Azusa Personal Injury Attorney

Los Angeles County

In 2023, crashes on Azusa streets involving a drinking driver younger than 21 left five people hurt, which ranked Azusa 3rd of 93 comparable California cities (1 is the worst) and is the category where this college town stands out most (OTS).

Young drivers, two campuses, a freeway and a canyon road into the Angeles National Forest all shape what happens after a crash here. What follows is a timeline of the first hour, the first three days, the first week and the first month, with the Azusa agencies, hospitals and records that matter at each step, written the way an Azusa personal injury attorney would walk a new client through it.

Which Azusa agency comes to the scene

Who responds depends on where the collision happened, and the answer decides where you will later get the report.

  1. City streets. The Azusa Police Department, headquartered at 725 N. Alameda Avenue, investigates collisions on local streets, and its Traffic Bureau includes motor officers (Azusa PD).
  2. The 210 and its ramps. Freeway crashes are CHP cases. On Christmas morning 2024, at about 5:05, a 17-year-old driver leaving the eastbound 210 at South Azusa Avenue struck a guardrail and went down an embankment into a fast-food lot, killing a 57-year-old Azusa woman sitting in a parked car; the CHP investigated and arrested the teen on suspicion of driving impaired (KFI).
  3. San Gabriel Canyon Road. North of the city, State Route 39 climbs into the national forest, and the CHP’s Baldwin Park Area covers the eastern San Gabriel Valley and its forest roads (CHP).

Whichever agency arrives, leave with the officer’s name and report number and with photographs of the vehicles, the signals and any school-zone signs nearby. The Azusa PD Traffic Bureau says most of the complaints it receives involve unsafe driving during school drop-off and pick-up, and the violations it lists include speeding in school zones and failing to yield to pedestrians (Azusa PD Traffic Bureau), so a school-zone sign in a photo may matter later.

Getting examined before the next morning

Get examined that day, even if the ambulance was declined. A serious injury from a canyon or freeway crash may mean an ambulance ride to Pomona Valley Hospital Medical Center, which became the eastern San Gabriel Valley’s Level II trauma center in 2017 (PVHMC). Whether you go there, to an urgent care or to your own doctor, describe every symptom, including headache and neck stiffness, because the first medical note is the one an insurer reads most closely.

Watch out: Concussions and soft-tissue injuries from a rear-end collision on Foothill Boulevard or Azusa Avenue often feel minor on the first evening and worse two days later. A gap between the crash and your first visit is a common reason insurers discount these injuries.

Cameras, stations and student witnesses

This is when evidence is easiest to find and quickest to disappear. In downtown Azusa, that means three sources:

  • Business and city cameras around Foothill Boulevard, Azusa Avenue and Pasadena Avenue, where a UC Berkeley study found the downtown pedestrian and bicycle collisions clustered.
  • Metro A Line stations. Azusa Downtown sits beside City Hall and APU/Citrus College serves both campuses, and the line has run east to Pomona since September 2025 (Metro). Station-area crashes can involve transit cameras and transit operators.
  • Witnesses who are students. Azusa Pacific University, long the city’s top employer, and Citrus College bring large numbers of young people through these streets (Wikipedia). Collect names and phone numbers early, since a witness can be gone for the summer by the time an adjuster calls.

Insurance calls during the first week

  • Tell your own insurer about the crash within the time your policy sets, even when the Azusa police report puts the fault on the other driver.
  • If the at-fault driver’s insurance company phones about the Foothill or Azusa Avenue collision, say you will respond through your lawyer rather than giving a recorded statement.
  • Five Azusa injury crashes in 2023 were hit-and-runs (OTS); if yours was one, put the uninsured motorist claim to your own carrier in writing.
  • Save pharmacy receipts and mileage for every trip to PVHMC, urgent care or physical therapy.
  • Write your own account of the minutes before impact, including where you were coming from, while memory is clear.

When the at-fault driver is a teenager who had been drinking, as in the 2024 off-ramp crash, a prosecution may follow, but your injury claim does not wait for it; an arrest report or conviction simply becomes evidence in the civil case.

Public agencies and the six-month clock

By now you should know whether a public agency is involved. Several are common in Azusa: the City of Azusa for local streets and signals, the state for the 210 and State Route 39, and Metro for the A Line and its stations. A claim against any of them must be presented within six months of the injury (Government Code §911.2), and the month after the crash is the right time to identify the agency and begin that paperwork, not month five.

San Gabriel Canyon Road shows why ownership matters. Above Azusa the highway runs about 22.6 miles through the forest with many hairpin curves, and the link to State Route 2 at Islip Saddle has been closed since a 1978 rockslide (Wikipedia). The CHP investigated a July 2022 crash in which a cyclist was killed at mile marker 24.19 (CBS LA). If a road condition in the canyon played a part in a crash, the claim goes to the state, not the city.

