Baldwin Park Personal Injury Attorney
Los Angeles County
The California Highway Patrol office for the eastern San Gabriel Valley sits on Francisquito Avenue in Baldwin Park, and from there its officers patrol Interstate 10 and the 57/60 interchange, which the CHP calls one of the busiest in the state (CHP Baldwin Park Area). City streets are a separate matter, handled by the Baldwin Park Police Department on Pacific Avenue. Who you were when you were hurt, whether a commuter, a pedestrian, a cyclist or a Metrolink rider, shapes the evidence and the insurance available, so this page from Call Jacob, a Baldwin Park personal injury attorney, is organized by road user.
Good to know: Both the CHP’s eastern San Gabriel Valley office and a 24-hour Kaiser emergency department sit inside city limits, on Francisquito Avenue and Baldwin Park Boulevard respectively.

The 2023 figures together
| Category (2023) | Count | Rank of 103 |
|---|---|---|
| All people killed or injured | 232 | 49 |
| Speed-related injury crashes | 35 | 47 |
| Nighttime injury crashes | 23 | 45 |
| Hit-and-run injury crashes | 21 | 37 |
| Pedestrians killed or injured | 17 | 52 |
| Bicyclists killed or injured | 13 | 60 |
| Alcohol-involved victims | 13 | 88 |
| Motorcyclists killed or injured | 9 | 47 |
These counts come from the state’s 2023 rankings and leave out every I-10 and I-605 wreck the CHP investigated, so the freeway commuters described below are not in this table. Baldwin Park’s composite rank was 58th, near the middle of its group.
Freeway commuters and drivers
Interstate 10 carries Inland Empire commuters through Baldwin Park toward Los Angeles, and the I-605 crosses the city’s west side. Both have produced serious wrecks inside city limits. In August 2018 a crash at the Ramona Boulevard interchange with the 605 injured five people, two of them critically (KTLA). On the 10 at Francisquito Avenue, CBS Los Angeles reported that a man who had stepped out of his car after an earlier collision was killed in a four-car crash (CBS LA).
That second crash shows a risk freeway drivers rarely consider: the minutes after a minor collision, standing beside the lanes. A claim arising from a secondary crash can involve several drivers and several insurers, and the CHP report is the document that sorts out their order.
On city streets
Surface streets carry their own dangers. In July 2020 a head-on collision at Baldwin Park Boulevard and La Rica Avenue sent a car into a median tree and killed two men, one of them an 18-year-old Baldwin Park resident (CBS LA). In October 2023 a police pursuit ended in a crash near Francisquito Avenue and Baldwin Park Boulevard that put five people in the hospital. When officers were chasing the car that hit you, California’s pursuit rules decide whether the police agency shares any liability, and the six-month window for a claim against that agency starts on the day of the crash.
People walking
State figures put 17 pedestrians among the people killed or hurt on Baldwin Park streets in 2023, two of them aged 65 or older; in the Office of Traffic Safety’s comparison of 103 similar cities, where first place is the worst, that count landed at 52nd (OTS 2023). The middle-of-the-pack ranking is cold comfort for anyone crossing Pacific Avenue, where a man on foot was killed by a hit-and-run driver near Big Dalton Avenue in November 2019 (CBS LA).
Pedestrians struck by a car usually have access to the driver’s bodily injury coverage and, if that driver has none or cannot be found, to their own household’s uninsured motorist coverage. Many people do not realize that a pedestrian with no car of their own may still be covered under a relative’s auto policy at the same address. Household coverage questions for people on foot are covered in more detail on our pedestrian accident page.
Tip: If you were struck near Pacific Avenue or the civic center, ask the Baldwin Park Police Department whether any city cameras faced the crosswalk, and ask soon, before the footage is overwritten.
Cyclists in the industrial area
On May 16, 2025, a 55-year-old man riding a bicycle was killed at Live Oak Avenue and Stewart Avenue in the city’s industrial area. Updated reports said the driver left, and the damaged pickup was found about a mile away (Biking in LA). Across 2023 as a whole, the Office of Traffic Safety tallied 13 bicyclists hurt or killed on city streets, a figure that placed Baldwin Park 60th in its group. Industrial streets bring trucks, loading docks and long blank walls, and also security cameras. For a cyclist hit near Live Oak Avenue, the businesses along the block are often the best source of video, which is why we send preservation letters to them in the first days of a case.
Metrolink riders and drivers near the station
Baldwin Park’s Metrolink station sits next to City Hall, between Pacific Avenue and Ramona Boulevard, and the city owns it (station overview). Foothill Transit routes 178 and 190 and the city’s own Baldwin Park Transit lines also stop in the area.
| Station detail | Figure |
|---|---|
| Address | 3825 Downing Avenue |
| Opened | May 24, 1993 |
| San Bernardino Line trains each weekday | 32 |
| Average weekday boardings, fiscal 2026 | About 216 |
A state environmental filing from 2016 describes a grade-crossing safety project at Ramona Boulevard and Downing Avenue (CEQAnet). For anyone hurt at a rail crossing or on a bus, the defendants may include a public transit agency, so the six-month claim rule under Gov. Code §911.2 applies from the start. If you were hurt boarding, riding or leaving a bus, see our bus accident page.
