other observer.
  3. The road owner may share responsibility. Utility poles in the clear zone and unlit curves on Loop Boulevard are documented in the city’s plan. Because those are city roads, the written claim to California City’s government is the first filing, and Government Code §911.2 sets a six-month limit for it (§911.2).
  4. Young and impaired drivers raise insurance questions. Under-29 drivers caused 39.2% of the plan’s collisions. If the at-fault driver carries only minimum limits, a serious rollover claim can outrun that coverage and reach your own underinsured motorist benefits.
  5. Distance shapes the medical record. California City has no trauma designation of its own; EMSA’s roster lists Antelope Valley Medical Center, roughly 40 miles south in Lancaster, and Kern Medical in Bakersfield as the Level II options (EMSA). Every leg of that transport generates a record and a bill worth collecting.

Drinking drivers and heavy through traffic

OTS sorts California City into Group E, a field of 103 cities near its size; in each row below, a rank of 1 would be the worst record (OTS 2023):

MeasureCountRank of 103
People killed or injured4355
Victims in alcohol-involved crashes1218
Young-adult (21–34) drinking driver816
Nighttime injury crashes, 9 p.m. to 3 a.m.535
Speed-related injury crashes551
Composite ranking—37

Alcohol is the row to notice; a dozen of the 43 people hurt on California City roads that year, close to 28%, were in drinking-related crashes. Nine DUI arrests appear too, at 23rd, yet arrests are ranked from fewest upward, so that placement says something about police stops and nothing about how hazardous Randsburg Mojave Road or the boulevard are.

Why the mileage matters: OTS puts daily vehicle miles traveled at 306,100, mileage on a scale with far bigger places, although only about 13,000 people live along the grid. That is consistent with heavy commuting and through traffic: Edwards Air Force Base is about 18 miles southeast, and the Mojave Air and Space Port, the detention facility and the 3,967-acre Hyundai-Kia proving grounds inside city limits all draw drivers (Wikipedia). A crash on these roads may well involve a driver who lives elsewhere.

Rollovers, commuters and the Mojave branch

Why did a Highway Patrol officer, not city police, respond to my SR-14 crash?

Inside the 203 square miles, California City Police investigate; the city runs its own police and fire services instead of contracting with the county. A rollover or truck crash on SR-14 or Highway 58 is usually a Highway Patrol matter, and the CHP’s Mojave Area (830) names California City among its communities (CHP).

I rolled my car on California City Boulevard and no one else was involved. Do I have a case?

Possibly. It depends on why the car left the road. Another driver, a defect in the vehicle, or a hazard such as a pole in the clear zone could each make someone else responsible, and the evidence fades quickly.

I was hurt while driving to work at Edwards or the proving grounds. Is that a workers’ compensation case?

The ordinary drive from California City to a shift at Edwards Air Force Base is generally outside workers’ compensation, while a crash during work driving, such as test laps at the Hyundai-Kia grounds, usually falls inside it. Either way, the negligent driver who hit you can still be sued separately.

Mojave’s courthouse is closer than Bakersfield. Which one takes my case?

The Kern County Superior Court lists Mojave, at 1773 State Highway 58 Business, as the nearest civil location, but it directs cases seeking more than $35,000 to the Metropolitan Justice Building at 1215 Truxtun Avenue in Bakersfield (Kern Superior Court). A lawsuit against the driver who caused a crash on Neuralia Road or California City Boulevard is due, as a general rule, by the second anniversary (CCP §335.1).

The other insurer says I was speeding on the boulevard. Does that end my claim?

No. If you were going too fast and the other driver also turned in front of you, a jury divides fault between you, and your share comes off your award without eliminating it (CACI 405).

Our California City clients

We represent California City residents, Edwards and Mojave commuters, proving-ground employees and visitors hurt on California City Boulevard, Loop Boulevard, Neuralia Road and SR-14. On a California City case we obtain the city police or CHP Mojave report, compare the location with the city’s ranked roads, and check whether a pole, a missing light or the road layout points to a claim against the city that must be filed within six months.

Matched against the boulevard, Loop and Neuralia findings above, the claims The Law Offices of Jacob Emrani handles here look like this:

Case typeWhere it shows up in California City
Car accident and rollover claimsCalifornia City Blvd west of Yerba, Loop Blvd curves
Truck collisionsBig rigs on SR-14 toward Mojave and on Highway 58
Pedestrian injuriesThe 45 mph commercial stretch, where beacons were proposed
Motorcycle crashesUnlit Loop Blvd curves and Neuralia Rd
Brain injuries and other catastrophic harmOverturn and high-speed crashes
Wrongful deathThe boulevard’s 3 fatal crashes west of Yerba and 4 east of it

Because California City is far from most offices, we come to you, at home or at the hospital in Lancaster or Bakersfield. There is no charge for that first visit, and Call Jacob is paid only from a recovery it secures. From Neuralia Road or the proving grounds, the number is (888) 952-2952. The case evaluator accepts a written account, and calljacob.com/es covers the same ground in Spanish.

Nothing in this crash-data briefing is legal advice; it summarizes Kern COG and OTS figures and California deadlines in general terms.