Lawsuit deadlines and venue

Settlement resolves most claims. When it does not, the deadline to sue a private driver or business is generally two years from the injury (CCP §335.1), three years for vehicle damage alone, with separate rules for anyone hurt as a minor. A student who crossed Foothill Boulevard outside the crosswalk and was hit still has a claim under California’s comparative fault rule, with the recovery reduced by the student’s share of the blame (CACI 405).

Los Angeles County Superior Court picks the courthouse for an injury lawsuit by the location of the incident, under a general order issued in 2024, so the exact spot on Foothill Boulevard or in the canyon matters (LASC General Order). Which district courthouse takes Azusa cases is something we have not verified, so we compare the crash location to the order before filing.

What the Azusa crash data shows

The OTS figures for 2023 are mixed, and one of them needs a caution (OTS):

  • 3rd of 93: drinking drivers under 21 (5 victims)
  • 23rd: motorcyclists (12)
  • 35th: pedestrians 65 and older, 3 of 8 total
  • 85th: all victims, 86
  • 56th: composite

A caution about the total: The figure of 86 looks low for a city of about 47,447 residents (Census) and may reflect a reporting gap rather than safe streets; it also leaves out the 210 and State Route 39, since crashes the CHP handles are excluded. We would not treat the total as evidence that Azusa roads are safe, and neither should an insurer.

The best street-level detail is older. A 2019 UC Berkeley SafeTREC and Cal Walks report, using collision data from 2008 to 2017, counted 36 pedestrians killed or injured in its downtown study area (SafeTREC 2019). For 2013 to 2017 it found 20 pedestrian victims, four severely injured, concentrated on Foothill Boulevard and Azusa Avenue, mostly between 6 and 9 in the evening. In 55% of those pedestrian crashes the driver failed to yield in a crosswalk, and nearly half the people hurt, 45%, were 24 or younger, a figure that fits a city home to two colleges. The same report counted 17 bicyclists hurt, two severely, clustered where Foothill meets Azusa Avenue and Pasadena Avenue. These figures are now nearly a decade old, but they point to the same downtown intersections where a modern claim would begin.

Representing Azusa students, families and canyon visitors

The Law Offices of Jacob Emrani (Call Jacob) represents people injured in Azusa, including APU and Citrus College students, families in Rosedale and the downtown neighborhoods, and visitors driving or riding San Gabriel Canyon Road. On an Azusa case we request the Azusa Police Department report or the CHP report, look for camera footage near the A Line stations and along Foothill Boulevard, and determine early whether the city, the state or Metro must receive a six-month claim.

Because the local data points to young impaired drivers, motorcyclists and pedestrians, those cases are a large part of what we handle here: car accidents with underage or drinking drivers, motorcycle crashes on the 39, and pedestrian injuries downtown. We also represent cyclists in the canyon, bus and train passengers, rideshare riders, slip-and-fall and dog bite victims, and families bringing wrongful death claims after crashes like the one on the 210 off-ramp.

An Azusa car accident lawyer from our firm can come to your apartment near the APU campus, your home in Rosedale or your room at PVHMC. Talking with us costs nothing and our fee is contingent, so you pay nothing unless we win. Have the Azusa PD or CHP report number nearby when you dial (888) 952-2952, or describe the crash in our case evaluator. En español.

Questions about campus, canyon and Car Show crashes

I crashed on San Gabriel Canyon Road above the city. Who has the report?

The CHP, not the Azusa Police Department. Ask for the report through the CHP; the Baldwin Park Area office covers the forest roads in the eastern San Gabriel Valley.

The driver who hit me was under 21 and had been drinking. Does that change my claim?

It strengthens the liability side and does not change the deadlines. Evidence of drinking supports fault and can affect how an insurer values the claim, and the driver’s own policy, or a household policy that covers them, is usually the first source of payment.

I was hit walking from the APU/Citrus College station. Is Metro responsible?

Only if a Metro vehicle, employee or station condition caused or contributed to the injury. If so, the six-month claim rule applies, so it is worth finding out quickly who operated the vehicle and who maintains that part of the station area.

I was hurt during the Azusa Car Show road closures. Does the event matter?

The city hosts an annual Car Show with downtown road closures (City of Azusa). If a barricade, detour or crowd-control setup contributed to the injury, the city or the event operator may share responsibility, and a claim against the city is subject to the six-month deadline.

Does Azusa’s low crash total help the insurer argue my injuries are minor?

No. A citywide count says nothing about the force of your collision, and the value of your claim rests on your own medical records and the damage to the vehicles.

We wrote this timeline from public records on Azusa streets, State Route 39 and California deadlines as general orientation; it is not legal advice about your own crash.