Victims of drivers who flee
Drivers left the scene of 21 injury crashes in Baldwin Park in 2023, ranking 37th of 103, a worse position than the city’s overall ranking of 49th on total victims. Two of the deaths described on this page, the Pacific Avenue pedestrian and the Live Oak Avenue cyclist, involved a driver who did not stop.
If you were hit by a driver who fled, these steps protect the claim:
- Report the crash to Baldwin Park police or the CHP right away, since uninsured motorist claims generally require a prompt report
- Note the fleeing vehicle’s make, color, broken parts left at the scene and which way it turned
- Ask nearby homes and businesses on the block to save their camera footage
- Open an uninsured motorist claim with your own carrier, even if the driver may later be found
- Keep every medical bill, including the Kaiser Baldwin Park emergency visit
Motorcyclists and late-night drivers
Motorcycle riders made up nine of the people killed or injured on city streets in 2023, which ranked 47th. After dark the risk shifts: 23 injury crashes occurred in the six hours from nine at night to three in the morning (45th), and speeding drove 35 injury crashes across the whole year, also 47th. Alcohol was the exception: Baldwin Park’s 13 alcohol-involved victims put it 88th, well toward the safer end of the list. For riders, insurers usually argue that the driver could not see the motorcycle or that the rider was speeding; our motorcycle accident page covers how those defenses are answered.
Questions Baldwin Park clients ask
My crash was on the 10 Freeway near Francisquito. Will Baldwin Park police have the report?
No, though the right office is also in Baldwin Park. The CHP patrols I-10 from its Baldwin Park Area headquarters at 14039 Francisquito Avenue, and that office, not the city police on Pacific Avenue, releases the report.
I don’t own a car. Can I still make an uninsured motorist claim after a hit-and-run?
Often, yes. A household member’s auto policy may extend uninsured motorist coverage to relatives living at the same address, and some pedestrians are covered that way. We review every policy in the household.
Does it matter that police were chasing the car that hit me?
It may. California law limits when a police agency is liable for a pursuit, but the question deserves an early review, because any claim against the agency must be presented within six months.
My mother was hit crossing Pacific Avenue. She is 70. Is her claim any different?
The law is the same, but an older pedestrian’s fractures and recovery time weigh heavily in valuing the claim. Her medical records, including any loss of independence at home, matter a great deal.
Rules that apply to every injured person
Treatment comes first. The hospital inside the city is Kaiser Permanente’s medical center at 1011 Baldwin Park Boulevard, whose emergency room never closes, though the state does not list it as a trauma center (LA County locator). Paramedics carrying someone with life-threatening injuries head instead for Pomona Valley Hospital Medical Center, the closest Level II center on the state list, or for the adult Level I program at Los Angeles General Medical Center (EMSA).
Three rules of California law apply no matter how you were traveling:
- A walker struck on Ramona Boulevard by a private driver has two years to sue that driver (CCP §335.1).
- The same walker hurt by a Foothill Transit bus has six months to put a written claim before the agency.
- Fault is divided by percentage, so a cyclist found 25% responsible for a collision on Live Oak Avenue still recovers 75% of proven damages (CACI 405).
Filing goes to the Los Angeles County Superior Court, but not necessarily to the courthouse nearest your home: a general order effective May 17, 2024 routes injury cases by the location of the incident (LASC General Order). We confirm the district and courtroom for each address with the court’s filing locator rather than assume one courthouse for the whole city.
How we handle Baldwin Park cases
The Law Offices of Jacob Emrani represents people injured throughout Baldwin Park, from commuters hurt on I-10 and the 605 to families walking near the Metrolink station on Downing Avenue. On a new Baldwin Park case we request the report from the Baldwin Park Police Department or the CHP’s Francisquito Avenue office, gather records from Kaiser Baldwin Park or the trauma center that treated you, and send preservation letters to businesses with cameras near the crash.
The Baldwin Park cases we handle reflect the city’s data: car accidents on I-10 and Baldwin Park Boulevard, big-rig collisions near the industrial district, hit-and-run injuries to people walking and riding bicycles, and Foothill Transit or Metrolink incidents. Rideshare passengers, people hurt in falls at stores or apartment complexes, dog-bite victims, motorcyclists and families bringing wrongful death claims are part of that practice as well.
Free consultation: Meeting with us is free, and the fee arrangement is contingent: if there is no recovery for your Baldwin Park injury, there is no fee.
Phone (888) 952-2952 and we can arrange to see you at home, near the Downing Avenue station or at Kaiser; the case evaluator takes the details online, and calljacob.com/es serves Spanish speakers.
